    Globally, the economic crisis Ukraine in recent years, on the one hand, and on the other separation and uncertainty in the legal framework of laws, caused layoffs of workers in enterprises, the closure of production facilities, the closure and reduction of vocational schools and further shortage of professional workforce through a number Reformation and political errors.Глобально-кризові явища в економіці України за останні кілька років, з одного боку, а з іншого розшарування та невизначеність в правовому полі законів, спричинили масові звільнення робітників на підприємствах, закриття виробничих потужностей, закриття і скорочення професійно-технічних закладів, а далі дефіцит професійних робітничих кадрах через ряд  реформаційних та політичних помилок. З часу незалежності в Україні почала приділятися особлива увага розвитку вищої освіти, разом з тим робітничі професії, а отже і заклади професійної технічної освіти втратили популярність та були позбавлені належного фінансування, зокрема деякі з них безперспективно передані в 2016р. у підпорядкування місцевим органам влади на утримання за рахунок і так надто дефіцитних бюджетів. Окрім того, економічна ситуація, що склалася на сьогодні, дуже негативно вплинула на стан підготовки та перепідготовки робітничих кадрів безпосередньо на підприємствах. Управління професійною підготовкою робітничих кадрів - як цілеспрямований та організований процес, що передбачає поєднання сукупності способів прийомів та методів впливу на робітників підприємства для забезпечення здобуття ними професійних знань, удосконалення вмінь та навичок, що забезпечать максимально ефективне та якісне виконання виробничих завдань і, у довготривалій перспективі –  соціально-економічний  розвиток підприємства будь якої галузі національної економіки.Ключові слова: робітничі професії, підготовка та перепідготовка робітничих кадрів, професійно-кваліфікаційна структура, управління професійною підготовкою робітничих кадрів, стратегії управління професійною підготовкою, система мотивації кадрів, мобільність робітників, кар’єрне зростання робітників.Since independence, Ukraine began to receive special attention to the development of higher education, however, trades, and therefore vocational technical education lost popularity and were deprived of adequate funding, including some of them futile transferred in 2016. in subordination to local authorities for the maintenance and expense, so too scarce budgets.     Working paper 32: An evaluation of fire regime reconstruction methods.

    Fire is a fundamental disturbance process in ecology and has been a powerful agent of change in terrestrial ecosystems for millions of years. Understanding the role of fire on a landscape is critical for managing fire and forests for biodiversity, ecosystem function, and resilience to changes in climate. To better understand the role fire can play in forests today, researchers and managers have found it useful to reconstruct attributes of historical fire regimes before the onset of fire exclusion. Fire exclusion in the southwestern United States often occurred in the late 1800s, when activities such as grazing of domestic animals, logging, and fire suppression began on a widespread scale. Information about past fire regimes can be a helpful reference to guide and inform land managers about current and future fire regime characteristics, patterns, and forest structure characteristics. Management activities that benefit from understanding past fire regimes include prescribed fire, managed wildfires for resource benefit, and mechanical treatments to reduce fire risk. Six fire regime attributes are often considered: - Frequency: how often fires occur in a given area or region (see Box 1 for more detailed frequency terminology) - Seasonality: time of year - Severity: ecological effects of fire - Type: surface or crown fire - Size: area burned - Spatial complexity: pattern of severity within fire perimeter Fire intensity, which is a measure of the heat of a fire, is a seventh fire regime attribute that cannot be reconstructed directly but is inferred from fire severity. Fire severity refers to the ecological effects of fire and is often quantified by overstory tree mortality. Each fire regime attribute can be characterized by an average condition (for example, an average fire frequency of 8 years) as well as a measure of variation (for example, a range in fire frequency of 2 to 20 years). This working paper discusses several methods for reconstructing historical fire regimes: - Historical documents and photos - Dendrochronology: re-scar data - Dendrochronology: tree age, death and growth data - Forest structure data - Plant traits - Charcoal Each of these methods will be discussed in terms of advantages, disadvantages, inherent uncertainties, and assumptions as well as temporal and spatial precision. The potential value and limitations for reconstructing historical forest structure and composition with each method are also briefly covered

    MICROWAVE-INDUCED RESONANT REFLECTION AND LOCALIZATION OF BALLISTIC ELECTRONS IN QUANTUM MICROCHANNELS

    We show that electron transport in a ballistic microchannel supporting both propagating and reflected modes can be completely blocked by applying a microwave electromagnetic field. The effect is due to resonant reflection caused by multiple coherent electron-photon scattering involving at least two spatially localized scattering centers in the channel. With many such scattering centers present the conductance is shown to have an irregular dependence on bias voltage, gate voltage and frequency with irregularily spaced dips corresponding to resonant reflection. When averaged over bias, gate voltage or frequency the conductance will decay exponentially with channel length in full analogy with the localization of 1D electrons caused by impurity scattering.Comment: 4 pages, latex, 1 figure available on reques

    Implementation of packaged integrated antenna with embedded front end for Bluetooth applications

    The design, integration and realization of system in enhanced package approach towards fully functional system level integration by using a compact Bluetooth USB dongle as the demonstrator is presented here. The integration was done on FR4 substrates, which is totally compatible with today’s printed circuit board manufacturing capability. A commercially available Bluetooth integrated chip was chosen as the chipset of our demonstrator, and a package integrated antenna together with an embedded front end completes the system in package integration. The front end developed here is based on an embedded meander line combline filter and an embedded transformer balun. The filter has a 35% area reduction when compared with the classical combline filter and similar performance. The balun has the coils distributed on three layers that minimized the board area needed it and optimizes the performances. The proposed packaged integrated antenna approach is successfully demonstrated here and the new module shows excellent performance when compared with a commercial solution, surpassing the normal Bluetooth class II dongle range which is up to 10 m and increasing the module range up to 120 m without an extra power amplifier

Some applications working over internet typically require strong authentication. The security requirements of a scenario may involve interdomain authentication mechanisms. These domains may be operating using different technologies. In order to enable such scenarios, we leverage existing approaches with emerging standards and propose an architecture. Our proposed architecture takes advantage of XML technology and emerging SAML standard. The most important aim of the proposed architecture is platform indepedence. Our proposed architecture includes a Security Token Service and a protocol for communication between token requesters, consumers and issuers. Although, the exact flow of execution depends on the scenario, we believe our approaches can be used as common ground for implementation
