    Looking Beyond the Incumbent: The Effects of Exposing Corruption on Electoral Outcomes

    Does information about rampant political corruption increase electoral participation and the support for challenger parties? Democratic theory assumes that offering more information to voters will enhance electoral accountability. However, if there is consistent evidence suggesting that voters punish corrupt incumbents, it is unclear whether this translates into increased support for challengers and higher political participation. We provide experimental evidence that information about copious corruption not only decreases incumbent support in local elections in Mexico, but also decreases voter turnout, challengers' votes, and erodes voters' identification with the party of the corrupt incumbent. Our results suggest that while flows of information are necessary, they may be insufficient to improve political accountability, since voters may respond to information by withdrawing from the political process. We conclude with a discussion of the institutional contexts that could allow increased access to information to promote government accountability.

    The contact value theorem for Coulomb gases in planar or film-like geometries is derived using a Hamiltonian field theoretic representation of the system. The case where the film is enclosed by a material of different dielectric constant to that of the film is shown to contain an additional Casimir-like term which is generated by fluctuations of the electric potential about its mean-field value.Comment: Link between Sine-Gordon and Coulomb gas pressures via subtraction of self interaction terms included.     This Extension Circular describes various irrigation efficiency, crop water use efficiency, and irrigation uniformity evaluation terms that are relevant to irrigation systems and management practices currently used in Nebraska, in other states, and around the world. The definitions and equations described can be used by crop consultants, irrigation district personnel, and university, state, and federal agency personnel to evaluate how efficiently irrigation water is applied and/or used by the crop, and can help to promote better or improved use of water resources in agriculture. As available water resources become scarcer, more emphasis is given to efficient use of irrigation water for maximum economic return and water resources sustainability. This requires appropriate methods of measuring and evaluating how effectively water extracted from a water source is used to produce crop yield. Inadequate irrigation application results in crop water stress and yield reduction. Excess irrigation application can result in pollution of water sources due to the loss of plant nutrients through leaching, runoff, and soil erosion

    Static analysis is a powerful technique for automatic verification of programs but raises major engineering challenges when developing a full-fledged analyzer for a realistic language such as Java. This paper describes the Sawja library: a static analysis framework fully compliant with Java 6 which provides OCaml modules for efficiently manipulating Java bytecode programs. We present the main features of the library, including (i) efficient functional data-structures for representing program with implicit sharing and lazy parsing, (ii) an intermediate stack-less representation, and (iii) fast computation and manipulation of complete programs

    Terahertz near-field microscopy using the self-mixing effect in a quantum cascade laser

    We demonstrate terahertz (THz) apertureless near-field microscopy exploiting the self-mixing effect in a quantum cascade laser (QCL). A THz wave is scattered by a sharp needle positioned above an object and coupled back into the QCL cavity resulting in detection of the THz near-field signal through the self-mixing effect. Using this technique we demonstrate two-dimensional imaging at 2.53 THz with a spatial resolution of 1 ÎĽm - the highest image resolution achieved with a THz frequency QCL to date.
