Magnetism and Magnetic Isomers in Free Chromium Clusters
We have used the Stern-Gerlach deflection technique to study magnetism in
chromium clusters of 20-133 atoms. Between 60 K and 100 K, we observe that
these clusters have large magnetic moments and respond superparamagnetically to
applied magnetic fields. Using superparamagnetic theory, we have determined the
moment per atom for each cluster size and find that it often far exceeds the
moment per atom present anywhere in the bulk antiferromagnetic lattice.
Remarkably, our cluster beam contains two magnetically distinguishable forms of
each cluster size with >= 34 atoms. We attribute this observation to structural
isomers

Magnetic structure of free cobalt clusters studied with Stern-Gerlach deflection experiments
We have studied the magnetic properties of free cobalt clusters in two
semi-independent Stern-Gerlach deflection experiments at temperatures between
60 and 307 K. We find that clusters consisting of 13 to 200 cobalt atoms
exhibit behavior that is entirely consistent with superparamagnetism, though
complicated by finite-system fluctuations in cluster temperature. By fitting
the data to the Langevin function, we report magnetic moments per atom for each
cobalt cluster size and compare the results of our two measurements and all
those performed previously. In addition to a gradual decrease in moment per
atom with increasing size, there are oscillations that appear to be caused by
geometrical shell structure. We discuss our observations in light of the two
competing models for Langevin-like magnetization behavior in free clusters,
superparamagnetism and adiabatic magnetization, and conclude that the evidence
strongly supports the superparamagnetic model

Security-informed safety: integrating security within the safety demonstration of a smart device
Safety and security engineering have, over the years, developed their own regulations, standards, cultures, and practices. However, there’s a growing realisation that security is closely connected to safety. Safety must be security-informed: if a safety-critical system isn’t secure, it isn’t safe. A safety demonstration is incomplete and unconvincing unless it considers security. In our work for government and industry, we have used the Claims, Arguments, Evidence (CAE) framework to analyse the impact of security on a safety justification or safety case and identified the significant changes needed to address security explicitly. This will impact the design and implementation process as well as the assurance and V&V approach.
In this paper we discuss the impact of integrating security when developing a safety demonstration of a smart device. A smart device is an instrument, device or component that contains a microprocessor (and therefore contains both hardware and software) and is programmed to provide specialised capabilities, often measuring or controlling a process variable. Examples of smart devices include radiation monitors, relays, turbine governors, uninterruptible power supplies and heating ventilation, and air conditioning controllers
Convergence and segregation of the multiple rod pathways in mammalian retina.
Using a multidisciplinary approach, we demonstrate that three different pathways are responsible for the transmission of rod signals across the mouse retina. Each pathway serves a primarily nonoverlapping range of stimulus intensities, with ganglion cells receiving either segregated or convergent inputs. For both on-center (ON) and off-center (OFF) ganglion cells, the primary rod pathway carries signals with the lowest threshold, whereas the secondary rod pathway is less sensitive by approximately 1 log unit. In addition, OFF signaling uses a tertiary rod pathway that is approximately 1 log unit less sensitive than the secondary. Although some ganglion cells received rod inputs exclusively from one of the pathways, others showed convergent inputs. Using pharmacological and genetic approaches, we defined classes of ON and OFF ganglion cells for which the scotopic inputs derive only from the primary pathway or from both primary and secondary pathways. In addition, we observed a class of OFF ganglion cell receiving mixed input from primary and tertiary pathways. Interestingly, OFF ganglion cells receiving convergent inputs from all three rod pathways or from the secondary and tertiary pathways together were never observed. Overall, our data show a complex arrangement of convergence and segregation of rod inputs to ganglion cells in the mammalian retina
Wigner crystal model of counterion induced bundle formation of rod-like polyelectrolytes
A simple electrostatic theory of condensation of rod-like polyelectrolytes
under influence of polyvalent ions is proposed. It is based on the idea that
Manning condensation of ions results in formation of the Wigner crystal on a
background of a bundle of rods. It is shown that, depending on a single
dimensionless parameter, this can be the densely packed three-dimensional
Wigner crystal or the two-dimensional crystal on the rod surfaces. For DNA the
location of charge on the spiral results in a model of the one-dimensional
Wigner crystal. It is also argued that the Wigner crystal idea can be applied
to self-assembly of other polyelectrolytes, for example, colloids and DNA-lipid

A transition program to primary health care for new graduate nurses: a strategy towards building a sustainable primary health care nurse workforce?
Background: This debate discusses the potential merits of a New Graduate Nurse Transition to Primary Health Care Program as an untested but potential nursing workforce development and sustainability strategy. Increasingly in Australia, health policy is focusing on the role of general practice and multidisciplinary teams in meeting the service needs of ageing populations in the community. Primary health care nurses who work in general practice are integral members of the multidisciplinary team but this workforce is ageing and predicted to face increasing shortages in the future. At the same time, Australia is currently experiencing a surplus of and a corresponding lack of employment opportunities for new graduate nurses. This situation is likely to compound workforce shortages in the future. A national nursing workforce plan that addresses supply and demand issues of primary health care nurses is required. Innovative solutions are required to support and retain the current primary health care nursing workforce, whilst building a skilled and sustainable workforce for the future.
Discussion: This debate article discusses the primary health care nursing workforce dilemma currently facing policy makers in Australia and presents an argument for the potential value of a New Graduate Transition to Primary Health Care Program as a workforce development and sustainability strategy. An exploration of factors that may contribute or hinder transition program for new graduates in primary health care implementation is considered.
Summary: A graduate transition program to primary health care may play an important role in addressing primary health care workforce shortages in the future. There are, however, a number of factors that need to be simultaneously addressed if a skilled and sustainable workforce for the future is to be realised. The development of a transition program to primary health care should be based on a number of core principles and be subjected to both a summative and cost-effectiveness evaluation involving all key stakeholders
Renminbi Internationalisation: Precedents and Implications
While it is commonly assumed that there are no known precedents against which to benchmark the internationalisation of the Renminbi (RMB), this paper argues that the PRCs own development experience provides a useful perspective on the internationalisation debate. In particular it indicates that lessons can be learnt from both the successes and the shortcomings of efforts to internationalise the RMB in the 1970s. During this period state-owned banks in Hong Kong played a central role in mobilising finance for foreign trade. Access to Hong Kong’s developed financial institutions allowed the PRC to maximise receipts from foreign trade as well as minimise the risks of undue swings in capital flows. The paper shows that although China no longer faces foreign exchange scarcity, economic reforms have not yet resolved vulnerabilities in China’s financial institutions and as such Hong Kong’s role in mitigating the risk of undue capital swings remains
