    Understanding the performance of the electric power industry in China

This paper examines the impact of the current plan prices on end-users with reference to the OECD and how the plan price of electricity supply is formed. We argue that the plan price is set in an attempt to balance the interests of the public and the power industry. We find that China's industries do not pay a cheaper price for electricity than the West, and the plan price is formed through bargain between the firm and the state, which allows the firm to have a soft price constraint on its costs

    Regional estimation of daily to annual regional evapotranspiration with MODIS data in the Yellow River Delta wetland

    Evapotranspiration (ET) from the wetland of the Yellow River Delta (YRD) is one of the important components in the water cycle, which represents the water consumption by the plants and evaporation from the water and the non-vegetated surfaces. Reliable estimates of the total evapotranspiration from the wetland is useful information both for understanding the hydrological process and for water management to protect this natural environment. Due to the heterogeneity of the vegetation types and canopy density and of soil water content over the wetland (specifically over the natural reserve areas), it is difficult to estimate the regional evapotranspiration extrapolating measurements or calculations usually done locally for a specific land cover type. Remote sensing can provide observations of land surface conditions with high spatial and temporal resolution and coverage. In this study, a model based on the Energy Balance method was used to calculate daily evapotranspiration (ET) using instantaneous observations of land surface reflectance and temperature from MODIS when the data were available on clouds-free days. A time series analysis algorithm was then applied to generate a time series of daily ET over a year period by filling the gaps in the observation series due to clouds. A detailed vegetation classification map was used to help identifying areas of various wetland vegetation types in the YRD wetland. Such information was also used to improve the parameterizations in the energy balance model to improve the accuracy of ET estimates. This study showed that spatial variation of ET was significant over the same vegetation class at a given time and over different vegetation types in different seasons in the YRD wetlan

    Algorithm Diversity for Resilient Systems

    Diversity can significantly increase the resilience of systems, by reducing the prevalence of shared vulnerabilities and making vulnerabilities harder to exploit. Work on software diversity for security typically creates variants of a program using low-level code transformations. This paper is the first to study algorithm diversity for resilience. We first describe how a method based on high-level invariants and systematic incrementalization can be used to create algorithm variants. Executing multiple variants in parallel and comparing their outputs provides greater resilience than executing one variant. To prevent different parallel schedules from causing variants' behaviors to diverge, we present a synchronized execution algorithm for DistAlgo, an extension of Python for high-level, precise, executable specifications of distributed algorithms. We propose static and dynamic metrics for measuring diversity. An experimental evaluation of algorithm diversity combined with implementation-level diversity for several sequential algorithms and distributed algorithms shows the benefits of algorithm diversity

These metrics and weak metrics are associated to the hyperbolic length spectrum of simple closed curves and of properly embedded arcs in the surface.     N N bar,Delta bar N, Delta N bar excitation for the pion propagator in nuclear matter

    The particle-hole and Delta -hole excitations are well-known elementary excitation modes for the pion propagator in nuclear matter. But, the excitation also involves antiparticles, namely, nucleon-antinucleon, anti-Delta-nucleon and Delta-antinucleon excitations. These are important for high-energy momentum as well, and have not been studied before, to our knowledge.     Persistent Orbital Degeneracy in Carbon Nanotubes

    The quantum-mechanical orbitals in carbon nanotubes are doubly degenerate over a large number of states in the Coulomb blockade regime. We argue that this experimental observation indicates that electrons are reflected without mode mixing at the nanotube-metal contacts. Two electrons occupying a pair of degenerate orbitals (a ``shell'') are found to form a triplet state starting from zero magnetic field. Finally, we observe unexpected low-energy excitations at complete filling of a four-electron shell.Comment: 6 pages, 4 figure
