    Communication for Peaceful Social Change and Global Citizenry

    The adoption of the 17 Sustainable Development Goals (SDGs) by the United Nations (UN) in 2015 represents a universal call to action involving multiple international actors for the purpose of eradicating poverty, improving living conditions and promoting peace. This entry provides a theoretical overview of the contributions of scholars and practitioners who highlight the importance of a transformative, educational and emancipatory communication by different social actors to establish the main lines of action for the 2030 Agenda for Sustainable Development. This communicative model involves the coordination of actors and strategies, both short- and long-term, cross-cutting actions and discourses to build social, cultural and political settings based on the criteria of peace, equality, social justice and human rights. Specifically, this entails a contribution to the objectives set out in SDG 16, “Peace, Justice and Strong Institutions”, given that the proposed theoretical framework is grounded in Communication for Peace and Communication for Social Change, and includes a systematization of different strategies and experiences from a variety of social issuers, mainly institutions, non-governmental organizations (NGOs) or social movements, aimed at promoting peaceful and inclusive societies.     Accounting for International War: The State of the Discipline

    In studies of war it is important to observe that the processes leading to so frequent an event as conflict are not necessarily those that lead to so infrequent an event as war. Also, many models fail to recognize that a phenomenon irregularly distributed in time and space, such as war, cannot be explained on the basis of relatively invariant phenomena. Much research on periodicity in the occurrence of war has yielded little result, suggesting that the direction should now be to focus on such variables as diffusion and contagion. Structural variables, such as bipolarity, show contradictory results with some clear inter-century differences. Bipolarity, some results suggest, might have different effects on different social entities. A considerable number of studies analysing dyadic variables show a clear connection between equal capabilities among contending nations and escalation of conflict into war. Finally, research into national attributes often points to strength and geographical location as important variables. In general, the article concludes, there is room for modest optimism, as research into the question of war is no longer moving in non-cumulative circles.     Why Humanitarian Interventions Succeed or Fail: The Role of Local Participation

    Why do interstate interventions, even when carried out with the best of intentions, so often fail to contain conflicts and support a peaceful settlement? We argue that the extent of local participation exerts a strong effect on the prospects for successful peace-building and reconstruction efforts in the wake of humanitarian interventions. Even though the population in target countries may sympathize with the goal of the intervention, local populations are unlikely to feel a personal attachment to a solution externally imposed unless actively consulted or involved in the intervention strategy. Humanitarian interventions without some form of local participation are likely to create cognitive dissonance among the local population between the outcome and the means chosen to implement it. We evaluate our hypotheses about the relationship between local involvement and successful post-conflict reconstruction by looking at variation in conflict and local involvement over time in two humanitarian interventions, Bosnia (1991–95) and Somalia (1987–97). Consistent with our hypotheses about how lack of local involvement can undermine post-conflict reconstruction efforts in the wake of interventions, we find that phases with more local involvement are associated with lower levels of conflict

    Sweden as an Elected Member of the UN Security Council : Promoting Women, Peace and Security as Core Council Business, 2017–18

    This report seeks to contribute to a growing research agenda on internal United Nations Security Council (UNSC) dynamics and the role of elected states (E10s). To study the role of elected states is important as research indicates that there has been increased interest among states to hold one of the elected Council seats, yet our understanding of E10 strategies and effects remains more limited. ​Research also indicates that the possibilities for elected states to have an impact on UNSC outcomes can differ between policy areas. For its 2017–18 Council term, Sweden decided that it should promote the integration of Women, Peace, and Security (WPS) into the mainstream of the UNSC’s processes and decisions, to contribute to making WPS "core Council business”. In fact, even though WPS is a policy area of growing importance for several elected states, there exists limited knowledge on the role of E10s in driving progress in the Council.  Addressing gaps in our understanding of E10 roles, strategies, and effects, this report makes two contributions: First, we provide insights into preparations for, and the situation in, the UNSC for elected members. We begin by discussing the assessments and decisions involved in forming the elected state’s aims and strategy, and then outline four clusters of conditions that an elected state has to tactically maneuver during its term. Second, we structure and advance our knowledge of the potential effects a state can seek to achieve to better understand and study such efforts. We then go more in-depth into one of the effects that Sweden sought to achieve: that is, the improved integration of WPS language in UNSC resolutions, in particular peace operation and political mission mandates, to positively affect the lives of women and girls in conflict and post-conflict areas. We here outline a method for assessing progress on the integration of implementable language. To fulfill this objective, the report builds on a focused analysis of the experiences of Sweden and data on language developments in UNSC resolutions in the 2016–19 period. Importantly, this report does not constitute an authorized or official account of Sweden’s term and is not intended to be a comprehensive assessment of all of Sweden’s work during its two years on the UNSC. Rather, the interviews, written material, and data collection have been used to explore and expand our understanding of elected members and internal UNSC dynamics and to contribute to a growing research agenda on the role of states for WPS progress and setbacks.  The report is the first publication in cooperation between the Peace Research Institute Oslo (PRIO), Uppsala University, and the Nordic Africa Institute (NAI) on the role of elected members in the Security Council and is a product of projects funded by the Norwegian Ministry of Foreign Affairs, the Folke Bernadotte Academy, and the Shattering Glass project funded by the Swedish Research Council (ID: 2020-05104_3)Shattering glass: How elected members of the UN Security Council fight for women, peace and securit
