    Formation and development of the legal regulation of foreign investments in Russia

    The article’s purpose is to study the formation and the development of the legal regulation of foreign investment in the Russian Federation. During the research, the authors analyzed the legal mechanisms for creating an enabling environment for attracting foreign investments in Russia. The authors concluded that it is necessary to systematize Russian legislation in the field of foreign investments and to bring Russian legislation into line with the norms of international law. They also came to the conclusion that it is necessary to develop legal regulation of foreign investments within the framework of the integration space of the Eurasian Economic Union.peer-reviewe

    Study of Aqueous Chemical Forms of Silicon in Organic-rich Waters

    The study of silicon species in organic-rich waters is a very significant problem. This type of waters is widely spread all over the world. It is characterized by a high content of humic substances, high color of water and low pH. In this regard, a certain determination of silicon concentration in this type of waters is impossible without a preliminary investigation of silicon species. The aim of this research is therefore an investigation of the ratio of silicon dissolved forms in organic-rich waters depending on the silicon concentration and the acidity of the water. The study of pH influence on silicic acids and a silicon-humic matter interaction was carried out using model solutions and natural bog waters (Tomsk region). It has been found that the degree of polymerization of silicic acids essentially depends on the acidity of a solution. Scanning of spectrophotometric measurements has shown that silicon does not form stable complexes with fulvic and humic acids in weak-acid media (рН 3-4). Studying the bog waters of Tomsk Region has shown that they (рН=3.66-3.80) contain only monomeric-dimeric and polymeric forms of silicic acids

    Novel extracellular ribonuclease from Bacillus intermedius - binase II: Purification and some properties of the enzyme

    The recombinant enzyme binase II was isolated from the culture liquid of Bacillus subtilis 3922 transformed with the pJF28 plasmid bearing the birB gene. The procedure of the enzyme purification included precipitation by polyethylene glycol with subsequent chromatography on DEAE-cellulose, heparin-Sepharose, and Toyopearl TSK-gel. The enzyme was purified 142-fold yielding a preparation with specific activity 1633 U/mg. The molecular weight of binase II is 30 kD. The enzyme is activated by Mg2+ and virtually completely inhibited by EDTA. The pH optimum for the reaction of RNA hydrolysis is 8.5. The properties of the enzyme are close to those of RNase Bsn from B. subtilis. The character of cleaving of synthetic single- and double-stranded polyribonucleotides by binase II suggests that the enzyme binds the substrate in the helix conformation, and its catalytic mechanism is close to that of RNase VI from cobra venom

    Aspirin and extended-release dipyridamole versus clopidogrel for recurrent stroke

    Background Recurrent stroke is a frequent, disabling event after ischemic stroke. This study compared the efficacy and safety of two antiplatelet regimens — aspirin plus extendedrelease dipyridamole (ASA–ERDP) versus clopidogrel. Methods In this double-blind, 2-by-2 factorial trial, we randomly assigned patients to receive 25 mg of aspirin plus 200 mg of extended-release dipyridamole twice daily or to receive 75 mg of clopidogrel daily. The primary outcome was first recurrence of stroke. The secondary outcome was a composite of stroke, myocardial infarction, or death from vascular causes. Sequential statistical testing of noninferiority (margin of 1.075), followed by superiority testing, was planned. Results A total of 20,332 patients were followed for a mean of 2.5 years. Recurrent stroke occurred in 916 patients (9.0%) receiving ASA–ERDP and in 898 patients (8.8%) receiving clopidogrel (hazard ratio, 1.01; 95% confidence interval [CI], 0.92 to 1.11). The secondary outcome occurred in 1333 patients (13.1%) in each group (hazard ratio for ASA–ERDP, 0.99; 95% CI, 0.92 to 1.07). There were more major hemorrhagic events among ASA–ERDP recipients (419 [4.1%]) than among clopidogrel recipients (365 [3.6%]) (hazard ratio, 1.15; 95% CI, 1.00 to 1.32), including intracranial hemorrhage (hazard ratio, 1.42; 95% CI, 1.11 to 1.83). The net risk of recurrent stroke or major hemorrhagic event was similar in the two groups (1194 ASA–ERDP recipients [11.7%], vs. 1156 clopidogrel recipients [11.4%]; hazard ratio, 1.03; 95% CI, 0.95 to 1.11). Conclusions The trial did not meet the predefined criteria for noninferiority but showed similar rates of recurrent stroke with ASA–ERDP and with clopidogrel. There is no evidence that either of the two treatments was superior to the other in the prevention of recurrent stroke. (ClinicalTrials.gov number, NCT00153062.

    Uncontrolled protein aggregation, accompanied by the formation of specific inclusions, is a major component of the pathogenesis of many common neurodegenerative diseases known as proteinopathies. The intermediate products of this aggregation are toxic to neurons and may be lethal. The development strategy of pathogenic therapy for proteinopathy is based on the design of drugs capable of both inhibiting proteinopathy progression and increasing the survival of affected neurons. The results of a decade-long research effort at leading Russian and international laboratories have demonstrated that Dimebon (Latrepirdine), as well as a number of its derivatives from a gamma-carboline group, show a strong neuroprotective effect and can modulate the course of a neurodegenerative process in both in vitro and in vivo model systems. The accumulated data indicate that gamma-carbolines are promising compounds for the development of pathogenic therapy for proteinopathies

Описаны различия в реальной и виртуальной идентичности подростков старшего школьного возраста, играющих в онлайн-игры (методика Куна — Макпартленда «Кто Я?» и авторский вопросник «Кто Я в игре?», разработанный на основе методики Куна — Макпартленда «Кто Я?»). Выявлены и описаны особенности двух типов подростков, играющих в онлайн-игры: идентифицирующих себя с героями онлайн-игр и не идентифицирующих себя с героями онлайн-игр (опросник В. Стефенсона «Q-сортировка», методика «Незаконченные предложения» А. Е. Жичкиной и Е. А. Щепилиной).This article is devoted to the study of the real and virtual identity of older teenagers playing online games. With the help of the author’s questionnaire, the gaming preferences of boys and girls were revealed. The differences in the real and virtual identity of boys and girls playing online games are described (M. Kuhn — T. McPartland methodology “Who am I?” and “Who am I in the game?”). The features of two types of teenagers playing online games are identified and described: those who identify themselves with the heroes of online games and those who do not identify themselves with the heroes of online games (V.     This work is devoted to comparison of optical absorption value of titanium dioxide coatings obtained by means of reactive thermal evaporation (RTE) and its activated species (ARTE), as well as to study on the dependence of the absorption coefficient of the coatings on the process parameters. Special attention is paid to the study of the influence of the films nonstoichiometry on absorption in the visible and near-infrared ranges of the spectrum. The results allow concluding that the dominant mechanism responsible for absorption in titanium dioxide films in the near-infrared range of the spectrum is the deviation from the stoichiometric composition. This deviation is caused by the presence of defects in the coating structure such as oxygen vacancies (ions Ti3+), which are seen as electron traps. As oxygen pressure and ionic current increase, the absorption of titanium dioxide films is reduced, and films with a composition closer to stoichiometric are obtained. In turn, the absorption of titanium dioxide in the visible spectrum (at wavelengths of 532 nm and 670 nm) has less to do with defects in stoichiometry, in contrast to contaminating impurities contained in the starting material, in the vacuum chamber and in the jet gas.Показано, что при напылении пленок диоксида титана методом реактивного термоиспарения использование ионизированного кислорода существенно влияет на величину коэффициента поглощения в них лазерного излучения, который измерялся с помощью метода фототермической радиометрии. С целью получения пленок с минимальным коэффициентом поглощения особое внимание уделяется оптимизации параметров метода. Показано, что с ростом степени ионизации кислорода наряду со снижением коэффициента поглощения происходит его стабилизация. Экспериментально установлено, что отклонение состава материала пленок от стехиометрического оказывает различное влияние на поглощение в них излучения видимого и ближнего инфракрасного диапазона спектра. Обсуждаются возможные механизмы поглощения на различных длинах волн излучения из указанного спектрального диапазона
