A formal method for identifying distinct states of variability in time-varying sources: SgrA* as an example
Continuously time variable sources are often characterized by their power
spectral density and flux distribution. These quantities can undergo dramatic
changes over time if the underlying physical processes change. However, some
changes can be subtle and not distinguishable using standard statistical
approaches. Here, we report a methodology that aims to identify distinct but
similar states of time variability. We apply this method to the Galactic
supermassive black hole, where 2.2 um flux is observed from a source associated
with SgrA*, and where two distinct states have recently been suggested. Our
approach is taken from mathematical finance and works with conditional flux
density distributions that depend on the previous flux value. The discrete,
unobserved (hidden) state variable is modeled as a stochastic process and the
transition probabilities are inferred from the flux density time series. Using
the most comprehensive data set to date, in which all Keck and a majority of
the publicly available VLT data have been merged, we show that SgrA* is
sufficiently described by a single intrinsic state. However the observed flux
densities exhibit two states: a noise-dominated and a source-dominated one. Our
methodology reported here will prove extremely useful to assess the effects of
the putative gas cloud G2 that is on its way toward the black hole and might

National quality and performance system for Divisions of General Practice: early reflections on a system under development
Governments are increasingly introducing performance management systems to improve the quality and outcomes of health care. Two types of approaches have been described: assurance systems that use summative information for external accountability and internally driven systems that use formative information for continuous quality improvement. Australia recently introduced a National Quality and Performance System (NQPS) for Divisions of General Practice that has the dual purposes of increasing accountability and improving performance. In this article, we ask whether the framework can deliver on its objectives for achieving accountability and fostering performance improvement. We examine the system in terms of four factors identified in a recent systematic review of indicator systems known to improve their use. These are: involving stakeholders in development; having clear objectives; approach to data collection and analysis including using 'soft data' to aid interpretation; and feeding back information.
RESULTS:
We found that early consultative processes influenced system development. The system promotes the collection of performance information against defined program objectives. Data includes a mix of qualitative and quantitative indicators that are fitted to a conceptual framework that facilitates an approach to performance assessment that could underpin continuous quality improvement at the Division level. Feedback of information to support the development of quality improvement activities has not been fully developed.
CONCLUSION:
The system currently has elements that, with further development, could support a more continuous quality improvement or assurance based approach. Careful consideration needs to be given to the development of methods for analysis and review of performance indicators, performance assessment and engagement with consumers. The partnership arrangement that supported early development could be expected to serve as an important vehicle for further development
Emission lines in the atmosphere of the irradiated brown dwarf WD0137−349B

This work was supported by the Science and Technology Facilities Council [ST/M001040/1].We present new optical and near-infrared spectra of WD0137−349; a close white dwarf–brown dwarf non-interacting binary system with a period of ≈114 min. We have confirmed the presence of H α emission and discovered He, Na, Mg, Si, K, Ca, Ti and Fe emission lines originating from the brown-dwarf atmosphere. This is the first brown-dwarf atmosphere to have been observed to exhibit metal emission lines as a direct result of intense irradiation. The equivalent widths of many of these lines show a significant difference between the day-side and night-side of the brown dwarf. This is likely an indication that efficient heat redistribution may not be happening on this object, in agreement with models of hot Jupiter atmospheres. The H α line strength variation shows a strong phase dependency as does the width. We have simulated the Ca ii emission lines using a model that includes the brown-dwarf Roche geometry and limb darkening, and we estimate the mass ratio of the system to be 0.135 ± 0.004. We also apply a gas-phase equilibrium code using a prescribed drift-phoenix model to examine how the chemical composition of the brown-dwarf upper atmosphere would change given an outward temperature increase, and discuss the possibility that this would induce a chromosphere above the brown-dwarf atmosphere.Publisher PDFPeer reviewe
Analytic results and weighted Monte Carlo simulations for CDO pricing
We explore the possibilities of importance sampling in the Monte Carlo
pricing of a structured credit derivative referred to as Collateralized Debt
Obligation (CDO). Modeling a CDO contract is challenging, since it depends on a
pool of (typically about 100) assets, Monte Carlo simulations are often the
only feasible approach to pricing. Variance reduction techniques are therefore
of great importance. This paper presents an exact analytic solution using
Laplace-transform and MC importance sampling results for an easily tractable
intensity-based model of the CDO, namely the compound Poissonian. Furthermore
analytic formulae are derived for the reweighting efficiency. The computational
gain is appealing, nevertheless, even in this basic scheme, a phase transition
can be found, rendering some parameter regimes out of reach. A
model-independent transform approach is also presented for CDO pricing.Comment: 12 pages, 9 figure

Seagrass habitats of northeast Australia: models of key processes and controls
An extensive and diverse assemblage of seagrass habitats exists along the tropical and subtropical coastline of north east Australia and the associated Great Barrier Reef. In their natural state, these habitats are characterised by very low nutrient concentrations and are primarily nitrogen limited. Summer rainfall and tropical storms/cyclones lead to large flows of sediment-laden fresh water. Macro grazers, dugongs (Dugong dugon) and green sea turtles (Chelonia mydas) are an important feature in structuring tropical Australian seagrass communities. In general, all seagrass habitats in north east Australia are influenced by high disturbance and are both spatially and temporally variable. This paper classifies the diversity into four habitat types and proposes the main limiting factor for each habitat. The major processes that categorise each habitat are described and significant threats or gaps in understanding are identified. Four broad categories of seagrass habitat are defined as 'River estuaries', 'Coastal', 'Deep water' and 'Reef', and the dominant controlling factors are terrigenous runoff, physical disturbance, low light and low nutrients, respectively. Generic concepts of seagrass ecology and habitat function have often been found inappropriate to the diverse range of seagrass habitats in north east Australian waters. The classification and models developed here explain differences in habitats by identifying ecological functions and potential response to impacts in each habitat. This understanding will help to better focus seagrass management and research in tropical habitats
A Hedged Monte Carlo Approach to Real Option Pricing
In this work we are concerned with valuing optionalities associated to invest
or to delay investment in a project when the available information provided to
the manager comes from simulated data of cash flows under historical (or
subjective) measure in a possibly incomplete market. Our approach is suitable
also to incorporating subjective views from management or market experts and to
stochastic investment costs. It is based on the Hedged Monte Carlo strategy
proposed by Potters et al (2001) where options are priced simultaneously with
the determination of the corresponding hedging. The approach is particularly
well-suited to the evaluation of commodity related projects whereby the
availability of pricing formulae is very rare, the scenario simulations are
usually available only in the historical measure, and the cash flows can be

The Halos and Environments of Nearby Galaxies (HERON) Survey
We have used dedicated 0.7m telescopes in California and Israel to image the halos of ~200 galaxies in the Local Volume to 29 mag/sq arcsec, the sample mainly drawn from the 2MASS Large Galaxy Atlas (LGA). We supplement the LGA sample with dwarf galaxies and more distant giant ellipticals. Low surface brightness halos exceeding 50 kpc in diameter are found only in galaxies more luminous than L* and classic interaction signatures are relatively infrequent. Halo diameter is correlated with total galaxy luminosity. Extended low surface brightness halos are present even in galaxies as faint as M_V=-18. Edge-on galaxies with boxy bulges tend to lack extended spheroidal halos, while those with large classical bulges exhibit extended round halos, supporting the notions that boxy or barlike bulges originate from disks. Most face-on spiral galaxies present features that appear to be irregular extensions of spiral arms, although rare cases show smooth boundaries with no sign of star formation. Although we serendipitously discovered a dwarf galaxy undergoing tidal disruption in the halo of NGC 4449, we found no comparable examples in our general survey. A search for similar examples in the Local Volume identified hcc087, a tidally disrupting dwarf galaxy in the Hercules Cluster, but we do not confirm an anomalously large half-light radius reported for the dwarf VCC 1661
