connecting degree programs from individuals’ choices
Candia, C., Encarnação, S., & Pinheiro, F. L. (2019). The higher education space: connecting degree programs from individuals’ choices. EPJ Data Science, 8(1), [39]. https://doi.org/10.1140/epjds/s13688-019-0218-4Data on the applicants’ revealed preferences when entering higher education is used as a proxy to build the Higher Education Space (HES) of Portugal (2008–2015) and Chile (2006–2017). The HES is a network that connects pairs of degree programs according to their co-occurrence in the applicants’ preferences. We show that both HES network structures reveal the existence of positive assortment in features such as gender balance, application scores, unemployment levels, academic demand/supply ratio, geographical mobility, and first-year drop-out rates. For instance, if a degree program exhibits a high prevalence of female candidates, its nearest degree programs in the HES will also tend to exhibit a higher prevalence when compared to the prevalence in the entire system. These patterns extend up to two or three links of separation, vanishing, or inverting for increasing distances. Moreover, we show that for demand/supply ratio and application scores a similar pattern occurs for time variations. Finally, we provide evidence that information embedded in the HES is not accessible by merely considering the features of degree programs independently. These findings contribute to a better understanding of the higher education systems at revealing and leveraging its non-trivial underlying organizing principles. To the best of our knowledge, this is the first network science approach for improving decision-making and governance in higher education systems.publishersversionpublishe
The Origin of Citizen Genet’s Projected Attack on Spanish Louisiana: A Case Study in Girondin Politics
In 1792 the Girondin ministry decided to send Edmond Genet to the United States with plans to recruit western frontiersmen and invade Spanish Louisiana. The episode is well known in American history, but the literature on its French origin is sparse and overemphasizes the contribution of revolutionary leader Jacques- Pierre Brissot. This essay contextualizes the French decision within the debate between Brissot, Minister of Foreign Affairs Pierre Lebrun, and General Charles-François Dumouriez over whether France should send troops against Spanish colonies in South America. The essay argues that Lebrun promoted the western scheme in order to attack Spanish interests without straining French resources. Rather than merely embodying a spirit of universal freedom, Lebrun’s plan was grounded in the geopolitical advantages the mission might afford France in its European wars

It accounts for a significant share of OECD countries’ expenditures. However, while governments are expected to execute them as efficiently as possible, there is a lack of methodologies for an adequate comparison of procurement activity between institutions at different scales, which represents a challenge for policymakers and academics. Here, we propose using methods borrowed from urban scaling laws literature to study public procurement activity among 278 Portuguese municipalities between 2011 and 2018. We find that public procurement expenditure scales sublinearly with population size, indicating an economy of scale for public spending as cities increase their population size. Moreover, when looking at the municipal Scale-Adjusted Indicators (the deviations from the scaling law) by contract categories—Works, Goods, and Services—we are able to identify a richer local characterisation of municipalities based on the similarity of procurement activity. These results make up a framework for quantitatively studying local public expenditure by enabling policymakers a more appropriate foundation for comparative analysis.publishersversionotherpublishe

PREMIVM – improving grape quality with multiparametric field analysis of grapes and leaves in vineyards
European wine industry is a strategic economic sector that is nowadays facing a
growing competition in the international market at the same time it as to deal with
predictable lower support from the CAP. Taking into consideration that the use of ICT
can support the development of new tools and devices that can reduce costs and increase
final product quality/quantity an international consortium that comprises 3 technical
companies and 3 winegrowers together with 3 research groups setup the EU Project
PREMIVM. In this work will present the PREMIVM decision support system that was
developed including the field device for data collection - WINEPEN, the web
information management system for data storage, processing and information
visualization, and the smartphone interface for information deliveryinfo:eu-repo/semantics/publishedVersio
