Designing fuzzy rule based classifier using self-organizing feature map for analysis of multispectral satellite images
We propose a novel scheme for designing fuzzy rule based classifier. An SOFM
based method is used for generating a set of prototypes which is used to
generate a set of fuzzy rules. Each rule represents a region in the feature
space that we call the context of the rule. The rules are tuned with respect to
their context. We justified that the reasoning scheme may be different in
different context leading to context sensitive inferencing. To realize context
sensitive inferencing we used a softmin operator with a tunable parameter. The
proposed scheme is tested on several multispectral satellite image data sets
and the performance is found to be much better than the results reported in the

Bliss v. Attorney General of Canada: From Legal Defeat to Political Victory
This article rests on the distinction between the legal and political meanings of a judicial decision. Cases that are resolved in legal terms may have unpredictable political consequences. Bliss v. Attorney General of Canada (1978) demonstrates this brilliantly: Stella Bliss\u27s argument that Canadian Unemployment Insurance maternity benefits violated the equality provisions of the Bill of Rights was soundly defeated in the court& Ultimately, however, a loose coalition of feminist and civil liberties groups took Bliss into the political process and succeeded in forcing a revision of Unemployment Insurance along with a dramatic expansion of the scope of section 15 of the Canadian Charter of Rights and Freedoms. The article traces the complex transition from personal case to political cause, demonstrating that Supreme Court decisions have a specious finality: disputes may only be conclusively resolved by a broader political process wherein organizational strength, not legal principle, prevails
Radiative transitions of high energy neutrino in dense matter
The quantum theory of the ``spin light'' (electromagnetic radiation emitted
by a massive neutrino propagating in dense matter due to the weak interaction
of a neutrino with background fermions) is developed. In contrast to the
Cherenkov radiation, this effect does not disappear even if the medium
refractive index is assumed to be equal to unity. The formulas for the
transition rate and the total radiation power are obtained. It is found out
that radiation of photons is possible only when the sign of the particle
helicity is opposite to that of the effective potential describing the
interaction of a neutrino (antineutrino) with the background medium. Due to the
radiative self-polarization the radiating particle can change its helicity. As
a result, the active left-handed polarized neutrino (right-handed polarized
antineutrino) converting to the state with inverse helicity can become
practically ``sterile''. Since the sign of the effective potential depends on
the neutrino flavor and the matter structure, the ``spin light'' can change a
ratio of active neutrinos of different flavors. In the ultra relativistic
approach, the radiated photons averaged energy is equal to one third of the
initial neutrino energy, and two thirds of the energy are carried out by the
final ``sterile'' neutrinos. This fact can be important for the understanding
of the ``dark matter'' formation mechanism on the early stages of evolution of

The Nature of Electronic States in Atomically Thin MoS2 Field-Effect Transistors
We present low temperature electrical transport experiments in five field
effect transistor devices consisting of monolayer, bilayer and trilayer MoS2
films, mechanically exfoliated onto Si/SiO2 substrate. Our experiments reveal
that the electronic states in all films are localized well up to the room
temperature over the experimentally accessible range of gate voltage. This
manifests in two dimensional (2D) variable range hopping (VRH) at high
temperatures, while below \sim 30 K the conductivity displays oscillatory
structures in gate voltage arising from resonant tunneling at the localized
sites. From the correlation energy (T0) of VRH and gate voltage dependence of
conductivity, we suggest that Coulomb potential from trapped charges in the
substrate are the dominant source of disorder in MoS2 field effect devices,

A new sdO+dM binary with extreme eclipses and reflection effect
We report the discovery of a new totally-eclipsing binary (RA=06:40:29.11;
Dec=+38:56:52.2; J=2000.0; Rmax=17.2 mag) with an sdO primary and a strongly
irradiated red dwarf companion. It has an orbital period of
Porb=0.187284394(11) d and an optical eclipse depth in excess of 5 magnitudes.
We obtained two low-resolution classification spectra with GTC/OSIRIS and ten
medium-resolution spectra with WHT/ISIS to constrain the properties of the
binary members. The spectra are dominated by H Balmer and He II absorption
lines from the sdO star, and phase-dependent emission lines from the irradiated
companion. A combined spectroscopic and light curve analysis implies a hot
subdwarf temperature of Teff(spec) = 55 000 +/- 3000K, surface gravity of log
g(phot) = 6.2 +/- 0.04 (cgs) and a He abundance of log(nHe/nH) = -2.24 +/-
0.40. The hot sdO star irradiates the red-dwarf companion, heating its
substellar point to about 22 500K. Surface parameters for the companion are
difficult to constrain from the currently available data: the most remarkable
features are the strong H Balmer and C II-III lines in emission. Radial
velocity estimates are consistent with the sdO+dM classification. The
photometric data do not show any indication of sdO pulsations with amplitudes
greater than 7mmag, and Halpha-filter images do not provide evidence of the

Change of Parameters of the Koiwa–Hasiguti Dynamic Dislocation Relaxation in Nanostructured and Polycrystalline Zirconium after Severe Plastic Deformation and Annealing
The temperature dependences of acoustic properties of nanostructured and polycrystalline zirconium are investigated in the temperature range of 100–340 K. The effect of severe plastic deformation and subsequent annealing on key parameters of the Koiwa–Hasiguti acoustic relaxation in zirconium is studied in detail. It is established that, due to intensive plastic deformation, the relaxation strength considerably increases, and the temperature and the width of the corresponding relaxation peak systematically decrease with reduction of the mean grain size in the samples. Annealing leads to a partial recovery of the relaxation strength and the peak temperature back to the initial values in undeformed samples, but the width of the relaxation peak shows an additional decrease. The majority of the effects observed can be explained by changes in dislocation subsystems of the samples during intensive plastic deformation and annealing. An influence of a random scatter of the relaxation time on the main parameters of the Koiwa–Hasiguti peak is established using the statistical analysis based on the lognormal distribution. It is shown that the parameter β of the lognormal distribution determines the width, height, and asymmetry of the peak and also allows estimating the relaxation strength from the peak height. Physical Properties of OSIRIS-REx Target Asteroid (101955) 1999 RQ36 derived from Herschel, ESO-VISIR and Spitzer observations
In September 2011, the Herschel Space Observatory performed an observation
campaign with the PACS photometer observing the asteroid (101955) 1999 RQ36 in
the far infrared. The Herschel observations were analysed, together with ESO
VLT-VISIR and Spitzer-IRS data, by means of a thermophysical model in order to
derive the physical properties of 1999 RQ36. We find the asteroid has an
effective diameter in the range 480 to 511 m, a slightly elongated shape with a
semi-major axis ratio of a/b=1.04, a geometric albedo of 0.045 +0.015/-0.012,
and a retrograde rotation with a spin vector between -70 and -90 deg ecliptic
latitude. The thermal emission at wavelengths below 12 micron -originating in
the hot sub-solar region- shows that there may be large variations in roughness
on the surface along the equatorial zone of 1999 RQ36, but further measurements
are required for final proof. We determine that the asteroid has a
disk-averaged thermal inertia of Gamma = 650 Jm-2s-0.5K-1 with a 3-sigma
confidence range of 350 to 950 Jm-2s-0.5K-1, equivalent to what is observed for
25143 Itokawa and suggestive that 1999 RQ36 has a similar surface texture and
may also be a rubble-pile in nature. The low albedo indicates that 1999 RQ36
very likely contains primitive volatile-rich material, consistent with its
spectral type, and that it is an ideal target for the OSIRIS-REx sample return

Proton Decay and Related Processes in Unified Models with Gauged Baryon Number:
In unification models based on SU(15) or SU(16), baryon number is part of the
gauge symmetry, broken spontaneously. In such models, we discuss various
scenarios of important baryon number violating processes like proton decay and
neutron-antineutron oscillation. Our analysis depends on the effective operator
method, and covers many variations of symmetry breaking, including different
intermediate groups and different Higgs boson content. We discuss processes
mediated by gauge bosons and Higgs bosons parallely. We show how accidental
global or discrete symmetries present in the full gauge invariant Lagrangian
restrict baryon number violating processes in these models. In all cases, we
find that baryon number violating interactions are sufficiently suppressed to
