    Assessing Landcover Changes from Coastal Tourism Development in Ghana: Evidence from the Kokrobite-Bortianor Coastline, Accra

    As a major driver of landcover change, tourism-based developments are growing rapidly along different part of Ghana’s 560 km coastline. Kokrobite and Bortianor, with their serene environment, relatively clean, and pristine sandy beaches, have become popular coastal tourism destinations for tourists, recreationist, and holiday seekers in the Greater Accra region of Ghana. This study assesses how landcover changes emanating from coastal tourism establishments such as hotels, resorts, restaurants, and recreational facilities are affecting the socio-ecological landscape of the area. In this study, we utilize the maximum likelihood supervised classification along with post classification change detection techniques to analyze Landsat images for the years 1990, 2000 and 2010. Landcover maps of the different years were created and used to analyze changes occurring along the coastline of Kokrobite and Bortianor. Assembled results showed that built-up areas associated largely with tourism-based establishments have increased substantially from 1.02 km2 (16%) to 2.20 km2 (34.6%) between 1990 and 2010. Approximately 60% of the Kokrobite and Bortianor coastline’s natural ecosystem has been converted into different forms of tourism-based facilities such as hotels, resorts and settlements. Conversely, all forms of vegetative cover–riverine, dense active, and shrub/herbaceous cover are declining significantly. Increased tourist and recreationist demands along with the rapid urban growth in Accra is a preeminent cause of the current trends of developments. Regrettably, majority of the tourism-based establishments are unplanned, lacking authorization from development institutions and agencies, a reflection of the lack of a coherent integrated coastal zone management plan and functional urban landuse policy in Ghana. The result is a significant encroachment and degradation of the coastal ecosystems. Considering the already vulnerable state of most coastal areas in Ghana including Kokrobite and Bortianor, such developments could aggravate social and ecological vulnerability if left unchecked. In line with this, this study recommends the urgent need for a functional integrated coastal zone management plan and resourced institutions and agencies to enable effective management and regulation of developments in coastal zones in Ghana. Ultimately, coastal tourism, with all its recognized and potential socio-economic benefits to local and national economies can only be sustained with an ecologically productive coastal zone.     This paper provides insights into the current socioeconomic and biophysical state of the Volta Delta, Ghana. We employed non-survey methods, notably the Flegg Location Quotient (FLQ) method of regionalization and construction of tables to develop environmentally extended input-output (IO) model for comparing the economic characteristics of the Volta Delta and the rest of the country. The main sources of data for doing the regionalization were District Analytical Reports. Results from the study indicate that the agricultural sector, trade and transport activities are much predominant in the delta than in the non-delta region. However, employment in services of public administration, financial and insurance, construction and crop production is higher in the non-delta than in the delta region. From a gendered perspective, the embodied work of women in the delta is high in services and manufacturing sectors, but less predominant in agriculture and fishing (compared to the males’ participation). Overall, the delta is found to be a net importer (embodied in goods and services from other regions, higher than in exports) of all the economic metrics used in the study, including agricultural land use, employment, energy and CO2 emissions

    Challenges to climate change adaptation in coastal small towns:Examples from Ghana, Uruguay, Finland, Denmark, and Alaska

    The ability of a coastal settlement to adapt to climate change is largely dependent upon access to a range of resources, which many coastal towns and small cities lack. Coastal small towns of less than 10,000 are therefore at a significant disadvantage compared to larger settlements when it comes to adaptation. One way to begin to overcome this disadvantage is to compare coastal small towns in order to identify efficiencies and support knowledge sharing. In this article we present and analyse five case studies of coastal small towns: Fuvemeh, Ghana; KiyĂş, Uruguay; Hanko, Finland; Lemvig, Denmark; and Nome, Alaska, USA. A number of key outcomes and lessons were identified which highlights the need for a formal network of international coastal small towns to encourage and develop knowledge sharing practices going forward. A further lesson is the importance of using a range of indicators in order to establish the regional/national importance of a town. Basing this solely on population size can result in an erroneous interpretation of the significance (and therefore adaptive capacity) of a coastal small town. Finally, despite many barriers to adaptation in coastal small towns, being small offers some potential advantages, such as the possibility of being able to form a community consensus more easily, using 3D visualisations for adaptation planning, and having managed realignment as a realistic management option. It is imperative that climate change resilience in coastal small towns is increased by focussing on overcoming barriers and developing appropriate adaptation approaches by governments, non-governmental organisations, business, and researchers

    Deltas, vulnerability and climate change ; migration and adaptation (DECCMA) CARIAA consortium final technical report 2018

    This report summarises the main outcomes and learning from management and delivery of the nearly 5-year “DEltas, vulnerability and Climate Change; Migration and Adaptation” (DECCMA) project within the “Collaborative Adaptation Research Initiative in Africa and Asia” (CARIAA) programme. DECCMA considered climate change and deltas with a strong focus on adaptation and migration within deltas, including migration as an adaptation. It was committed to being gender-sensitive in research approach, data collection, and analysis. Globally deltas and their environs house 500 million (or 7 percent of global population) people on one percent of the land area, with a concentration of populated deltas at mid and low latitudes. Deltas are highly dynamic biophysically. This includes a high vulnerability to sea-level rise and climate change, and also subsidence (deltas sink), exacerbating global changes in sea level. Deltas are also socially dynamic, with changing land use, economies and strong trends of migration that have potential to be modified under future environmental and climate change

    Coastal erosion management in Accra: Combining local knowledge and empirical research

    Coastal erosion along the Accra coast has become a chronic phenomenon that threatens both life and property. The issue has assumed a centre stage of national debate in recent times because of its impact on the coastal communities. Lack of reliable geospatial data hinders effective scientific investigations into the changing trends in the shoreline position. However, knowledge about coastal erosion, by the local people, and how far the shoreline has migrated inland over time is high in the coastal communities in Accra. This opens a new chapter in coastal erosion research to include local knowledge of the local settlers in developing sustainable coastal management. This article adopted a scientific approach to estimate rate of erosion and tested the results against perceived erosion trend by the local settlers. The study used a 1974 digital topographic map and 1996 aerial photographs. The end point rate statistical method in DSAS was used to compute the rates of change. The short-term rate of change for the 22-year period under study was estimated as -0.91 m/annum ± 0.49 m/annum. It was revealed that about 79% of the shoreline is eroding, while the remaining 21% is either stabilised or accreting. It emerged, from semi-structured interviews with inhabitants in the Accra coastal communities, that an average of about 30 m of coastal lands are perceived to have been lost to erosion for a period of about 20 years. This translates to a historic rate of change of about 1.5 m/year, which corroborates the results of the scientific study. Again this study has established that the local knowledge of the inhabitants, about coastal erosion, can serve as reliable information under scarcity of scientific data for coastal erosion analyses in developing countries
