    An Analysis Of Smoking Policy Attitudes Of Low- Income Group And Cigarette Consumption Patterns Upon Increased Wage

    As one of the most threatening issues in human life, smoking has been faced with many public policies in developed and developing countries. Even health issues which are caused by smoking are overwhelmingly known by the communities, smoking keeps its significance by damaging the health and budget which are directly connected with the life quality. Low-income groups who usually work for the minimum wage are one of the most affected parts of the population. Minimum wage has been increased about 30% in Turkey in the last quarter of 2015. This study generally aims to reveal cigarette purchase behaviour of low-income groups in Turkey after the salary increase which is highly critical in the context of purchasing power. Moreover in this paper, the perception of low-income groups to public education and restrictions on smoking public policies will be scrutinized

    Education in the Czech Republic: A Comparative Analysis on the Case of the University of Pardubice

    Public administration is overwhelmingly crucial in providing citizens with the best accessible, affordable, effective, and efficient services. Governments need qualified human resources for satisfactory employment processes. Therefore, higher education institutions play a crucial role in supplying the education in the field of public administration. Universities and various institutes from all over the world have numerous public administration education programmes. In this context, students as well as professionals have a wide range of opportunities to get an education in public administration so as to be employed in the public or relevant sectors. In parallel with globalisation and the development of information technologies, new professions have started to emerge and significant changes have been observed in people’s learning preferences. The Czech Republic is one of the significant Central European countries to offer an education in public administration. To this end, the study examines public administration education in the Czech Republic and looks more closely at public administration education at the University of Pardubice, which offers programmes in the area of public administration and the public sector. The analysis is performed based on a statistical evaluation of students’ interest over a span of 16 years. Finally, the demand for public administration education at the University of Pardubice is analysed in order to put forth the current state of public administration education by comparing it with other relevant faculties in the Czech Republic. The conclusion of the study is devoted to considerations on the possibilities of supporting education in the Czech Republic. More consistent supervision from the position of the state seems appropriate, but also support for a family policy aimed at reconciling professional and family life

    Sending scholarship students abroad in Ottoman Empire

    The implementation of sending scholarship students abroad that started in the 19th century by Sultan Selim III in Ottoman Empire continued during the period of other Sultans became a significant reference point for the abroad scholarship policy of Turkey. The students that were firstly sent abroad especially for military training, were sent to other countries such as France, Germany, Switzerland, Austria, Prussia, England, Belgium and Russia so as to have an education in various areas in the following years. In this paper, the legal arrangements for choosing scholarship student's selection process, rights, and obligation are dealt. Then, national and international factors that triggered sending scholarship students abroad are addressed in order to have a wide understanding of the implementation process of the scholarship program. Finally, the achievements of the Ottoman Empire due to the success of scholarship students are put forth by examining the study areas and countries of the students. © 2017 by Academic Publishing House Researcher s.r.o

    Kyoto Protocol which is the last phase of the idea of a need for an international corporation in order to prevent ecocide since 1970s was put into operation in 2005. Kyoto Protocol is an addition of “United Nations Framework Convention on Climate Change (UNFCCC)” which was accepted in Rio Summit. In this study first of all, the development process of Kyoto Protocol before its operation will be analyzed, the classification according to the responsibilities and development of the state parties will be dealt. Later on, what kind of solutions does the protocol bring to the climate change problem and the mechanisms that are applied for the projected declines for the emission rates will be scrutinized. Lastly, the legislative and administrative steps that have been taken in the frame of Kyoto Protocol that is effective in Turkey since 2009, and the deficiencies during the adaption process of the protocol is aimed to be put forth

    CLIMATE CHANGE POLICY OF TURKEY: AN ANALYSIS OF REGULAR PROGRESS REPORTS

    When assessed from a global perspective; environmental problems, especially in the last five decades, have been a threat to almost all countries. International organisations and institutions struggle to develop effective solutions for arising issues. Climate change is also evaluated as one of the most crucial risks for the environment. European Commission regular progress reports hold a guiding role for the candidate countries and in light of that numerous policies of the relevant countries have aligned with the European Union (EU) acquis. The main purpose of the study is to analyze the climate change policy of Turkey within the context of regular progress reports in an effort to mend the gap fill the void in literature regarding climate change policy of Turkey. Therefore, 7 regular progress reports between the years 2010-2016, when climate change was considered as a title, will be scrutinised in terms of legislation, institutional structure and emission gas through content analysis method with the aim of having a functional assessment about the determinations and the expectations of the EU. The study reveals that although Turkey has made fundamental progress over the years regarding climate change, there are still some crucial issues that need to be reconsidered to have an effective climate change policy

    Türkiye’s sustainable water policies and planning initiatives as part of climate change action

    Climates are formed throughout the world’s life cycle and are vital for survival. Rapid changes in these climatic balances affect the maintenance of living beings and human life negatively, both directly and indirectly. Climate change is also an important variable that affects different sectors and organizational activities. One of the critical issues affected by climate change is water. In this context, there is a need for sustainable policies that will adapt to the new challenges emerging under climate change. This study aims to scrutinize the effect of climate change on Türkiye’s water structure and resources in an effort to propose policy recommendations for long-term water management. To this end, the study examines the National Water Plan of Türkiye under traditional planning and/or management approaches (inactive, reactive, and preactive) and the proactive/interactive approach presented by Ackoff. The paper reveals that the National Water Plan of Türkiye consists of more strategies and policies with a reactive approach. Accordingly, it is recommended for Türkiye to give priority to “Proactive/Interactive” and/or “Preactive” strategies in climate change and sustainability

    An Overview of the Stages (Heuristics) Model as a Public Policy Analysis Framework

    Public policy analysis requires a comprehensive research and a framework in order to figure out the details of the policies applied. Thus, many public policy analysis models are used in various policy fields so as to examine the all stages of the public policy making and implementation process. Stages model is one of the most well-known and the oldest policy analysis frameworks that have been used by many policy analysts, academicians and independent researchers around the world. In this paper, firstly, the background of the stages model and its development process will be briefly dealt. Later on, the main advantages of the stages model will be put forth by comparing with other common public policy analysis models. Lastly, examples of the public policy analyses that stages model was taken as a main analysis framework in different policy fields and countries will be scrutinised. This paper reveals that the stages model is a suitable, easily applicable, efficient, attractive, and usable framework in analysis of public policies

    The Role of Education in Realizing Sustainable Development in Turkey

    The defects in the application of 1950s' Green Revolution brought the discussion in 1962 Silent Spring about the negative consequences regarding sustainable environment, which in turn created a new notion in 1980s that needed further work. In Turkey, environmental problems were first discussed within the framework of the 3rd Five-Year Plan (1973-1977). However, actual studies on environment and sustainable development began in the 2000s. The primary aim of this paper is to present sustainable development activities and policies in Turkey to determine the progress in this regard. Moreover, the effect and the role of education in sustainable development will be investigated. The main argument of the paper is that educational activities on environment are not designed to accommodate sustainable development.     A MEDIEVAL ISLAMIC CITY: CASE OF CORDOBA

    From Turkestan to Andalusia Spain, Medieval Islamic cities geographically occupied a wide area and thus, they had left their mark on the medieval era. Being one of these Islamic cities, Cordoba was seized by Arabs in 711 and the first urbanization activities began upon moving the government centre from Seville to Cordoba. Later on, as the capital city of Andalusia Umayyad Dynasty, Cordoba became one of the most crucial cities of Spain in terms of science, art and trade. In this study, stating the features of medieval Western and Islamic cities, initially, the geographic, politic, economic and philosophic bases that took part in the establishment of the cities will be discussed and a specific focus will be made upon Cordoba city. Afterwards, information about the history, city layout and construction, city government, the socio-economic construction, architectural and cultural formation of Cordoba will be presented.
