L\'evy Processes on Quantum Permutation Groups
We describe basic motivations behind quantum or noncommutative probability,
introduce quantum L\'evy processes on compact quantum groups, and discuss
several aspects of the study of the latter in the example of quantum
permutation groups. The first half of this paper is a survey on quantum
probability, compact quantum groups, and L\'evy processes on compact quantum
groups. In the second half the theory is applied to quantum permutations
groups. Explicit examples are constructed and certain classes of such L\'evy

Symmetries of L\'evy processes on compact quantum groups, their Markov semigroups and potential theory
Strongly continuous semigroups of unital completely positive maps (i.e.
quantum Markov semigroups or quantum dynamical semigroups) on compact quantum
groups are studied. We show that quantum Markov semigroups on the universal or
reduced C-algebra of a compact quantum group which are translation
invariant (w.r.t. to the coproduct) are in one-to-one correspondence with
L\'evy processes on its -Hopf algebra. We use the theory of L\'evy processes
on involutive bialgebras to characterize symmetry properties of the associated
quantum Markov semigroup. It turns out that the quantum Markov semigroup is
GNS-symmetric (resp. KMS-symmetric) if and only if the generating functional of
the L\'evy process is invariant under the antipode (resp. the unitary
antipode). Furthermore, we study L\'evy processes whose marginal states are
invariant under the adjoint action. In particular, we give a complete
description of generating functionals on the free orthogonal quantum group
that are invariant under the adjoint action. Finally, some aspects of
the potential theory are investigated. We describe how the Dirichlet form and a
derivation can be recovered from a quantum Markov semigroup and its L\'evy
process and we show how, under the assumption of GNS-symmetry and using the
associated Sch\"urmann triple, this gives rise to spectral triples. We discuss
in details how the above results apply to compact groups, group C-algebras
of countable discrete groups, free orthogonal quantum groups and the

Rank two perturbations of matrices and operators and operator model for t-transformation of probability measures
Rank two parametric perturbations of operators and matrices are studied in
various settings. In the finite dimensional case the formula for a
characteristic polynomial is derived and the large parameter asymptotics of the
spectrum is computed. The large parameter asymptotics of a rank one
perturbation of singular values and condition number are discussed as well. In
the operator case the formula for a rank two transformation of the spectral
measure is derived and it appears to be the t-transformation of a probability
measure, studied previously in the free probability context. New transformation
of measures is studied and several examples are presented
Social Security, Labour Market and Restructuring: Current Situation and Expected Outcomes of Reforms
The paper focuses on the social safety nets in Russian Federation and Ukraine in the view of changes on the labour market since the beginning of economic transition. We showed that many past phenomena (e.g. restructuring of the economy, wage and pension arrears, new groups at-risk-of-poverty, demographic transition) caused a need to change an old type social safety net (SSN) into the new one, better adapted to emerging more liberal economy problems. Additionally, we analysed some gender specific issues related to social security that are caused mainly by inequalities in the labour market. Differences of earnings between men and women in Russia caused by sector segregation account for seem to be more important than the gap between gender earnings attributed to the position. In Ukraine the main contributors to gross gender differential of log earnings (that equals to 32%) explained by our model are sector segregation and occupation. We also pointed out to future policy challenges in the area of social security systems in both countries. The retirement reforms introduced recently are a step in the right direction, although their impact will not be felt for a number of years. Other reforms, with more immediate results, are necessary. Social safety nets should be made more efficient and social benefits should be better targeted.Social safety net, labour market, transitional economies

Ocena funkcji systemowej prawej komory z wykorzystaniem tkankowej echokardiografii doplerowskiej u dzieci z zespołem niedorozwoju lewego serca po operacji metodą Fontana — wyniki wstępne
Introduction. Difficulties in the echocardiographic assessment of single ventricle function, particularly with right ventricular morphology, prompt to use different available echocardiographic techniques. Echocardiographic evaluation of the degree of hemodynamic disturbances affecting systemic ventricular function not only allows better investigation of the cardiovascular system but also helps determine prognostic factors to guide further therapeutic decisions. The role of tissue Doppler imaging (TDI) in paediatric patients with univentricular heart has been highlighted but only few studies evaluated the utility of this method in the evaluation of systemic ventricle systolic and diastolic function after the Fontan procedure. The aim of the study was to assess the relationship between conventional echocardiographic and TDI parameters in the evaluation of the performance of a functional single right ventricle in children with hypoplastic left heart syndrome (HLHS) after the Fontan procedure.
Material and methods. A total of 34 patients with HLHS after staged surgical treatment culminating in the Fontan procedure underwent evaluation, including medical interview, physical examination, electrocardiography, and transthoracic echocardiography in standard views using M-mode, two-dimensional imaging, continuous and pulsed wave Doppler, colour Doppler, and TDI. The effect of demographic and perioperative factors on selected parameters of the echocardiographic evaluation of systemic ventricular function was analysed. In addition, we evaluated relations between conventional echocardiographic and TDI parameters in the evaluation of single right ventricular function in children after Fontan procedure.
Results. Statistical analysis showed no significant correlation between TDI parameters of systolic and diastolic function (E’, E’/A’) and standard echocardiographic indices (E, A, E/A). Likewise, no significant correlation was found between the myocardial performance index (MPI) obtained from TDI and conventional MPI. A significant correlation was found between the E/E’ ratio and MPI.
Conclusions. No significant correlation found in children after Fontan procedure between diastolic function parameters and right ventricular MPI measured using TDI and conventional echocardiographic parameters indicates that TDI is a technique complementary to conventional echocardiography in the evaluation of single right ventricle function in children. In addition, TDI does not depend on preload, and thus it can be speculated that this technique may identify ventricular dysfunction (mostly diastolic) at a stage when conventional echocardiographic parameters are still normal. Further studies in a larger number of patients are needed to support these conclusions.Wprowadzenie. Trudności w echokardiograficznej ocenie funkcji pojedynczej komory, zwłaszcza o morfologii prawej komory, skłaniają do wykorzystywania w tym celu różnych dostępnych technik echokardiograficznych. Echokardiograficzna ocena stopnia zaburzeń hemodynamicznych, wpływających na funkcję komory systemowej, umożliwi nie tylko lepszą diagnostykę układu krążenia, ale pomoże także w ustaleniu wskaźników prognostycznych o istotnym znaczeniu w podejmowaniu dalszych decyzji terapeutycznych. Obecnie podkreśla się rolę wykorzystania tkankowej echokardiografii doplerowskiej (TDI) u pacjentów pediatrycznych z sercem jednokomorowym. Jednak liczba przeprowadzonych dotychczas badań, służących ocenie przydatności tej metody w ocenie funkcji skurczowej i rozkurczowej komory systemowej po operacji metodą Fontana, pozostaje niewielka.
Celem pracy było określenie zależności między parametrami standardowego badania echokardiograficznego a TDI w ocenie funkcji czynnościowo pojedynczej prawej komory u dzieci z zespołem hipoplazji lewego serca (HLHS) po operacji metodą Fontana.
Materiał i metody. Badaniem objęto 34 pacjentów z HLHS po wieloetapowym leczeniu kardiochirurgicznym zakończonym operacją metodą Fontana. U każdego dziecka wykonano badanie podmiotowe i przedmiotowe, elektrokardiograficzne oraz echokardiograficzne w standardowych projekcjach w prezentacji M-mode, 2-D, CW, PW i CD, poszerzone o rejestrację z wykorzystaniem TDI. Analizie poddano wpływ czynników demograficznych i okołooperacyjnych na wybrane parametry echokardiograficznej oceny funkcji komory systemowej oraz określono zależności między parametrami badania echokardiograficznego i TDI w ocenie funkcji czynnościowo pojedynczej prawej komory u dzieci po operacji metodą Fontana.
Wyniki. Analiza statystyczna wykazała brak istotnej statystycznie korelacji między wskaźnikami funkcji rozkurczowej TDI (E’, E’/A’) a wskaźnikami klasycznej echokardiografii (E, A, E/A) oraz między wskaźnikiem wydolności mięśnia sercowego (MPI) zmierzonym za pomocą TDI (MPI TDI) a MPI konwencjonalnym. Stwierdzono istnienie korelacji wskaźnika E/E’ z MPI.
Wnioski. Brak istotnej korelacji między wskaźnikami funkcji rozkurczowej oraz MPI prawej komory u dzieci po operacji metodą Fontana określonymi za pomocą TDI a wskaźnikami klasycznej echokardiografii świadczy o tym, że TDI jest metodą uzupełniającą klasyczne badanie echokardiograficzne w ocenie zaburzeń funkcji czynnościowo pojedynczej prawej komory u dzieci. W związku z powyższym oraz biorąc pod uwagę brak zależności TDI od obciążenia wstępnego, można spekulować, że technika ta może wskazywać na zaburzenia funkcji komory (głównie rozkurczowej) przy jeszcze prawidłowych parametrach konwencjonalnego badania echokardiograficznego. Poparcie tych wniosków wymaga dalszych badań w większej grupie pacjentów.
