    Being Untaught: How NGO Field Workers Empower Parents of Children with Disabilities in Dadaab

    Roughly 350,000 refugees, over 90% of them Somali, lived in five sprawling camps in Dadaab, Kenya in 2015. In the Dadaab refugee camps, families had unique experiences of disability, education, womenΓÇÖs roles, and involvement with International Non-Governmental Organization (INGO) programming. INGOs provided a variety of basic services including education such as the program analyzed here for parents of children with disabilities. Many children with disabilities in the refugee camps faced social stigma and lacked access to education. This research draws on practices and literature in family literacy and parental involvement programming to explore how one NGO training sought to empower women learners to send their children with disabilities to school in Kambioos, the smallest and newest refugee camp in Dadaab. Using ethnographic methods, one training program involving parents and children was video-taped. The video was used as a cue to interview field workers about how the training empowered parents, particularly mothers. The study found that empowerment of women through training for parents of children with disabilities centered on parentsΓÇÖ interaction with formal schools and engagement in their communities

    Solar energetic particles and radio burst emission

    We present a statistical study on the observed solar radio burst emission associated with the origin of in situ detected solar energetic particles. Several proton event catalogs in the period 1996-2016 are used. At the time of appearance of the particle origin (flare and coronal mass ejection) we identified radio burst signatures of types II, III and IV by inspecting dynamic radio spectral plots. The information from observatory reports is also accounted for during the analysis. The occurrence of solar radio burst signatures is evaluated within selected wavelength ranges during the solar cycle 23 and the ongoing 24. Finally, we present the burst occurrence trends with respect to the intensity of the proton events and the location of their solar origin.Comment: 23 pages, 6 figures, accepted at Journal of Space Weather and Space Climat

    Laser velocimeter measurements of the flowfield generated by an advanced counterrotating propeller

    Results are presented of an investigation to measure the flowfield generated by an advanced counterrotating pusher propeller model similar to the full-scale Unducted Fan demonstrator engine. A laser Doppler velocimeter was used to measure the velocity field in several planes normal to the centerline of the model at axial stations upstream and downstream of each rotor. During this investigation, blades of the F4/A4 type were installed on the model which was operating in a freestream Mach 0.72 regime, with the advance ratio of each rotor set at 2.80. The measured data indicate only a slight influence of the potential field of each front rotor blade on the flowfield upstream of the rotor. The data measured downstream of the front rotor characterize the tip vortices, vortex sheets and potential field nonuniformities generated by the front rotor. The unsteadiness of the flow in the rotating frame of reference of the aft rotor is also illustrated

    Statistical Survey of Type III Radio Bursts at Long Wavelengths Observed by the Solar TErrestrial RElations Observatory (STEREO)/Waves Instruments: Goniopolarimetric Properties and Radio Source Locations

    We have performed statistical analysis of a large number of Type III radio bursts observed by STEREO between May 2007 and February 2013. Only intense, simple, and isolated cases have been included in our data set. We have focused on the goniopolarimetric (GP, also referred to as direction-finding) properties at frequencies between 125125 kHz and 22 MHz. The apparent source size γ\gamma is very extended (60\approx60^\circ) for the lowest analyzed frequencies. Observed apparent source sizes γ\gamma expand linearly with a radial distance from the Sun at frequencies below 11 MHz. We have shown that Type III radio bursts statistically propagate in the ecliptic plane. Calculated positions of radio sources suggest that scattering of the primary beam pattern plays an important role in the propagation of Type III radio bursts in the IP medium

    Hope logics: biomedicine, affective conventions of cancer, and the governing of biocitizenry

    This essay explores the deployment of hope within biomedicine. Drawing on Michel Foucault’s account of biopolitics, it argues that hope works in the service of biopolitical imperatives to govern life, and to secure, optimize, and speculate on that life. The essay broadly considers the operations of affect in biomedicine, and specifically examines the governing function of affective conventions of hope—that is, the perceptual, emotional, and corporeal modes of managing and responding to events that support biomedicine’s telos toward the affirmation of life. In relation to illness, hope conditions responses to bodily vulnerability and uncertainty, manages the present for the future, and relentlessly affirms life. The essay grounds these claims in an investigation of cancer activism and treatment, wherein hope is a weapon to fight cancer, as the target of war. Documenting the ways that hope is increasingly militarized, commodified, routinized, and delimited in the neoliberal era, the essay explores how such conventions of hope are actively made and maintained through aspects of cancer-related biomedical encounters—in what it calls infrastructures of care and bioethics of faith within oncology. The essay concludes by considering alternative hope tactics—“hoping for other things”—in relation to cancer

    Blade-to-Blade Variations in Shocks Upstream of Both a Forward-Swept and an Aft-Swept Fan

    Detailed laser Doppler velocimeter (LDV) flow field measurements were made upstream of two fans, one forward-swept and one aft-swept, in order to learn more about the shocks which propagate upstream of these rotors when they are operated at supersonic tip speeds. The blade-to-blade variations in the flows associated with these shocks are thought to be responsible for generating Multiple Pure Tone (MPT) noise. The measured blade-to-blade variations are documented in this report through a series of slideshows which show relative Mach number contours computed from the velocity measurements. Data are presented for the forward-swept fan operating at three speeds (corresponding to tip relative Mach numbers of 0.817, 1.074, and 1.189), and for the aft-swept fan operating at two (tip relative Mach numbers of 1.074 and 1.189). These LDV data illustrate how the perturbations in the upstream flow field created by the rotating blades vary with axial position, radial position and rotor speed. As expected, at the highest tested speed the forward-swept fan swallowed the shocks which occur in the tip region, whereas the aftswept fan did not. This resulted in a much smaller flow disturbance just upstream of the tip of the forward-swept fan. Nevertheless, further upstream the two fan flows were much more similar

    Results are presented from an investigation to measure the flow field generated by a forward-swept propfan operating in flutter at a low forward velocity. For comparison to the flutter condition, flow field data are also presented for a slightly reduced rotational speed just below flutter. The forward-swept propfan was tested as the front rotor of a counterrotating pusher propeller. A laser Doppler velocimeter (LDV) was used to measure the velocity field in planes normal to the model centerline downstream of the rotor and in planes of constant radius within the blade passages at each operating condition. A comparison of the data taken at the two different operating conditions indicated that the mean, time-averaged flow about the blades did not change drastically as the propfan rotational speed was increased from the stable operating point to the flutter condition. No regions of flow separation could be identified in the data plots of the mean intrablade flow field. The data also indicate that the relative flow about the blades remained subsonic during flutter operation. The blades were found to have a higher than expected tip loading at both operating conditions. This is thought to have been caused by the outer blade sections twisting under load to higher than expected effective blade angles. This high tip loading resulted in strong vortices and a very nonuniform flow downstream of the tips of the forward-swept blades. This high tip loading may also have caused the blade flutter
