Fiscal Policy in the EU Countries Most Affected by the Crisis: Greece, Ireland, Portugal, and Spain

The global financial crisis which began in 2007-2008 had a negative effect on the economy of the European Union, mainly in selected countries of the euro area: Greece, Ireland, Portugal and Spain. These peripheral euro zone countries come out of recession and the financial crisis largely due to the great financial support of the international institutions. Hundreds of billions of euro were spent to save these economies. At the same time, however, these countries were characterized by the lowest level of fiscal policy - measured by share of taxes in GDP - among the countries of the euro area.Światowy kryzys finansowy, który rozpoczął się w latach 2007-2008 w USA wpłynął negatywnie na gospodarkę Unii Europejskiej, a głównie na euro area, czyli w Grecji, Irlandii, Hiszpanii i Portugalii. Te peryferyjne kraje strefy euro wychodzą z recesji i kryzysu finansowego w dużym stopniu dzięki wielkiemu wsparciu finansowemu instytucji międzynarodowych. Na uratowanie tych gospodarek przeznaczono setki miliardów euro. Równocześnie jednak kraje te charakteryzowały się najniższym stopniem fiskalizacji mierzonym udziałem podatków w GDP wśród krajów należących do strefy euro

Fiscal Policy in Poland in the Times of Crisis - Origins and Consequences

The present crisis has forced almost all countries to introduce an active economic policy. A lot of attention has been paid to fiscal policy and taxes in Poland. The measures taken in Poland differ considerably from global standards and decisions concerning taxes have been generally political in nature. The paper presents solutions in fiscal policy applied in Poland and explains the specificity of Poland's economy and its anti-crisis policy.Obecny kryzys skłonił niemal wszystkie kraje do prowadzenia aktywnej polityki gospodarczej. W USA i krajach UE dużą wagę w pobudzaniu gospodarki przypisuje się polityce fiskalnej i podatkom. Działania podejmowane w Polsce odbiegają od standardów światowych, a decyzje dotyczące podatków mają z reguły charakter polityczny. W artykule podjęta jest próba przedstawienia rozwiązań z zakresu polityki fiskalnej podejmowanych na Zachodzie oraz wyjaśnienia specyfiki polskiej gospodarki i prowadzonej polityki antykryzysowej

Wpływ kryzysu na opodatkowanie konsumpcji, pracy i kapitału w Unii Europejskiej

The response of tax policy pursued in the EU countries to the current crisis will be analysed in three ways: 1) Distribution of total tax burden by economic function, that means the share of taxes on consumption, labour and capital in relations to GDP and total tax revenues. Therefore the analysis will cover backward-looking tax burden indicators; 2) Analysis of trends in the implicit tax rate (ITR) on consumption, labour and capital. The ITR is an indicator which expresses the relations of tax burden levied on different activities to total revenue on this activity. The ITR takes into account the legislation and the resulting tax burden which may affect the behaviour of various entities and their decisions. This approach is described as forward-looking effective tax rate. Trends in the EU countries will be compared with the changes taking place in Poland. There will also be an attempt to clarify the specificity of fiscal policy pursued in Poland. Trust is a hard measured category, that is why using modern management tools, like Balanced Scorecard, may allow identifying and modifying factors affecting the loss of public trust as well as contributes to the improvement of institutions’ and their employees image. College should be considered as an interesting institution of public trust. College should constantly monitor and increase the quality of services provided as well as professionalism, ethical and moral attitude of its employees together with complying social responsibility and principles of market economy. The aim of this article is to present the possibility of using the BSC in shaping the image of public trust organisations and their academic staff, by monitoring execution of economic and social aims. A basic research method to achieve this aim is literature studies

Dramaturgy poem: poem-cry. “Płakała w nocy, ale nie jej płacz go zbudził”

The article is an interpretation of the poem “Płakała w nocy, ale nie jej płacz go zbudził” (“She cried at night, but not her cries woke him”) written by Stanisław Barańczak. The author focuses on description in this poem – dramatic in shape, philosophical, and according to the narrative of the anthropocentrism crisis. The author considers this poem to be a metaphysical text defining the relationship between the world of human and non-human reality. She compares the poem with those written by Jan Kochanowski (Laments), Cyprian Kamil Norwid (In Verona), Andrew Marvell (Eyes and tears), Szymborska (Apple tree)

It is a proposal to create a model of dramaturgical critique that will show the process of creating the relationship between a work and the field in which it operates. Przemiany misji i funkcji uniwersytetu

Przedmiotem analiz w tym opracowaniu są przemiany misji i funkcji uniwersytetu będące skutkiem zmieniających się warunków politycznych, społecznych, ekonomicznych i kulturowych w kolejnych stuleciach. W związku z tym dokonano charakterystyki rozwoju i misji uniwersytetu w średniowieczu i wskazano przemiany tej instytucji w XIV – XVI wieku, kiedy ukształtowały się główne jego typy: niemiecki, brytyjski i amerykański, jak również przemiany misji tej instytucji w okresie międzywojennym. Ponadto obszarem zainteresowań są uwarunkowania polityczne, społeczne i ekonomiczne, które spowodowały rozwój i przemiany misji uniwersytetu na przełomie XX i XXI wieku
