    Current climatic changes are a threat to effective development of forestry under the modern economic conditions, which is aggravated by increase of anthropogenic stress in the sphere of forest use. Formation of strategies of well-balanced development of forestry supposes not only analysis of popular methodological approaches but formation of organizational mechanism for managing this sphere, the realization of which is aimed at preventive elimination of emerging threats. Provision of well-balanced development of economic system is viewed from the positions of the theory of management. The authors substantiate the use of complex approach which takes into account tendencies of functioning of forest sector, as a constant process of using forest resources, their preservation and renewal. Complexity will provide the study of the managed sub-system of forest complex (forestry) as totality, consisting of separate interconnected spheres of activities which possess their own functions and goals, with ordered and interconnected activities. Preventive approach will ensure timely revelation of key problems and threats to provision of well-balanced development of forest complex. Reflection will allow choosing the most effective instrumentarium for prevention (levelling) of emerging threats on the basis of existing experience. Balance of development is viewed as a feature peculiar for all structural components of economic system. It is advisable to distinguish the following factors which influence well-balanced development of region: group of natural and ecological, socio-political, economic, and social factors. Key components of provision of well-balanced development of economic system (forestry) could be presented from the positions of study, firstly, of managing and managed sub-systems; secondly, from the position of sub-system of forecasting, monitoring, identification, and evening-out of threats to well-balanced development.peer-reviewe

    Reference information in integral anamnesis development

    The article is devoted to semantic content of integral anamnesis - basic part of national integrated electronic health record. Integral anamnesis is a formalized set of the most important clinical data of a patient aimed at safety and continuous medical care both emergency and elective care. A short review of international projects of implementation and trans border exchange of key information about a patient is presented. Information content of integral anamnesis is presented which is developed in our country and includes 15 main sections: disability, benefits, social factors, addiction and occupational hazards, significant vital parameters, blood types and rhesus factor, pathological reactions, vaccination and immunization, epidemiological anamnesis, significant (dispensary) diseases, surgical interventions, medical devices and implants, pregnancies and deliveries, current medications and non-drug treatment. Administration, structure, problems, readiness of reference materials for coding of information presented in integral anamnesis are described. At the moment most of the necessary reference materials are finished and available on the portal of normative-reference information of the Ministry of Health of the Russian Federation (http://nsi.rosminzdrav.ru/): 20 basic and 7 additional ones. At the current stage it provides interoperability of medical information systems in integral anamnesis. Such time-consuming reference books as surgical interventions, instrumental diagnostic studies, federal reference book of medications are being actively developed. The section «Epidemiological anamnesis of a patient» stays practically unformalized. The first step in this direction is development of a reference book of immunobiological medications for specific prophylaxis, diagnosis and treatment. The aim of the study of semantic interoperability for integral anamnesis was reached by development of 27 reference books posted on the federal portal of normative-reference information of the Ministry of Health of Russia; the next stage should be development of technologies of formation and upgrade of the information of integral anamnesis

    Native vacancy defects in Zn1-x(Mn,Co)xGeAs2 studied with positron annihilation spectroscopy

    We have studied vacancy defects in chalcopyrite semimagnetic semiconducting mixed Zn1−x(Mn,Co)xGeAs2 bulk crystals with alloy composition x varying between 0.052 to 0.182 using positron annihilation spectroscopy. We identified As vacancies, potentially complexed with the transition metal alloying elements, in all the studied samples, while no cation vacancy related defects were detected. The positron lifetimes for the bulk ZnGeAs2 lattice and neutral As vacancy were determined to be τB=220–230 ps and τAs=300±10 ps, respectively. Our results also show that the p-type conductivity in the samples is not due to cation vacancy related acceptor centers. The As vacancies were found to be present at such low concentrations that they cannot be responsible for the compensation of the p-type conductivity or the reduction of mobility in the Zn1−x(Mn,Co)xGeAs2 samples.Peer reviewe

    Synthesis and Luminescent Properties of Bismuth Titanates Bi1.6HoxTi2O7 – δ and Bi1.6Mg0.1HoxTi2O7 – δ

    Abstract: Pyrochlores Bi1.6HoxTi2O7 – δ and Bi1.6Mg0.1Ho xTi2O7 – δ, where x = 0, 0.01, 0.05, and 0.1, and Bi1.5HoxTi2O7 – δ, where x = 0.25 and 0.5, have been synthesized and their structural, optical, and luminescence properties have been studied. As a result of analyzing the data obtained experimentally and the available theoretical data, it is shown that the intrinsic luminescence of the samples is due to the O2p ↔ Bi6p and Bi6s ↔ Bi6p electron transitions and the impurity luminescence is due to the f–f transitions in Ho3+ and the O2p → Ho3+ charge transfer. © 2019, Pleiades Publishing, Ltd.Russian Foundation for Basic Research, RFBR: 19-03-00642The reported study was funded by RFBR according to the research project 19-03-00642

    Fast electrochemical membrane actuator:Design, fabrication and preliminary testing

    An actuator based on water electrolysis with a fast change of voltage polarity is presented. It demonstrates a new actuation principle allowing significant increase the operation frequency of the device due to fast termination of the produced gas. The actuator consists of a working chamber with metallic electrodes and supplying channels filled with an electrolyte. The chamber is formed in a layer of SU-8 and covered by a flexible polydimethylsiloxane membrane, which deforms as the pressure in the chamber increases.
