    How multilevel societal learning processes facilitate transformative change: A comparative case study analysis on flood management

    Sustainable resources management requires a major transformation of existing resource governance and management systems. These have evolved over a long time under an unsustainable management paradigm, e.g., the transformation from the traditionally prevailing technocratic flood protection toward the holistic integrated flood management approach. We analyzed such transformative changes using three case studies in Europe with a long history of severe flooding: the Hungarian Tisza and the German and Dutch Rhine. A framework based on societal learning and on an evolutionary understanding of societal change was applied to identify drivers and barriers for change. Results confirmed the importance of informal learning and actor networks and their connection to formal policy processes. Enhancing a society's capacity to adapt is a long-term process that evolves over decades, and in this case, was punctuated by disastrous flood events that promoted windows of opportunity for change

    Semiclassical approach to discrete symmetries in quantum chaos

    We use semiclassical methods to evaluate the spectral two-point correlation function of quantum chaotic systems with discrete geometrical symmetries. The energy spectra of these systems can be divided into subspectra that are associated to irreducible representations of the corresponding symmetry group. We show that for (spinless) time reversal invariant systems the statistics inside these subspectra depend on the type of irreducible representation. For real representations the spectral statistics agree with those of the Gaussian Orthogonal Ensemble (GOE) of Random Matrix Theory (RMT), whereas complex representations correspond to the Gaussian Unitary Ensemble (GUE). For systems without time reversal invariance all subspectra show GUE statistics. There are no correlations between non-degenerate subspectra. Our techniques generalize recent developments in the semiclassical approach to quantum chaos allowing one to obtain full agreement with the two-point correlation function predicted by RMT, including oscillatory contributions.Comment: 26 pages, 8 Figure

    Russia’s Legal Transitions: Marxist Theory, Neoclassical Economics and the Rule of Law

    We review the role of economic theory in shaping the process of legal change in Russia during the two transitions it experienced during the course of the twentieth century: the transition to a socialist economy organised along the lines of state ownership of the means of production in the 1920s, and the transition to a market economy which occurred after the fall of the Soviet Union in the 1990s. Despite differences in methodology and in policy implications, Marxist theory, dominant in the 1920s, and neoclassical economics, dominant in the 1990s, offered a similarly reductive account of law as subservient to wider economic forces. In both cases, the subordinate place accorded to law undermined the transition process. Although path dependence and history are frequently invoked to explain the limited development of the rule of law in Russia during the 1990s, policy choices driven by a deterministic conception of law and economics also played a role.This is the author accepted manuscript.     The initial melting of the first granules through plastic energy dissipation (PED) at the beginning of the melting zone, in the co-rotating twin-screw extruder is visualized in this work. The visualization was created through the use of a high speed camera in the cross section of the melting zone. The parameters screw speed, granule-temperature, temperature-profile, type of polymer and back pressure were examined. It was shown that the screw speed and the temperature-profile have significant influence on the rate of initial melting

    Stalled regime transition in the upper Tisza River Basin: The dynamics of linked action situations

    In river basins transformation from traditions of reactive flood defense to more adaptive management regimes is difficult. How regime components reinforce each other to set its development path may induce inertia and path dependency. Transformation may require profound shifts in the institutions, technologies, and personnel as well as the ecological, economic and social processes they influence in setting the basin's trajectory. Regime change has become an issue in Hungary following repeated failures of conventional management policies to handle a series of floods on the Tisza river starting in 1997. Increasing public participation pushed water policy debate toward more experimentation with alternatives, but implementation appears stalled. In this paper we review hypotheses about what factors are bridges or barriers to transformation and then use the Management Transition Framework to examine how the interactions linking action situations, operational outcomes, knowledge and institutions influenced the river management policy debate in Hungary from 1997 to 2009. Specifically we examined which factors characteristic of conventional Control vs. progressive Adaptive management regimes influenced these interactions in ways that contributed to or hindered transformation. We found that governance and social learning issues predominated, with lesser roles played by factors related to integration of sectors and different levels in the science and policy of river management
