Addressee factor in Text of the Official Document (Decrees of Governor of Tula Region, Issued in Connection with the Spread of Covid-2019)

The issue of taking into account the addressee factor in the text of an official document is considered. The controversial nature of this issue and the topicality of the material determined the relevance of the study. It is proved that the originality of the texts of decrees is defined by two oppositely directed tendencies. On the one hand, it is stated that the addressee factor is taken into account due to the performative nature of the legislator’s speech. It is noted that his speech activity is based primarily on prohibitions and restrictions; permissions are exceptions to the prohibition; the requirements are reduced to the obligations of the addressee and the instructions to him. It was revealed that the implicit meanings of the text become clear taking into account the pragmatic presupposition “what is appropriate is good”. It was established that the implicit assessment is formed under the influence of the addressee factor: the preambles of decrees are estimated, the temporal characteristics of the statements are detailed. It is shown that when constructing texts, the focus on the addressee becomes obvious due to the structural-rubric allocation and grouping of information. It is emphasized that the genre canons are being blurred due to the desire of the legislator for convincing reasoning of decisions. On the other hand, the analysis of texts in dynamics revealed that the historically established system of changing documents is not focused on the addressee. It is concluded that the complexity of the presentation of information or its vagueness testifies to the stereotypes of the legislator’s speech behavior

Issues of financial assurance of economy greening in the regions

The relevance of the analyzed issue is caused by the need to internalize environmental externalities in the modern world. The purpose of the article is to examine the issue of financial support of the green economy using the example of the regions included in the Volga Federal District (VFD). The leading methods to the study of this issue is a comparative analysis of environmental taxes and charges in Russia and countries of the European Union (EU) and the analysis of environmental problems in the regions of the Volga Federal District, which allow identifying the shortcomings of the existing environmental payment system and proposing measures to modernize the system of financial support of the green economy. The key shortcomings of the existing environmental payment system: low rates of environmental payments; the inappropriate use of funds received from environmental payments; concentration of 97% of revenues from environmental payments in the federal budget. The contents of the article may be helpful for public authorities of general and special competence to develop the principal directions of environmental policy and plan activities aimed at improving the green economy. © 2016 Shekhova et al

Experience of organization of the system of psychological and pedagogical professional development of teachers of higher educational institutions

The relevance of the researched problem is caused by the changed social and economic conditions in Russia that led to search of the paradigms of education adequate to new social and economic development of the country. The presented article is directed to drawing attention of the pedagogical public to modern forms of organization of the system of advanced training of employees of higher education. The leading approach to the research of this problem is the analysis of experience of practical activities of Russian State Vocational Pedagogical University; this approach enables to fill educational practice with new constructs and meanings. As a result of the research, the model of implementation of the system of advanced training of employees of higher education is proposed. Properties of the VT1-0 titanium surface modified by a pulsed ion beam

Sustainable condition of the agricultural sector’s environmental, economic, and social components from the perspective of open innovation

The aim of the study is to elaborate an econometric model to determine the conditions for ensuring the balanced development of environmental, economic, and social components of the Russian agricultural sector within the Eastern European region. The method of fuzzy sets was used to build an integral model for assessing the level of sustainable development of the agricultural sector in Eastern Europe on the basis of economic, environmental, and social sustainability indicators. The control indicators (independent variables) and integral economic, environmental, social sustainability (dependent variables) helped build multifactor linear regression models and calculate the indicators of elasticity of dependent variables from independent variables, which characterize the change in sustainable development indicators with the growth of controlling factors by 1%. This model allows us to define and analyze the levels of sustainable development of the industry, both in a specific country and within the region in general. The study shows that, for Russia and Eastern European countries, innovation is one of the crucial factors in ensuring sustainable development of agriculture in the region, taking into account the current state and level of economic development. © 2021 by the authors.
