    Self-Employment Dynamics and Self-Employment Trends: A Study of Canadian Men and Women, 1982-1995.

    Self-employment has risen dramatically in Canada, accounting for a disproportionate share of job growth since the 1980's. Using hitherto-unexploited information on labour force transitions from 13 waves of the Survey of Consumer Finances between 1982 and 1995, we show that the changes in transition patterns underlying these increases were very different for women and men. For women, most of the increase in self-employment is attributable to an increase in their retention rates in self-employment. For men, most is attributable to a decrease in the stability of paid employment, i.e. a rise in transitions from employment to non-employment. This generates an increase in self-employment because non-employed men are much more likely than employed men to enter self-employment. Changes in demographic characteristics account for very little of these altered transition probabilities. Somewhat paradoxically, self-employment thus rose both in secularly improving (women’s) and deteriorating (men’s) labour markets, due to different changes in the underlying transition processes.

    The concept of recognition and biofunctionality has attracted increasing interest in the fields of chemistry and material sciences. Advances in the field of nanotechnology for the synthesis of desired metal oxide nanostructures have provided a solid platform for the integration of nanoelectronic devices. These nanoelectronics-based devices have the ability to recognize molecular species of living organisms, and they have created the possibility for advanced chemical sensing functionalities with low limits of detection in the nanomolar range. In this review, various metal oxides, such as ZnO-, CuO-, and NiO-based nanosensors, are described using different methods (receptors) of functionalization for molecular and ion recognition. These functionalized metal oxide surfaces with a specific receptor involve either a complex formation between the receptor and the analyte or an electrostatic interaction during the chemical sensing of analytes. Metal oxide nanostructures are considered revolutionary nanomaterials that have a specific surface for the immobilization of biomolecules with much needed orientation, good conformation and enhanced biological activity which further improve the sensing properties of nanosensors. Metal oxide nanostructures are associated with certain unique optical, electrical and molecular characteristics in addition to unique functionalities and surface charge features which shows attractive platforms for interfacing biorecognition elements with effective transducing properties for signal amplification. There is a great opportunity in the near future for metal oxide nanostructure-based miniaturization and the development of engineering sensor devices

    Deals versus Rules: Policy Implementation Uncertainty and Why Firms Hate It

    Firms in Africa report "regulatory and economic policy uncertainty" as a top constraint to their growth. We argue that often firms in Africa do not cope with policy rules, rather they face deals; firm-specific policy actions that can be influenced by firm actions (e.g. bribes) and characteristics (e.g. political connections). Using Enterprise Survey data we demonstrate huge variability in reported policy actions across firms notionally facing the same policy. The within-country dispersion in firm-specific policy actions is larger than the cross-national differences in average policy. We show that variability in this policy implementation uncertainty within location-sector-size cells is correlated with firm growth rates. These measures of implementation variability are more strongly related to lower firm employment growth than are measures of "average" policy action. Finally, we show that the de jure measures such as Doing Business indicators are virtually uncorrelated with ex-post firm-level responses, further evidence that deals rather than rules prevail in Africa. Strikingly, the gap between de jure and de facto conditions grows with the formal regulatory burden. The evidence also shows more burdensome processes open up more space for making deals; firms may not incur the official costs of compliance, but they still pay to avoid them. Finally, measures of institutional capacity and better governance are closely associated with perceived consistency in implementation.

    Distributed Leadership in West Virginia Higher Education

    The purpose of this qualitative case study was to explore how public higher education institutions in West Virginia can leverage distributed leadership to influence culture and improve student outcomes. The general problem to be addressed was the lack of distributed leadership in academic organizations creating disparate hierarchical groups resulting in the inability of academic institutions to successfully implement changes that improve student outcomes. The outcome of the research was to contribute to the body of knowledge and reduce the gaps in literature by expanding on the understanding how leaders fail to apply distributed leadership, behaviors that support or fail to support distributed leadership, how student initiatives differ from other change initiatives, and what elements position institutions for success in implementing changes to improve student outcomes. The study included twenty, in-person, one-on-one interviews resulting in six discovered themes. The themes combined with existing literature to identify implementation strategies promoting professional development, empowered decision-making lower in the organizational hierarchy, and feedback systems. The conclusion of this study suggests any industry can benefit from improving general leadership practice through the intentional development of future leaders. Organizations benefit from empowering employees, delegating decision making, and improving desired skills to contribute to the long-term sustainability of the organization

    Well controlled in length and highly aligned ZnO nanorods were grown on the gold-coated glass substrate by hydrothermal growth method. ZnO nanorods were functionalised with selective thallium (I) ion ionophore dibenzyldiaza-18-crown-6 (DBzDA18C6). The thallium ion sensor showed wide linear potentiometric response to thallium (I) ion concentrations ( M to  M) with high sensitivity of 36.87 ± 1.49 mV/decade. Moreover, thallium (I) ion demonstrated fast response time of less than 5 s, high selectivity, reproducibility, storage stability, and negligible response to common interferents. The proposed thallium (I) ion-sensor electrode was also used as an indicator electrode in the potentiometric titration, and it has shown good stoichiometric response for the determination of thallium (I) ion
