Models of Decision Choices of the Tax-Paying Scheme for a Small Enterprise
The existence and profitability of a small enterprise depend on its tax-paying method. In the paper a mathematically sound but simple enough algorithm is suggested for a choice of the best tax-paying scheme of a small enterprise. It allows comparing different variants of tax-paying schemes in the express-analysis regime and then choosing the optimal one with the minimum tax assignment sum being a criterion of optimization.Federalism; decentralization; Russia

Software for optimal selection of places for installation of balancing devices in 0,4 kV electric power systems loaded with electric motors
This publication considers the issues of development of the software program for designing of 0,4 kV power supply systems with motor-actuated load under voltage unsymmetry conditions (using the example of the Trans-Baikal Territory). Voltage unsymmetry is practically constant phenomenon in the electric power networks of different voltage types. Voltage unsymmetry effects significantly the electric power consumers, including the supply mains itself. It has especially negative impact on the electrical equipment operation process and its lifetime. The urgency of the problem is confirmed by multiple research on the same topic and by significant number of damages suffered by the electric power consumers staying in service (especially in the Trans-Baikal Territory and in the Far-East regions). Voltage unsymmetry causes economic loss and reduction of the electromagnetic interference value by the voltage unsymmetry coefficient in negative-phase sequence (K2U) gives inevitable economic effect accordingly. However, the payback period for the activities aimed at reduction of electromagnetic interference, will vary from some months to several years. The more accurate value of the payback period may be obtained using the developed software program. The developed software design program is implemented by means of the programming language C# in Microsoft Visual Studio environment, using the built-in cross-platform database SQLite. The software program shall allow making quick and accurate calculation of the power losses, to determine the economic feasibility of provision special measures for removal of the voltage unsymmetry, for determination of optimal application and location of the balancing devices. The software implementation in power systems loaded with electric motors will improve reliability and efficiency of asynchronous motors. The software is of interest for developers of projects on power supply systems for regions with non-linear loads
Determination of the energy characteristics of the reactions UF6 β UF5 + F and UF6 β UF4 + F2
Quantum-mechanical methods are used to assess the energy barriers to dissociation and recombination reactions of UF6 β UF5 + F and UF6 β UF4 + F2. The energy characteristics of these reactions are found to be strongly asymmetric: the dissociation reaction barriers exceed the recombination reactions barriers by more than 4 eV. The equilibrium atomic configurations of F2, UF4, UF5 and UF6 have been determined using precision quantum mechanical calculations. The U-F bond lengths obtained as a result of the calculations are in good agreement with experimental data. It was found that the decay reaction UF6 β UF5 + F is either barrier-free, or the energy barrier for such a reaction is less than the resolving power of the method (~ 0.1 eV). For the decay of UF6 β UF4 + F2, there is an energy barrier with a height of about 0.3 eV. An initial approximation was proposed for the arrangement of UF6 atoms in order to find the saddle points of the UF6 dissociation reactions. In this initial configuration, all 7 atoms of the UF6 molecule are located in the same plane. The F atoms are located at the vertices of a regular hexagon, and the U atom is at the center of such a hexagon. The results of this work can be used to determine the constants of thermal reactions of dissociation and recombination UF6 β UF5 + F ΠΈ UF6 β UF4 + F2. These constants are necessary for modeling the physicochemical processes occurring during the enrichment of spent nuclear fuel (SNF)

The Crisis in Russian Agriculture at the End of the Nineteenth Century: A Different View
Genetic screening of an endemic mutation in the DYSF gene in an isolated, mountainous population in the Republic of Dagestan
Abstract Background Dysferlinopathy has a high prevalence in relatively isolated ethnic groups where consanguineous marriages are characteristic and/or the founder effect exists. However, the frequency of endemic mutations in most isolates has not been investigated. Methods The prevalence of the pathological DYSF gene variant (NM_003494.4); c.200_201delinsAT, p. Val67Asp (rs121908957) was investigated in an isolated Avar population in the Republic of Dagestan. Genetic screenings were conducted in a remote mountainous region characterized by a high level of consanguinity among its inhabitants. In total, 746 individuals were included in the screenings. Results This pathological DYSF gene variant causes two primary phenotypes of dysferlinopathy: limbβgirdle muscular dystrophy (LGMD) type R2 and Miyoshi muscular dystrophy type 1. Results indicated a high prevalence of the allele at 14% (95% confidence interval [CI]: 12β17; 138 out of 1518 alleles), while the allele in the homozygous state was detected in 29 casesβ3.8% (CI: 2.6β5.4). The population load for dysferlinopathy was 832.3βΒ±β153.9 per 100,000 with an average prevalence of limbβgirdle muscular dystrophies ranging from 0.38βΒ±β0.38 to 5.93βΒ±β1.44 per 100,000. Conclusion A significant burden of the allele was due to inbreeding, as evidenced by a deficiency of heterozygotes and the Wright fixation index equal to 0.14 (CI 0.06β0.23)
