    Educational activity of National Research Universities as a basis for integration of science, education and industry in regional research and educational complexes

    The present article addresses the issue of integration of higher professional education establishments, science and industry in Russia. The basis for collaboration of these institutions is national research universities with academic research establishments and different operational sites for the purposes of implementation of overall reform of education system in the Russian Federation. The strategic framework for integration of science, education and industry in modern society and main reasons and targets for improvement of their collaboration on the basis of new development paradigms of modern democratic society have been described. It is found that integration of science, education and industry based on higher education establishments is a multi-level process, which includes the development of international cooperation of global information medium, uniform educational space and use of different innovative techniques and methods of teaching. The article is based on the study of educational activity of two national research universities - Tomsk State University and Tomsk Polytechnic University, which serve as central integration platforms for Tomsk research and educational complex. Main directions of their work for improvement of educational activity aimed at intensifying the efforts of science, education and industry to increase the competitiveness of Russian innovation technologies have been explored in the present article. As the article highlights, Tomsk model of integration of education, science and industry at the present stage of its development shows real benefits for the economic development of Tomsk region

    Channeling 5-min photospheric oscillations into the solar outer atmosphere through small-scale vertical magnetic flux tubes

    We report two-dimensional MHD simulations which demonstrate that photospheric 5-min oscillations can leak into the chromosphere inside small-scale vertical magnetic flux tubes. The results of our numerical experiments are compatible with those inferred from simultaneous spectropolarimetric observations of the photosphere and chromosphere obtained with the Tenerife Infrared Polarimeter (TIP) at 10830 A. We conclude that the efficiency of energy exchange by radiation in the solar photosphere can lead to a significant reduction of the cut-off frequency and may allow for the propagation of the 5 minutes waves vertically into the chromosphere.Comment: accepted by ApJ

    Nuclear-and-fuel power industry of Ukraine: production, science, education

    Purpose. To define relevant problems and propose ways for development of production, scientific and educational spheres associated with nuclear-and-fuel power industry of Ukraine. Methods. The current state of uranium and zirconium production, as well as accompanying enterprises has been analyzed. Issues related to training of workers, engineers and highly-qualified personnel are considered in the context of implementation of the State target economic program “Uranium of Ukraine”. Findings. The impediments in the development of production, scientific and educational spheres on the way of creating the closed nuclear-and-fuel cycle in Ukraine are determined. Originality. The author suggests forming an administrative inter-branch body with pedagogic and research functions that will be able to successfully solve production, scientific and educational problems in structural units of nuclear-and-fuel cycle of Ukraine. Practical implications. The paper laid the groundwork for creating a corporate educational institution of power engineering profile in Ukraine which will solve pivotal problems in production, scientific and educational spheres of nuclear-and-fuel cycle.Мета. Розкрити проблематику та запропонувати шляхи розвитку виробничої, наукової та освітньої сфер, що забезпечують ядерно-паливну енергетику України. Методика. Проаналізовано сучасний стан уранового, цирконієвого та супутніх підприємств, а також підготовки робочих, інженерних та висококваліфікованих кадрів у відповідності до виконання Державної цільової економічної програми “Уран України”. Результати. Досліджено проблематику відставання у розвитку виробничої, наукової та освітньої сфер на шляху створення в Україні замкнутого ядерно-паливного циклу. Наукова новизна. Створення управлінсько-педагогічного, науково-дослідницького міжгалузевого колективу, здатного до успішного вирішення виробничих, наукових та освітніх проблем у структурних підрозділах ядерно-паливного циклу України. Практична значимість. Закладено засади створення в Україні корпоративного навчального закладу енергетичної спрямованості, який системно вирішує нагальні завдання у виробничій, науковій й освітній сферах ядерно-паливного циклу.Цель. Раскрыть проблематику и предложить пути развития производственной, научной и образовательной сфер, обеспечивающих ядерно-топливную энергетику Украины. Методика. Проанализировано современное состояние уранового, циркониевого и сопутствующих предприятий, а также подготовка рабочих, инженерных и высококвалифицированных кадров в соответствии с выполнением Государственной целевой экономической программы “Уран Украины”. Результаты. Исследовано проблематику отставания в развитии производственной, научной и образовательной сфер на пути создания в Украине замкнутого ядерно-топливного цикла. Научная новизна. Создание управленческо-педагогического, научно-исследовательского межотраслевого коллектива, способного к успешному решению производственных, научных и образовательных проблем в структурных подразделениях ядерно-топливного цикла Украины.     Properties of high-frequency wave power halos around active regions: an analysis of multi-height data from HMI and AIA onboard SDO

    We study properties of waves of frequencies above the photospheric acoustic cut-off of \approx5.3 mHz, around four active regions, through spatial maps of their power estimated using data from Helioseismic and Magnetic Imager (HMI) and Atmospheric Imaging Assembly (AIA) onboard Solar Dynamics Observatory (SDO). The wavelength channels 1600 {\AA} and 1700 {\AA} from AIA are now known to capture clear oscillation signals due to helioseismic p modes as well as waves propagating up through to the chromosphere. Here we study in detail, in comparison with HMI Doppler data, properties of the power maps, especially the so called 'acoustic halos' seen around active regions, as a function of wave frequencies, inclination and strength of magnetic field (derived from the vector field observations by HMI) and observation height. We infer possible signatures of (magneto-)acoustic wave refraction from the observation height dependent changes, and hence due to changing magnetic strength and geometry, in the dependences of power maps on the photospheric magnetic quantities.     Statistical Diagnosis Method of Conductor Motions in Superconducting Magnets to Predict their Quench Performance

    Premature training quenches are usually caused by the transient energy released within the magnet coil as it is energised. Two distinct varieties of disturbances exist. They are thought to be electrical and mechanical in origin. The first type of disturbance comes from non-uniform current distribution in superconducting cables whereas the second one usually originates from conductor motions or micro-fractures of insulating materials under the action of Lorentz forces. All of these mechanical events produce in general a rapid variation of the voltages in the so-called quench antennas and across the magnet coil, called spikes. A statistical method to treat the spatial localisation and the time occurrence of spikes will be presented. It allows identification of the mechanical weak points in the magnet without need to increase the current to provoke a quench. The prediction of the quench level from detailed analysis of the spike statistics can be expected

    Hysteresis phenomena during melting of an ultrathin lubricant film

    The influence of a deformational defect of the shear modulus on the melting of an ultrathin lubricant film was investigated in the framework of the Lorenz model used for describing a viscoelastic medium. It was established that the film can undergo both stepwise and continuous melting. Analysis of the lubricant behavior revealed that there are three modes corresponding to a zero shear stress, a Hookean portion in the loading diagram, and a plastic-flow portion. The hysteresis in the dependences of the stationary shear stress on the strain and the friction surface temperature is examined.
