    Influence of infrastructural complex on the wealth and lines of development of regional economic space

This article aims to establish the role of industrial, transport, social and institutional infrastructure as a “growing point” of the regional economic area. To accomplish the purpose the article presents a theoretical model to manage infrastructure complex development; defines an algorithm to form “growing points” within the framework of territorially located spatial entity. Correlation between information infrastructures development and financial sector organizations is positive while the tie between railway and roads provision and the GRP volume is negative. The admission of national and regional economic space multipolar character predetermines the necessity to search for "its growth areas", the activation of which provides for their turning into the supporting territories and faster development zones, which in its turn predetermines spatial parameters and finds its reflection in the dynamics of aggregated factors of territorial subdivisions development

    The impact of competition on regional food security (the case of the milk and dairy market in the republic of Tatarstan)

    Regional food markets are important structural elements of the national market. Development of the market environment is one of the key methods of stimulating food production. As the agro-industrial policy changes its focus from import substitution towards export-oriented production, the role of competition in the agricultural sphere becomes particularly prominent. The authors propose a new indicator characterizing the level of concentration of producers on the market – the Herfindahl-Hirschman Index (HHI) for the share of gross profit of economic entities. This article is aimed at giving a theoretical justification of this approach and at providing practical recommendations for the development of regional food markets based on the regulation of food producer concentration levels. Multi-dimensional statistical calculations were used to test the hypothesis that the development of large economic entities (including monopolies) has a positive impact on the affordability and accessibility of locally produced foods. The authors measured the strength of the correlation between the socio-economic indicators that affect regional food security by using the case of the milk and dairy market in the Republic of Tatarstan. The proposed methodology is based on the decision matrix method applied to analyze the situation in local food markets, which gives us a better understanding of the situation in the whole region regarding the accessibility and affordability of foods. The correlation-regression analysis enabled us to integrate the indicators that show the impact of competition on affordability of foods with those that show the impact of producers’ efficiency on accessibility of foods in the region. The proposed approach considers profitability of economic entities, accessibility of foods and competition on the producer market and can thus be used to enhance food security by revealing the optimal priority areas for governmental policies and programs on the national, regional and local levels

    Quality functions modeling of industrial enterprises products

One of the integral aspects of the quality management systems of industrial enterprises is the requirement of a continuous positive development of all its processes. In this regard, it is necessary to implement the principle of “continuous improvement” and in terms of products produced by the enterprise, thereby reducing loss of product’s quality. The purpose of the paper is to identify possible loss of quality in the stages of the product’s life cycle through the functions’ modeling of product’s quality. The authors carried out the functions’ modeling of product’s quality based on Quality Function Deployment methodology taking into account existing production, technological and material resources of the enterprise, allowing to formulate the condition for structuring of the quality functions and to increase the degree of the consumer’s satisfaction. Modern conditions upgrade issues concerning the search of ways to develop and increase activity efficiency of large-scale industrial associations that possess a high concentration of material and scientific resources, and influence significantly both a certain economic sector or region and the country’s development in general. This paper aims to substantiate author’s techniques to define the impact of corporate entities on a regional social-economic sphere. The authors have highlighted main features of Russian corporate entities and possible forms of ownership. Types of regions and their features the consideration of which is necessary to evaluate regional development are presented on the basis of the author’s estimation procedure. The factor analysis made the foundation for a rating assessment of corporate entities impact on the region; it allowed to estimate quantitatively corporations’ activity and the level of regional development at a certain time period.     Observation of an Excited Bc+ State

    Using pp collision data corresponding to an integrated luminosity of 8.5 fb-1 recorded by the LHCb experiment at center-of-mass energies of s=7, 8, and 13 TeV, the observation of an excited Bc+ state in the Bc+π+π- invariant-mass spectrum is reported. The observed peak has a mass of 6841.2±0.6(stat)±0.1(syst)±0.8(Bc+) MeV/c2, where the last uncertainty is due to the limited knowledge of the Bc+ mass. It is consistent with expectations of the Bc∗(2S31)+ state reconstructed without the low-energy photon from the Bc∗(1S31)+→Bc+γ decay following Bc∗(2S31)+→Bc∗(1S31)+π+π-. A second state is seen with a global (local) statistical significance of 2.2σ (3.2σ) and a mass of 6872.1±1.3(stat)±0.1(syst)±0.8(Bc+) MeV/c2, and is consistent with the Bc(2S10)+ state. These mass measurements are the most precise to date

Развитие рыночной среды является одним из ключевых способов стимулирования производства продуктов питания. Поскольку агропромышленная политика меняет фокус с импортозамещения на экспортно-ориентированное производство, роль конкуренции в сельскохозяйственной сфере становится особенно заметной. Авторы предлагают новый показатель, характеризующий уровень концентрации производителей на рынке, – индекс Херфиндаля-Хиршмана (HHI) для доли валовой прибыли хозяйствующих субъектов. Цель данной статьи – дать теоретическое обоснование этого подхода и дать практические рекомендации по развитию региональных продовольственных рынков на основе регулирования уровней концентрации производителей продуктов питания. Многомерные статистические расчеты использовались для проверки гипотезы о том, что развитие крупных экономических субъектов (включая монополии) оказывает положительное влияние на доступность продуктов местного производства. Авторы измерили степень корреляции между социально-экономическими показателями, влияющими на региональную продовольственную безопасность, на примере рынка молока и молокопродуктов в Республике Татарстан. Предлагаемая методология основана на методе матрицы решений, применяемом для анализа ситуации на местных продовольственных рынках, что позволяет нам лучше понять ситуацию во всем регионе в отношении доступности продуктов питания. Корреляционно-регрессионный анализ позволил нам объединить показатели, которые показывают влияние конкуренции на доступность продуктов питания, с показателями, которые показывают влияние эффективности производителей на доступность продуктов питания в регионе. Предлагаемый подход учитывает прибыльность хозяйствующих субъектов, доступность продуктов питания и конкуренцию на рынке производителей и, таким образом, может использоваться для повышения продовольственной безопасности путем выявления оптимальных приоритетных областей государственной политики и программ на национальном, региональном и местном уровнях
