    Details of an experimental program that investigates the ionosphere using sounding rockets are presented. The investigation is part of a continuing program to gather data on the D and E regions of the ionosphere during periods of recurring natural phenomena that influence these regions. To achieve these ends, four vehicles were launched during the eclipse of the sun on March 7, 1970. Other vehicles totalling 10 in all were launched to investigate transient phenomena such as the sporadic E layer

    Flight investigation of manual and automatic VTOL decelerating instrument approaches and landings

    A flight investigation was undertaken to study the problems associated with manual and automatic control of steep, decelerating instrument approaches and landings under simulated instrument conditions. The study was conducted with a research helicopter equipped with a three-cue flight-director indicator. The scope of the investigation included variations in the flight-director control laws, glide-path angle, deceleration profile, and control response characteristics. Investigation of the automatic-control problem resulted in the first automated approach and landing to a predetermined spot ever accomplished with a helicopter. Although well-controlled approaches and landings could be performed manually with the flight-director concept, pilot comments indicated the need for a better display which would more effectively integrate command and situation information

    Fluid model for a network operating under a fair bandwidth-sharing policy

    We consider a model of Internet congestion control that represents the randomly varying number of flows present in a network where bandwidth is shared fairly between document transfers. We study critical fluid models obtained as formal limits under law of large numbers scalings when the average load on at least one resource is equal to its capacity. We establish convergence to equilibria for fluid models and identify the invariant manifold. The form of the invariant manifold gives insight into the phenomenon of entrainment whereby congestion at some resources may prevent other resources from working at their full capacity

    Flight investigation of a vertical-velocity command system for VTOL aircraft

    A flight investigation was undertaken to assess the potential benefits afforded by a vertical-velocity command system (VVCS) for VTOL (vertical take-off and landing) aircraft. This augmentation system was conceived primarily as a means of lowering pilot workload during decelerating approaches to a hover and/or landing under category III instrument meteorological conditions. The scope of the investigation included a determination of acceptable system parameters, a visual flight evaluation, and an instrument flight evaluation which employed a 10 deg, decelerating, simulated instrument approach task. The results indicated that the VVCS, which decouples the pitch and vertical degrees of freedom, provides more accurate glide-path tracking and a lower pilot workload than does the unaugmented system

    We consider a connection-level model of Internet congestion control, introduced by Massouli\'{e} and Roberts [Telecommunication Systems 15 (2000) 185--201], that represents the randomly varying number of flows present in a network. Here, bandwidth is shared fairly among elastic document transfers according to a weighted α\alpha-fair bandwidth sharing policy introduced by Mo and Walrand [IEEE/ACM Transactions on Networking 8 (2000) 556--567] [α∈(0,∞)\alpha\in (0,\infty)]. Assuming Poisson arrivals and exponentially distributed document sizes, we focus on the heavy traffic regime in which the average load placed on each resource is approximately equal to its capacity. A fluid model (or functional law of large numbers approximation) for this stochastic model was derived and analyzed in a prior work [Ann. Appl. Probab. 14 (2004) 1055--1083] by two of the authors.
