    Outsourcing has become an increasingly popular option for many organisations. But they vary in terms of activities being outsourced, reasons for and benefits from outsourcing, and how the decision was made. This article presents an empirical research on fourteen companies. It found out, a) in most cases it was the ‘peripheral’ support activity being outsourced with cost reduction as the primary driver; b) outsourcing decision was being made early in the process without active involvement of the in-house provider; and c) there were problems in supplier selection and management. The research identified pre-outsourcing decision process and post-outsourcing management as the two key areas that gave cause for concern, and offered recommendations for improvement

    Study of a colliding laser-produced plasma by analysis of time and space-resolved image spectra

    The interaction of two counter-propagating laser-produced plasmas was studied using simultaneous imaging and spectroscopic techniques. Spectrally-filtered time-gated ICCD imaging was used to obtain information about the spatial dynamics and temporal evolution of the collision process. While, time-resolved imaging spectroscopy was used to determine the spatial and temporal distributions of electron temperature and density within the interaction region. We examine specifically the interaction of plasmas whose parameters match those typically used in pulsed laser deposition of thin films. These low temperature plasmas are highly collisional leading to the creation of a pronounced stagnation layer in the interaction region

    Operative Techniques for Cervical Radiculopathy and Myelopathy

    Cervical spondylosis is a common problem encountered in modern orthopaedic practice. It is associated with significant patient morbidity related to the consequent radiculopathic and myelopathic symptoms. Operative intervention for this condition is generally indicated if conservative measures fail; however there are some circumstances in which urgent surgical intervention is necessary. Planning any surgical intervention must take into account a number of variables including, but not limited to, the nature, location and extent of the pathology, a history of previous operative interventions, and patient co-morbidities. There are many different surgical options and a multitude of different procedures have been described using both the anterior and posterior approaches to the cervical spine. The use of autograft to achieve cervical fusion is still the gold standard with allograft showing similar results; however fusion techniques are constantly evolving with novel synthetic bone graft substitutes now widely available

    5-HT2 receptor antagonism reduces human motoneuron output to antidromic activation but not to stimulation of corticospinal axons

    The intrinsic electrical properties of motoneurons strongly affect motoneuron excitability to fast-acting excitatory ionotropic inputs. Serotonin (5-HT) is a neurochemical that alters the intrinsic properties of motoneurons, whereby animal models and in vitro experiments indicate that 5-HT increases motoneuron excitability by activating 5-HT2 receptors on the somato-dendritic compartment. In the current study, we examined how antagonism of the 5-HT2 receptor affects motoneuron excitability in humans. We hypothesised that motoneuron excitability would be reduced. The 5-HT2 antagonist cyproheptadine was administered to 10 healthy participants in a double-blinded, placebo-controlled, crossover trial. Electrical cervicomedullary stimulation was used to deliver a synchronised excitatory volley to motoneurons to elicit cervicomedullary motor evoked potentials (CMEPs) in the surface electromyography (EMG) signal of the resting biceps brachii. Likewise, electrical peripheral nerve stimulation was used to generate antidromic spikes in motoneurons and cause recurrent discharges, which were recorded with surface EMG as F-waves in a resting hand muscle. Compared with placebo, we found that 5-HT2 antagonism reduced the amplitude and persistence of F-waves but did not affect CMEP amplitude. 5-HT2 antagonism also reduced maximal contraction strength. The reduced recurrent discharge of motoneurons with 5-HT2 antagonism suggests that 5-HT2 receptors modulate the electrical properties of the initial segment or soma to promote excitability. Conversely, as cyproheptadine did not affect motoneuron excitability to brief synaptic input, but affected maximal contractions requiring sustained input, it seems likely that the 5-HT2-mediated amplification of synaptic input at motoneuron dendrites is functionally significant only when excitatory input activates persistent inward currents

This comment on the article by Connolly and Darlington scrutinizes trends in France and Germany but primarily analyses recent developments in Britain. While there are some instances of disaffiliation from the Labour Party, support for electoral alternatives, growth in political militancy and emphasis on new forms of internationalism, these have been limited. There is insufficient evidence to suggest that we are witnessing the making of a new radical collectivism

    PaaS-IaaS Inter-Layer Adaptation in an Energy-Aware Cloud Environment

    Cloud computing providers resort to a variety of techniques to improve energy consumption at each level of the cloud computing stack. Most of these techniques consider resource-level energy optimization at IaaS layer. This paper argues energy gains can be obtained by creating a cooperation between the PaaS layer (in charge of hosting the application/service) and the IaaS layer (in charge of handling the computing resources). It presents a novel method based on steering information and decision taking to trigger the PaaS and IaaS layers to adapt their energy mode in service operation, therefore enabling the Cloud stack to actively adapt to changing situations. Experimental results demonstrate such adaptation achieves dynamic energy management in each of the PaaS and IaaS cloud layers

    Coulomb Dissociation provides an alternative method for determining the radiative capture cross sections at astrophysically relevant low relative energies. For the breakup of 8^8B on 58^{58}Ni, we calculate the total Coulomb Dissociation cross section and the angular distribution for E1, E2 and M1. Our calculations are performed first within the standard first order semiclassical theory of Coulomb Excitation, including the correct three body kinematics, and later including the projectile-target nuclear interactions.Comment: 6 pages, proceedings from International Workshop on RNB, Puri, India, January 1998 - to be published in J.     Constraining ^(26)Al+p resonances using ^(26)Al(^3He,d)^(27)Si

    The ^(26)Al(^3He,d)^(27)Si reaction was measured from 0°≤θ_(c.m.)≤35° at E(^3He)=20 MeV using a quadrupole-dipole-dipole-dipole magnetic spectrometer. States in ^(27)Si were observed above the background at 7652 and 7741 keV and upper limits were set for the state at 7592 keV. Implications for the ^(26)Al(p,γ)^(27)Si stellar reaction rate are discussed
