Kela-siirron vaikutuksia Tampereen sosiaalitoimen työntekijöiden kokemana
Perustoimeentulotuen Kela-siirto astui voimaan 1.1.2017. Opinnäytetyön tarkoituksena oli teemahaastattelun avulla selvittää, miten ja millä välineillä Kela tunnistaa sosiaalityön tarpeessa olevat asiakkaat sekä ohjaa heitä Tampereen kaupungin sosiaalitoimen palveluihin. Kaikki kuusi vastaajaa olivat Tampereen kaupungin aikuissosiaalityön työntekijöitä. Tavoitteena oli tuottaa Kelalle tietoa asiakasohjauksen ja yhteistyön sujumisesta sekä kehitystarpeista Tampereen sosiaalitoimen työntekijöiden näkökulmasta.
Tutkimustulokset osoittivat, että Tampereen sosiaalitoimen sosiaalityön ammattilaisilla on huoli siitä, tunnistetaanko sosiaalityön tarpeessa olevia asiakkaita Kelassa. Välineiksi asiakkaiden tunnistamiseen ehdotettiin tiliotteiden tarkkaa seurantaa sekä tarkistuslistaa. Tuloksista kävi ilmi, että asiakasohjaus oli pääosin toimivaa, mutta siinä koettiin olevan vielä kehitettävää. Kelan ja sosiaalitoimen välistä yhteistyötä pidettiin liian vähäisenä, eikä tiedonkulku ollut riittävää. Kelan ja sosiaalitoimen välinen työnjako koettiin edelleen epäselvänä. Lisäksi aineistosta nousi esille kehitysehdotuksia perustoimeentulotuen myöntämiseen.
Johtopäätöksissä nostetaan esiin kehitystarpeita asiakkaiden sosiaalityön tarpeen tunnistamiseen Kelassa sekä asiakasohjaukseen, yhteistyöhön ja toimeentulotuen myöntämiseen liittyvissä asioissa. Keskeisimmät kehitysehdotukset liittyivät sosiaalityön toimintatapojen tuntemisen lisäämiseen, harkinnan käyttämisen tärkeyteen perustoimeentulotukea myönnettäessä sekä yhteistyön ja tiedonkulun lisäämiseen. Perustoimeentulotuen myöntämiseen ja asiakkaan kohtaamiseen tulisi varata riittävästi aikaa, jotta pystyttäisiin arvioimaan asiakkaan tilanne kokonaisvaltaisesti ja asiakaslähtöisesti. Yhteisten kommunikointivälineiden kehittäminen mahdollistaisi sujuvan asiakasohjauksen ja parantaisi Kelan ja Tampereen sosiaalitoimen välistä yhteistyötä.The purpose was to find out social workers’ experiences of how Kela recognizes clients who need support from social services and guides them to social welfare office of Tampere. The aim was to produce information for Kela about how to improve client guidance and co-operation.
The thesis was qualitative in nature. The data were collected through semi-structural theme interviews and analyzed using content analysis. The results revealed that the respondents were worried about that the clients in need of social work are not recognized in Kela. Checking clients’ bank account statements and getting carefully acquainted with clients’ situation were mentioned as a way to indentify clients.
Most of the respondents agreed that the client guidance works well, but it still needs development. Respondents hoped for more communication tools so that the co-operation and interaction between the social welfare office and Kela could be more effective and employees could get more information of their mutual clients. There were also development suggestions concerning the processing and granting of basic social assistance.
Based on the results of this thesis it would be important to increase co-operation between Kela and the social welfare office in Tampere. Kela should attach more knowledge about social work into their working policies so that they could properly recognize clients in need of social work
Detection of amorphous-amorphous phase separation in small molecular co-amorphous mixtures with SEM-EDS

chemistry has enabled the production of very potent drugs that might
otherwise suffer from poor solubility and low oral bioavailability.
One approach to increase solubility is to make the drug amorphous,
which leads to problems associated with drug stability. To improve
stability, one option is to molecularly disperse the drug in a matrix.
However, the primary reason for the failed stabilization with this
approach is phase separation, which has been carefully studied in
polymeric systems. Nevertheless, the amorphous–amorphous phase
separation in coamorphous small molecule mixtures has not yet been
reported. The goal of the present study was to experimentally detect
the amorphous–amorphous phase separation between two small
molecules. A modified <i>in silico</i> method for predicting
miscibility by the Flory–Huggins interaction parameter is presented,
where conformational variations of the studied molecules were taken
into account. A series of drug–drug mixtures, with different
mixture ratios, were analyzed by conventional differential scanning
calorimetry (DSC<sub>conv</sub>) to detect possible amorphous–amorphous
phase separations. The phase separation of coamorphous drug–drug
mixtures was also monitored by temperature modulated DSC (MDSC) and
Fourier transform infrared (FT-IR) imaging at temperatures above <i>T</i><sub>g</sub> for prolonged time periods. Amorphous–amorphous
phase separation was not detected with DSC<sub>conv</sub>, probably
due to the slow kinetics of phase separation. However, the melting
of the separated and subsequently crystallized phases was detected
by MDSC. Furthermore, FT-IR imaging was able to detect the separation
of the two amorphous phases, which demonstrates the ability of this
method to detect small molecule phase separations
