Biopolitics and Temporality in Arendt and Foucault
The article demonstrates that Hannah Arendt's examination of modern temporality strongly intersects with Michel Foucault's diagnosis of modern biopolitics. Both observe three key features of biopolitical modernity: the political zoefication of life, a technocratic understanding of politics, and processual temporality which link the project of modernity to the project of 20th-century totalitarianism. Arendt, however, also offers an alternative, nonbiopolitical understanding of politics, life, and time captured in the concept of natality. Built into the concept of natality is the ‘weakly’ messianic temporal structure of the interval as opposed to processual temporality
Der Ruf nach nationaler Souveränität in Zeiten europäischer Krisen und der politischen Zeitenwende
The recent periods of multiple crises go hand in hand with calls for
more national sovereignty. Drawing on data provided by the Manifesto Project,
this contribution seeks to study empirically how widespread the wish to ‘take back
control’ is reflected through political parties all over Europe. We show that although
‘sovereignist’ issues across EU member states were not among the political top
priorities in the past, parties’ issue emphasis has increased in the shadow of the last
decade’s multiple crises. On top of that, we argue that sovereignist aspirations have
the potential to further increase alongside upcoming international challenges. In
particular, events such as the Russian-Ukrainian war and the declared Zeitenwende
may raise calls for more national sovereignty.Die jüngsten Krisenzeiten gehen Hand in Hand mit dem Ruf
nach mehr nationaler Souveränität. Auf der Grundlage von Daten des ManifestoProjekts soll in diesem Beitrag empirisch untersucht werden, wie weit verbreitet
der Wunsch nach mehr nationalstaatlicher Kontrolle seitens der politischen Parteien
in ganz Europa ist. Es wird gezeigt, dass Souveränitäts-bezogene Themen in den
EU-Mitgliedsstaaten in der Vergangenheit zwar nicht zu den politischen Prioritäten
gehörten, dass die Parteien jedoch im Schatten der zahlreichen Krisen des letzten
Jahrzehnts zunehmend Gewicht auf diese Themen legen. Darüber hinaus wird argumentiert, dass Bestrebungen hin zu mehr Souveränität das Potenzial haben, mit
den kommenden internationalen Herausforderungen weiter anzusteigen. Insbesondere Ereignisse wie der russisch-ukrainische Krieg und die erklärte Zeitenwende
könnten den Ruf nach mehr nationaler Souveränität weiter verstärken
Who holds the union together? Citizens’ preferences for European Union cohesion in challenging times
Although polarisation risks breaking up the European family, such conflicts paired with transnational challenges can also raise awareness of the need for more European Union (EU) cohesion. In order to approach the hitherto underspecified concept, this article connects the recent literature on social cohesion with research on various facets of public EU support – integration preferences, identity, voting behaviour, and solidarity. Building on survey data from 10 EU countries taken at the end of 2020, a latent class analysis identifies two distinct groups of preferences for EU cohesion: its friends and its foes. EU cohesion can be achieved by highlighting personal advantages of European integration and by stressing joint approaches to crises, civic education, and democratic processes
Between sustainability commitments and anticipated market requirements: Exploring the resilience of the techno-economic innovation paradigm in the midstream of construction research
This article studies ways of dealing with the tension between a commitment to sustainable and responsible research and anticipated market requirements in the midstream of a research process in architecture and construction. Using a slightly modified version of Socio-Technical Integration Research (STIR), we explored the chances of questioning the primacy of the techno-economic innovation paradigm by deliberately provoking reflections through STIR interactions. Our research underlines the difficulties and limitations of challenging an orientation towards values of efficiency and productivity in favour of social and environmental values in the midstream of the research process and examines how the techno-economic innovation paradigm is able to insulate itself against critical questioning. It sheds light at the critical role of the underlying assumption that marketability of prospective outcomes is not one objective amongst others but the precondition for all others and at two argumentative patterns we termed the "lack-of-agency" and the "reconciliation-after-all" pattern

Im Kampf um Bedeutung: Diskurstheorie und Diskursanalyse in der Interpretativen Policy Analyse
Während Diskurs in der deutschen Politikwissenschaft noch immer ein vergleichsweise randständiges Konzept darstellt, hat sich in der internationalen Politikwissenschaft seit Beginn der 1990er Jahre ein Forschungsfeld entwickelt, in dem Diskursanalyse und Diskurstheorie zentral sind: die Interpretative Policy Analyse (IPA). Die IPA versteht Politik wesentlich als Kampf um Bedeutung (struggle over meaning). Der Artikel gibt einen strukturierten Überblick über verschiedene Stränge und Theorierichtungen der interpretativen Policy Analyse. Diese werden anhand von zwei Aspekten unterschieden: zum einen im Anschluss an Wagenaar anhand der jeweils zugrunde liegenden »Bedeutung von Bedeutung« (hermeneutische, diskursive und dialogische Bedeutung) und zum anderen anhand ihres jeweils praktizierten Zeitmodus (Momentaufnahme oder Verfolgung eines zeitlichen Geschehens). Der Artikel argumentiert, dass eine interpretative Politikwissenschaft, die beide Aspekte des genannten Politikverständnisses ernst nimmt (meaning und struggle), sich nicht auf die Analyse von Texten in einem gegebenen Moment beschränken kann, sondern Diskurse als konflikthaftes Geschehen in der Zeit verfolgen muss

Wie verändern sich gesellschaftliche Praktiken und die Chancen demokratischer Technikgestaltung, wenn neben Bürger*innen und Öffentlichkeit auch Roboter, Algorithmen, Simulationen oder selbstlernende Systeme einbezogen und als Beteiligte ernstgenommen werden? Die Beiträger*innen des Bandes untersuchen die Neukonfiguration von Verantwortung und Kontrolle, Wissen, Beteiligungsansprüchen und Kooperationsmöglichkeiten im Umgang mit intelligenten Systemen wie smart grids, Servicerobotern, Routenplanern, Finanzmarktalgorithmen und anderen soziodigitalen Arrangements. Aufgezeigt wird, wie die digitalen »Neulinge« dazu beitragen, die Gestaltungsmöglichkeiten für Demokratie, Inklusion und Nachhaltigkeit zu verändern und Macht- und Kraftverhältnisse zu verschieben
Embryonen im sozialen Kontext? Die Rolle von geschlechtersensitiven Argumenten und von Frauen als Akteurinnen in der Bioethikdebatte in Deutschland
'In den Jahren 2000/2001 wurde in Deutschland eine außerordentlich intensive öffentliche Debatte geführt, in deren Zentrum Präimplantationsdiagnostik, embryonale Stammzellforschung und das geltende Embryonenschutzgesetz standen. Der vorliegende Beitrag untersucht, inwieweit Frauen aktiv an dieser Debatte partizipiert haben und inwieweit die ethischen, rechtlichen und sozialen Implikationen der neuen Biomedizin aus einer geschlechtersensitiven Perspektive problematisiert wurden, d.h. inwieweit ein 'engendering' der Bioethikdebatte stattgefunden hat. Der Beitrag kommt zu dem Schluss, dass ein hoher Frauenanteil unter den AkteurInnen sich zwar als förderlich, jedoch nicht als hinreichend für den Prozess des 'engendering' erwiesen hat. Von großer Bedeutung war darüber hinaus das 'framing' der zur Debatte stehenden Probleme: Die Durchsetzung eines technikzentrierten 'frames' ging tendenziell mit einem Prozess des 'dis-engendering' einher.' (Autorenreferat)'The years 2000 and 2001 in Germany were marked by an extremely intense public debate, which focused on pre-implantation genetic diagnosis, embryonic stem cell research and the Federal Embryo Protection Act. The paper investigates the extent of women's active participation in the debate as well as the extent to which the ethical, legal and social aspects of the new biomedicine were discussed from a gender-sensitive perspective, i.e. to what extent an engendering of the debate took place. The paper concludes that although high participation of women contributed to the process of engendering, it was not sufficient. Moreover, the framing of the problems discussed played an important role: the dominance of a technology-centred frame tended to go hand in hand with a process of dis-engendering.' (author's abstract
