Habits of Housing Policy: The Role of Historical Decision-Making Tendencies in Shaping Contemporary Philadelphia Policy

This thesis assesses the extent to which historic decision-making tendencies influence contemporary Philadelphia policy. Philadelphia has a distinctive stock of rowhouses built throughout the nineteenth and twentieth centuries which today provides more housing units than are needed by the population. The excess housing stock means that Philadelphia could invest in reuse rather than new construction to meet demand for affordable rental housing, a path which avoids demolition and displacement in communities which have faced disinvestment in the past. However, current Philadelphia policy appears to favor new construction of housing. Using primary and secondary sources, this thesis examines patterns in past housing policy to identify recurring assumptions among policy-makers. It then uses interviews with housing professionals to identify case-study policies that influence real estate development: The Ten Year Tax Abatement, zoning, and support for property maintenance. Finally, it analyzes contemporary decision-maker statements to see whether the recurring assumptions shape their thinking about these policies. The analysis shows that assumptions do help explain why some of these policies are in their current form and why changing policy to support housing reuse has not occurred. However, the analysis also confirms that concrete factors like lack of funding also play a role in constraining change. This thesis is not an exhaustive overview of Philadelphia housing history or contemporary policy, and more research is needed to analyze how history impacts other Philadelphia policy areas or other cities

Disciplining anthropological demography

This study furthers the epistemological development of anthropological demography, and its role in understanding the demography of Europe. Firstly we situate anthropological demography against the context of an evolving world of research in which boundaries between academic disciplines have become much more permeable. This is achieved via an overview of recent theoretical debates about the role and nature of disciplinarity, including interdisciplinarity, multidisciplinarity and transdisciplinarity. Secondly, in order to understand the current state of the art, we sketch out the evolution of anthropological demography, paying particular attention to the different knowledge claims of anthropology and demography. Building an Empathetic Society: The Hidden Curriculum of Art

Previous research on the benefits of art classes beyond being a creative outlet show that art classes can be a good place for students to practice being a better citizen. However, in the research there is a lack of the student view on completing a socially engaged art (SEA) project and what they learned from it. The purpose of my research was to understand student perception of socially engaged art, as well as to explore the skills learned from art that can help students be socially active in their communities. More specifically, this research shows that art classes teach skills that are beneficial to students in helping them become better citizens and connect with their community. A mixed methods approach was used in order to have a well-rounded understanding of the students’ views on art classes and completing the SEA project. Post project interviews with students show that many students were not aware of the potential for art to be a voice for their opinions, and that they were considering how to continue to use their art to speak out for what they believe in. Students also enjoyed participating in an activity that was purposeful, and many felt that completing the SEA project made them practice real life skills. This evidence suggests that implementing SEA projects in the art curriculum allows students a chance to practice being a democratic citizen

However, in the research there is a lack of the student view on completing a socially engaged art project and what they learned from it. The purpose of my research was to understand student perception of socially engaged art, as well as the skills learned from art that can help students be socially active in their communities. This included class observations of the three participating classes every day for two and half weeks, survey data before the project, and interviews with twenty-one students and the two teachers. Interviews with those students show that many students were not aware of the potential for art to be a voice for their opinions, and that they were considering how to continue to use their art to speak out for what they believe in. Students also enjoyed doing something that felt like it had a purpose, and many felt that completing the SEA project made them practice real life skills.
