    Role clarification for local institutions:a missing link in multi-level adaptation planning? Insights from a multiple case study in Botswana

    The meaningful engagement of community-based actors in climate change adaptation planning is crucial for effective plans, but achieving it is an ongoing challenge, even with participatory methods. In this paper we explore very different approach, using shared-values crystallization as a pre-process to standard vulnerability risk assessments (VRAs), which recently reported significant impacts on plans produced. We posit this could be due to learning via changed local perceptions of roles, and we use multiple-case study work with five Village Development Committees (VDCs) in North East District, Botswana, and examine VRA outputs, and pre- and post-VRA interview transcripts, for evidence. Findings indicate that VDC members who took part in the shared-values pre-process significantly clarified and prioritized their general roles, and subsequently engaged more deeply in the planning process, taking more responsibility and ownership for the final adaptation plans. They related climate risks to their local lived-realities better, producing quality action plans, funding innovations and mainstreaming of adaptation into wider local plans, alongside an eagerness to present ideas to higher-governance levels. These findings suggest the shared-values pre-process could be immediately valuable for multilevel adaptation planning practices, and that the concept of role clarification deserves more specific consideration in academic studies on participation.</p

    Developing multiscale and integrative nature–people scenarios using the Nature Futures Framework

    1. Scientists have repeatedly argued that transformative, multiscale global scenarios are needed as tools in the quest to halt the decline of biodiversity and achieve sustainability goals. 2. As a first step towards achieving this, the researchers who participated in the scenarios and models expert group of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) entered into an iterative, participatory process that led to the development of the Nature Futures Framework (NFF). 3. The NFF is a heuristic tool that captures diverse, positive relationships of humans with nature in the form of a triangle. It can be used both as a boundary object for continuously opening up more plural perspectives in the creation of desirable nature scenarios and as an actionable framework for developing consistent nature scenarios across multiple scales. 4. Here we describe the methods employed to develop the NFF and how it fits into a longer term process to create transformative, multiscale scenarios for nature. We argue that the contribution of the NFF is twofold: (a) its ability to hold a plurality of perspectives on what is desirable, which enables the development of joint goals and visions and recognizes the possible convergence and synergies of measures to achieve these visions and (b), its multiscale functionality for elaborating scenarios and models that can inform decision-making at relevant levels, making it applicable across specific places and perspectives on nature. 5. If humanity is to achieve its goal of a more sustainable and prosperous future rooted in a flourishing nature, it is critical to open up a space for more plural per- spectives of human–nature relationships. As the global community sets out to de- velop new goals for biodiversity, the NFF can be used as a navigation tool helping to make diverse, desirable futures possible

    Introduction: exploring and explaining the Asia-Pacific Partnership on Clean Development and Climate

    This introduction lays the groundwork for this Special Issue by providing an overview of the Asia-Pacific Partnership on Clean Development and Climate (APP), and by introducing three main analytical themes. The first theme concerns the emergence and continuation of the APP. The contributions show that the emergence of the APP can be attributed to international factors, including the United States' rejection of the Kyoto Protocol, and its search for an alternative arena for global climate governance, and other countries' wish to maintain good relations with the US; as well as domestic factors, such as the presence of bureaucratic actors in favour of the Partnership, alignment with domestic priorities, and the potential for reaping economic benefits through participation. The second theme examines the nature of the Partnership, concluding that it falls on the very soft side of the hard-soft law continuum and that while being branded as a public-private partnership, governments remain in charge. Under the third theme, the influence which the APP exerts on the post-2012 United Nations (UN) climate change negotiations is scrutinised. The contributions show that at the very least, the APP is exerting some cognitive influence on the UN discussions through its promotion of a sectoral approach.     Bringing the Nature Futures Framework to life: creating a set of illustrative narratives of nature futures

    To halt further destruction of the biosphere, most people and societies around the globe need to transform their relationships with nature. The internationally agreed vision under the Convention of Biological Diversity—Living in harmony with nature—is that “By 2050, biodiversity is valued, conserved, restored and wisely used, maintaining ecosystem services, sustaining a healthy planet and delivering benefts essential for all people”. In this context, there are a variety of debates between alternative perspectives on how to achieve this vision. Yet, scenarios and models that are able to explore these debates in the context of “living in harmony with nature” have not been widely developed. To address this gap, the Nature Futures Framework has been developed to catalyse the development of new scenarios and models that embrace a plurality of perspectives on desirable futures for nature and people. In this paper, members of the IPBES task force on scenarios and models provide an example of how the Nature Futures Framework can be implemented for the development of illustrative narratives representing a diversity of desirable nature futures: information that can be used to assess and develop scenarios and models whilst acknowledging the underpinning value perspectives on nature. Here, the term illustrative refects the multiple ways in which desired nature futures can be captured by these narratives. In addition, to explore the interdependence between narratives, and therefore their potential to be translated into scenarios and models, the six narratives developed here were assessed around three areas of the transformative change debate, specifcally, (1) land sparing vs. land sharing, (2) Half Earth vs. Whole Earth conservation, and (3) green growth vs. post-growth economic development. The paper concludes with an assessment of how the Nature Futures Framework could be used to assist in developing and articulating transformative pathways towards desirable nature futures

    The influence of the Regional Coordinating Unit of the Abidjan Convention : implementing multilateral environmental agreements to prevent shipping pollution in West and Central Africa

    The Regional Coordinating Unit of the Convention for Co-operation in the Protection and Development of the Marine and Coastal Environment for West and Central Africa (the Abidjan Convention) has under its wings several multilateral environmental agreements including those addressing shipping pollution. Shipping, potentially, has negative impacts on marine fauna and flora and air quality, with implications for public health. The Regional Coordinating Unit seeks to strengthen implementation of the Abidjan Convention by party-states through co-operation with state actors using various pathways based on its internal resources and competencies but the Unit is also starting to explore engagement with potential non-state actors. The ability of the Unit to exert influence on implementation is constrained by domestic politico-administrative institutions. This paper seeks to understand the influence of the Regional Coordinating Unit on the implementation of the Abidjan Convention in the field of shipping pollution. It uses three theoretical perspectives for the analysis: the influence of international environmental bureaucracies, domestic regulatory-politics and transnational governance. The paper shows how these theories are complementary because the influence of international bureaucracies such as the Regional Coordinating Unit cannot be adequately understood through factors internal to their organisation alone but needs to be analysed in relation also to external factors, both domestic politico-institutional ones in states that international bureaucracies work with, and the role of relevant non-state actors in the implementation of multilateral environmental agreements. It is concluded that, although influence cannot be measured directly, it is likely that Regional Coordinating Unit’s influence through its autonomy-centred efforts are quiet strong but negatively constrained by the traditional state-centric responsibility for implementation of international legal instruments where domestic regulatory-politics lack sufficient political will and support from and engagement with non-state actors.</p

    Agency dynamics of International Environmental Agreements : actors, contexts, and drivers

    The structural elements of global environmental governance are notoriously difficult to change and align with the needs of a rapidly deteriorating earth system. This, however, only increases the need to focus on the role of agency in this context. This paper does so by taking stock of what we know about agency in relation to International Environmental Agreements (IEAs) and suggests directions for future research. We contribute a conceptual framework to enable the mapping of research on agency related to IEAs and advance more systematic study of agency in this context. The framework differentiates between the negotiation of IEAs, their implementation and outcomes, and includes agency-related and context-related drivers of agency in these processes. We subsequently review articles published between 2003 and 2020 in the journal International Environmental Agreements (as one of the few journals exclusively focusing on IEAs) dealing with actors’ agency and analyse how these articles address agency in the context of IEAs. We conclude firstly by identifying avenues for how further research can fill important gaps, including a need for increased transparency on the methods and theories used in articles, and more comparative research particularly on agency dynamics in implementation; and secondly by highlighting important pointers for policy-makers including the need to re-evaluate the role of national sovereignty and address the forces that counteract equality and justice. Key lessons include the need to improve global south countries' capacity to influence IEA negotiations (input legitimacy), the central role of public and peer pressure on countries to implement commitments, the impact of multilevel governance dynamics and the importance of ensuring that IEAs benefit local communities (output legitimacy)

    The Strategizing of Policy Entrepreneurs towards the Global Alliance for Climate-Smart Agriculture

    Global collaborations across level, domain, and sector boundaries are on the rise. This article analyses policy entrepreneurship for the establishment of the Global Alliance for Climate-Smart Agriculture (GACSA), a global multi-actor collaboration to address climate change and foster food security and development. We explore policy entrepreneurship as a process embedded within specific contexts. To that end we focus on the strategizing process, consisting of conditions, activities, and implications. Through a congruence case study based on interviews, documents, survey, and observation we find that: (1) accommodating a varied global community requires flexibility and adaptability from entrepreneurs towards a dynamic and changing environment; (2) the variety of actors constituting GACSA compromises vigour of the collaboration, and confuses the meaning of CSA; (3) whereas collective entrepreneurship is often depicted as joint operation of multiple actors, it might also be characterized by conflicting activities and/or successive involvement; (4) policy entrepreneurship is useful to establish collaborations, but its role is temporary. Entrepreneurs must therefore be sensitive to their potential obsoleteness and withdraw at the right moment. Our results show that policy entrepreneurship is a useful lens to study global policy processes, while providing guidelines to inspire and support practitioners to engage with global policy processes

    Information for climate finance accountability regimes : Proposed framework and case study of the Green Climate Fund

    This paper addresses the role performance information plays in the accountability regimes of international climate change financing institutions and how this can be improved. It has been argued that the quality of the performance information of projects financed by public and private sources, as well as how that information is used, influences decisions made by the various actors in the accountability regimes, including the ability to hold actors to account. A theory-based framework is developed to analyze and enable the improvement of the information produced and used in climate finance accountability regimes. The framework is tested by applying it to the Green Climate Fund via document analysis and key informant interviews. With the help of the framework, gaps are identified, and improvements are suggested so that account holders and account givers can better fulfill their respective roles in the given accountability regime
