Interkulturelle Kompetenz

Interkulturelle Kompetenz ist als Berufsqualifikation in aller Munde, gleichzeitig ist der Bedeutungsgehalt des Begriffspaars teils diffus und sind die damit verbundenen theoretischen Konzepte umstritten. Die vorliegende Diplomarbeit stellt der interkulturellen Kompetenzforschung und deren Ansätze eine Auswahl an kultur- und sozialanthropologischen Perspektiven kritisch gegenüber. Der Bogen spannt sich von der Auseinandersetzung mit interkultureller Kompetenz zum Zwecke der wirtschaftlichen Effizienzsteigerung, wobei Kultur als Ware gewinnbringend vermarktet wird, bis hin zu jenem Perspektivenwechsel, der nicht die kulturellen Unterschiede sondern Gemeinsamkeiten der AkteurInnen zum zentralen Thema macht. Konfrontiert mit dem gleichzeitigen Hier und Dort von transnational workers in einer Welt in Bewegung und der Frage nach der Bedeutung von kosmopolitischen Orientierungen für die interkulturellen Kompetenzansätze versucht die Arbeit Herausforderungen und Chancen für den „kompetenten“ Umgang mit Unterschieden in der global ecumene aufzuzeigen

Global Player EU? Eine ideologiekritische Metaphernanalyse

Die EU wäre gerne ein "global player", der auf dem Spielfeld von Weltwirtschaft und Weltpolitik den großen Jungs den Ball abnimmt. In Politik und Medien wollen die meisten die EU als globalen Spieler sehen, und zwar unabhängig von ihrer parteipolitischen und weltanschaulichen Positionierung. Doch was bedeutet diese Metapher? Welche Assoziationen weckt sie und welche Annahmen liegen ihr zugrunde? In ihrer gesellschaftstheoretisch fundierten und multidisziplinären Analyse dechiffriert die Autorin den "global player" als Verkörperung neoliberaler Sachzwanglogik und hegemonialer Männlichkeit und macht "neue" neoliberale Mechanismen von Inklusion und Exklusion (migrantischer) Anderer sichtbar. EUropa-Metaphern im medialen Diskurs

Die vorliegende Arbeit setzt sich anhand einer empirischen Untersuchung von Metaphern der EU/ Europas in einem ausgewählten Printmediendiskurs mit dem ideologiekritischen Potenzial von Metaphernanalysen auseinander. Anhand unterschiedlicher theoretischer Zugänge zur Metapher (feministische Politikwissenschaft, philosophiegeschichtlich-hermeneutische Perspektive und kognitivistische Linguistik) werden die besondere Wirksamkeit und die „Funktionen“ von Metaphern im politischen Diskurs und Denken herauskristallisiert und schließlich eine gesellschaftstheoretische und ideologietheoretische Einbettung der Metapher vorgenommen. Vor dem Hintergrund dieser theoretischen Überlegungen wird eine empirische Analyse von Metaphern der EU/ Europas aus einem ausgewählten österreichischen Printmediendiskurs durchgeführt. Herangezogen wird dazu der mediale Diskurs um den EU-Beitritt der Türkei, in welchem aufgrund der historisch bedingten, starken Komponente der Abgrenzung Europas gegenüber dem Osten „das europäische Eigene“ besonders prägnant erscheint. Die empirische Analyse orientiert sich an folgenden Fragenkomplexen: Wie bilden sich Metaphern der transnationalen EU in Relation zu (Einheits)Metaphern des Nationalstaats ab, gibt es über die Einheitslogik hinausgehende Metaphern, wie sind sie vergeschlechtlicht, welche (ökonomischen, politischen) metaphorischen Logiken kommen darin zum Ausdruck, und welche Inklusions- und Exklusionsmechanismen zeichnen sich durch die Metaphern ab? In der methodischen Herangehensweise werden tools aus qualitativer Textanalyse, Kritischer Diskursanalyse sowie kognitivistischer Metaphernanalyse kombiniert. Ähnlich den Ergebnissen thematisch verwandter empirischer Untersuchungen finden sich – meist abhängig von der jeweils verfolgten Argumentationsstrategie und Positionierung – Metaphern um Haus/ Gebäude, Verkehr/ Reise, (Christen)Klub/ Verein, den Clash of Civilisations, Sport (Fußball), Fitness, Unternehmen und Familie u.a.m. Darüber hinaus kristallisiert sich in fast allen untersuchten Printmedien als zentrale, an neuralgischen Punkten der Argumentation, positions- und tendenziell weltanschauungsübergreifende Metapher dessen, was EUropa sein bzw. werden soll, diejenige des global player (oder keyplayer, topplayer, Mitspieler u.ä.) heraus, wobei als zentraler Maßstab der Beitrag der Türkei zur globalen Wettbewerbsfähigkeit Europas fungiert. Schließlich wird die Metapher des global player vertiefend analysiert und als Verkörperung neoliberaler Sachzwanglogik und als Trägerfigur hegemonialer Männlichkeit interpretiert, die bestimmte Inklusions- und Exklusionsmechanismen beinhaltet

Geschlecht und Religion im Diskurs um den EU-Beitritt der Türkei: eine vergleichende Perspektive auf Frankreich und Österreich

'Der Artikel geht der Frage nach, wie Geschlecht und Religion/ Säkularität im Diskurs um den EU-Beitritt der Türkei in französischen und österreichischen Printmedien verknüpft sind und fokussiert auf die Ergebnisse einer vergleichenden empirischen Untersuchung des Mediendiskurses in Österreich und Frankreich. In den Blick genommen werden spezifische Darstellungen des Anderen und des Eigenen, die geschlechtsspezifisch und religiös konnotiert sind. Dabei zeichnen sich sowohl kontrastierende nationale Narrative als auch länderübergreifende Topoi ab: In Frankreich sind die untersuchten Darstellungsweisen der Türkei und die Beitrittsdebatten etwa an universalistische Vorstellungen einer mission civilisatrice gekoppelt, in Österreich hingegen kommen diverse Bedrohungsszenarien zum Tragen, in denen historische Konfliktlinien reaktiviert werden. Als länderübergreifende Strategien der Alteritätskonstruktion kristallisieren sich orientalistische Momente heraus, als deren Aufhänger etwa der Topos von Sein und Schein und der Topos der Öffnung der Türkei dienen.' (Autorenreferat)'This article, based on the results of a comparative empirical media analysis in Austria and France, focuses on the conjunctions of gender and religion/ secularity in the discourse on Turkeys accession to the EU. Particular emphasis is put on specific constructions of the own and the other, and on gender-specific and religious connotations. Thereby, contrasting national narratives as well as cross-national topoi can be depicted. Thus, in France, the constructions of Turkey and the debates on its accession to the EU are often connected with universalist conceptions of a mission civilisatrice, whereas in Austria specific scenarios of threat are crucial, in which historical cleavages are reactivated. With regard to cross-national strategies of othering and alterity construction, diverse moments of orientalism become apparent among which the topos of reality and appearance and the topos of opening Turkey are examined in this article.' What Parliamentary Rhetoric Tells Us About Changing Democratic Culture: Antisemitism in Austrian Parliamentary Debate as a Threat to Democracy

The article aims to tease out the relationship between, on the one hand, changing rhetorical strategies for dealing with ‘post-war-tabooed’ antisemitism in the Austrian parliament and, on the other, shifts in democratic culture – that is, the expression of democratic equality in the publicly sayable. Starting from the theoretical assumptions that parliament symbolises democracy tout court and that parliamentarism is a ‘rhetorical condition of democracy’ (Kari Palonen), we seek to explore the nexus between parliamentary rhetoric and democracy in depth. We do so, first, by identifying the successive postwar rhetorical strategies for dealing with antisemitism in their (historical) political context and, second, by delineating how those strategies mark shifting boundaries of the sayable in relation to antisemitism in Austrian postwar parliamentary rhetoric. Third, we show how those strategies and shifts signify transformations of Austrian democratic culture and democracy and that this process has a gendered dimension. PREPARAÇÃO PARA RESILIÊNCIA EM TEMPESTADES SEVERAS, EXPERIÊNCIAS EM MARECHAL CÂNDIDO RONDON

Este trabalho provém das atividades do Grupo de Estudos de Desastres Naturais e Socioambientais (GEDENS) e do Laboratório de Ensino de Leitura e Escrita Acadêmica (LABELEA). Após um desastre causado por um tornado ocorrido em Marechal Cândido Rondon, o qual deixou o município em estado de calamidade, houve a necessidade de abordagem do tema. Neste evento climático, foi verificado que parte da população rondonense desconhecia informações a respeito da atuação de tornados e de medidas de proteção. A motivação do trabalho foi disseminar informações para preservação da vida e minimização de impactos, aliando pesquisa e extensão para gerar e difundir informações a respeito dos riscos e da redução de desastres em tempestades severas. O trabalho foi realizado de forma interdisciplinar e em rede, inserindo instituições públicas e privadas, institutos, centros de pesquisa e fundações cooperadas. Teve como público-alvo: população municipal e professores do Ensino Fundamental e Médio. O trabalho foi fundamentado em casos de desastres, prevenção e adaptações de gênero e resultou na confecção de folder e vídeo distribuídos e compartilhados aos líderes de instituições, emissoras de rádio e televisão. Os referidos materiais foram divulgados por meio de palestras, entrevistas, cursos de capacitação e exposição

Integration als kommunales Politikfeld: Entstehungsbedingungen, Problemlagen und Modelle

'Der Artikel versucht, Integration als kommunales Politikfeld näher zu beleuchten und dessen mögliche zukünftige Bedeutung zu skizzieren. Ausgehend von einem Verständnis von Integration als zweiseitigem Prozess wird vor allem auf Leistungen der Aufnahmegesellschaft fokussiert, die eine notwendige Voraussetzung für die (aktive) Integration der Zugewanderten sind. Daher wird gefragt, wie Kommunen gestalterisch tätig werden, um den Zielen Chancengleichheit, rechtliche Gleichstellung und kulturelle Vielfalt näher zu kommen. Dazu werden Einschätzungen von politisch-administrativen EntscheidungsträgerInnen zum Thema Integration in niederösterreichischen Gemeinden, deren Problemsicht und Unterstützungsbedürfnisse sowie kommunale Konzepte und Maßnahmen herangezogen, die in kommunalen Integrationsleitbildern erarbeitet wurden. Auch die Wahrnehmung von Zugewanderten ist Gegenstand des Beitrags. Basierend auf diesen Daten und den Erfahrungen aus der Leitbildentwicklung werden ausgewählte Aspekte des Entstehungsprozesses und der Entstehungsbedingungen des kommunalen Politikfelds Integration diskutiert.' (Autorenreferat)'The article deals with the policy field of integration at community level and attempts to highlight ramifications for future developments in communities and cities. Integration is understood as a two-way-process, but the focus is placed on the efforts of the receiving society, which represents a necessary precondition for an (active) integration of immigrants. Therefore, strategies undertaken by communities or municipalities to achieve equal opportunity, equality under law and an understanding of cultural diversity are presented. The analysis is based on concepts as well as measures developed in the context of the process of drafting guidelines for integration in communities and municipalities in Lower Austria. The survey addressed relevant policy makers and asked for their assessment of: the current status quo conditions of integration, an identification of challenges as well as needs for support at community level. For the development of integration policy also the perceptions of the majority population about immigrants are important. Referring to the analysed data and experiences that were gained during the process of developing integration guidelines, the authors also discuss some aspects of the processes and preconditions of integration policy development at community level.' TEMPESTADES SEVERAS E MUDANÇAS NAS PAISAGENS

Tempestades avançam pelo estado do Paraná frequentemente e de forma imprevisível, detendo papel fundamental nas transformações do ambiente e na vida dos seus residentes. Sendo assim, esta descrição busca identificar as características de uma tempestade severa que ocorreu no município de Marechal Cândido Rondon em 19 de novembro de 2015 através das modificações da paisagem. Estes eventos se mostram como um “teste de sobrevivência” e na natureza, essas catástrofes detêm papéis fundamentais de potencializar os efeitos da seleção natural e também da própria natureza em buscar o seu equilíbrio. Tais eventos são os que promovem as modificações mais rápidas na paisagem. Os reflexos destes são de evolução à natureza e de ponto de dificuldade ao ser humano

CHARACTERIZATION OF THE DESTRUCTIVE STRENGTH OF A MULTIPLE VORTEX TORNADO IN MARECHAL CÂNDIDO RONDON AND FOUR BRIDGES - PR

O Estado do Paraná pertence ao corredor de tornados do Brasil. Neste sentido, é imprescindível organizar a sociedade para que as cidades possam se tornar mais resilientes quanto à atuação de tais eventos. Esta pesquisa apresenta uma análise dos níveis de destruição deixados pelo evento atmosférico tornádico ocorrido em 19 de novembro de 2015, nas cidades de Marechal Cândido Rondon e Quatro Pontes - PR. O trabalho teve como objetivo principal a catalogação e a espacialização do tipo e do nível de destruição utilizando como parâmetro a escala Fujita melhora. A coleta dos dados contou com a realização de 402 questionários, que foram tabulados e permitiram a construção de um mapa de danos, a quantificação e a qualificação de avarias em diferentes construções, bem como a identificação do tipo e da escala de destruição deixada por um tornado múltiplo vórtice. A motivação do trabalho ocorreu diante da necessidade de compreensão da dinâmica destrutiva de um tornado múltiplo vórtice em diferentes estruturas da cidade, com o intuito de propor alternativas de minimização de impactos a partir de uma análise dos danos materiais. Espera-se que esta pesquisa possa contribuir com a defesa civil e a organização dos municípios no que diz respeito ao planejamento e à organização das cidades para ocorrências de situações de eventos naturais adversos.The State of Paraná belongs to the tornado corridor in Brazil. In this sense, it is essential to organize society so that cities can become more resilient to the action of such events. This research presents an analysis of the levels of destruction left by the tornadic atmospheric event that occurred on November 19th, 2015, in the cities of Marechal Cândido Rondon and Quatro Pontes - PR. The main objective of the work was to catalog and spatialize the type and level of destruction using the Fujita scale as a parameter. The data collection included 402 questionnaires, which were tabulated and allowed the construction of a damage map, the quantification and qualification of damage in different constructions, as well as the identification of the type and scale of destruction left by a multiple vortex tornado. The motivation for the work occurred in view of the need to understand the destructive dynamics of a multiple vortex tornado in different structures of the city, in order to propose alternatives for minimizing impacts from an analysis of material damage. It is hoped that this research can contribute to the Civil Defense and the organization of municipalities regarding the planning and organization of cities for occurrences of adverse natural events.Keywords: Tornado; Multiple vortex; Structures; Damage
