Dividing the Indivisible: Procedures for Allocating Cabinet Ministries to Political Parties in a Parliamentary System
Political parties in Northern Ireland recently used a divisor method of apportionment to choose, in sequence, ten cabinet ministries. If the parties have complete information about each others' preferences, we show that it may not be rational for them to act sincerely by choosing their most-preferred ministry that is available. One consequence of acting sophisticatedly is that the resulting allocation may not be Pareto-optimal, making all the parties worse off. Another is nonmonotonicty—choosing earlier may hurt rather than help a party. We introduce a mechanism that combines sequential choices with a structured form of trading that results in sincere choices for two parties. Although there are difficulties in extending this mechanism to more than two parties, other approaches are explored, such as permitting parties to making consecutive choices not prescribed by an apportionment method. Bounds on Expected Black Hole Spins in Inspiraling Binaries
As a first step towards understanding the angular momentum evolution history
of black holes in merging black-hole/neutron-star binaries, we perform
population synthesis calculations to track the distribution of accretion
histories of compact objects in such binaries. We find that there are three
distinct processes which can possibly contribute to the black-hole spin
magnitude: a birth spin for the black hole, imparted at either (i) the collapse
of a massive progenitor star to a black hole or (ii) the accretion-induced
collapse of a neutron star to a black hole; and (iii) an accretion spin-up when
the already formed black hole [via (i) or (ii)] goes through an accretion
episode (through an accretion disk or a common-envelope phase). Our results
show that, with regard to accretion-induced spinup in merging BH-NS binaries
[method (iii) above], only
{\em accretion episodes associated with common-envelope phases and
hypercritical accretion rates} occur in the formation history of merging black
hole/neutron star binaries. Lacking unambiguous experimental information about
BH birth spins [i.e., regarding the results of processes (i) and (ii)], we
choose two fiducial values for the BH birth angular momentum parameter a=J/M^2,
consistent with observations of (i) NS birth spins (a roughly 0) and (ii) X-ray
binaries (a=0.5). Using these two fiducial values and a conservative upper
bound on the specific angular momentum of accreted matter, we discuss the
expected range of black hole spins in the binaries of interest. We conclude
with comments on the significance of these results for ground-based

Ordered structures and jet noise
A series of measurements of near field pressures and turbulent velocity fluctuations were made in a jet having a Reynolds number of about 50,000 in order to investigate more quantitatively the character and behavior of the large scale structures, and to ascertain their importance to the jet noise problem. It was found that the process of interaction between vortices can be inhibited by artificially exciting the shear layers with periodic disturbances of certain frequency. The turbulent fluctuation amplitudes measured at four diameters downstream decreased considerably. Finally, it was observed that the passage frequency of the structures decreased with x in a similar manner as the frequency corresponding to the maximum intensity radiation emanating from the same value of x
Bandwidth in bolometric interferometry
Bolometric Interferometry is a technology currently under development that
will be first dedicated to the detection of B-mode polarization fluctuations in
the Cosmic Microwave Background. A bolometric interferometer will have to take
advantage of the wide spectral detection band of its bolometers in order to be
competitive with imaging experiments. A crucial concern is that interferometers
are presumed to be importantly affected by a spoiling effect known as bandwidth
smearing. In this paper, we investigate how the bandwidth modifies the work
principle of a bolometric interferometer and how it affects its sensitivity to
the CMB angular power spectra. We obtain analytical expressions for the
broadband visibilities measured by broadband heterodyne and bolometric
interferometers. We investigate how the visibilities must be reconstructed in a
broadband bolometric interferometer and show that this critically depends on
hardware properties of the modulation phase shifters. Using an angular power
spectrum estimator accounting for the bandwidth, we finally calculate the
sensitivity of a broadband bolometric interferometer. A numerical simulation
has been performed and confirms the analytical results. We conclude (i) that
broadband bolometric interferometers allow broadband visibilities to be
reconstructed whatever the kind of phase shifters used and (ii) that for
dedicated B-mode bolometric interferometers, the sensitivity loss due to
bandwidth smearing is quite acceptable, even for wideband instruments (a factor
2 loss for a typical 20% bandwidth experiment).Comment: 13 pages, 14 figures, submitted to A&
Thermal alteration of organic matter in recent marine sediments. 1: Pigments
Sediment from Tanner Basin, the outer continental shelf off Southern California, was analyzed for photosynthetic pigments and their derivatives, namely carotenes and chlorins. Samples of the sediment were also exposed to raised temperatures (65, 100, 150 C) for various periods of time (1 week, 1 month, 2 months). Analysis of the heat-treated sediment revealed the presence of alpha-ionene and 2,6-dimethylnapthalene, thermal degradation products of Betacarotente. Chlorins were converted to nickel porphyrins of both DPEP and etio series. Possible mechanisms of these transformations are presented
Agricultural aviation user requirement priorities
The results are given of a research project pertaining to the development of agricultural aviation user requirement priorities. The raw data utilized in the project was obtained from the National Agricultural Aviation Association. A specially configured poll, developed by the Actuarial Research Corporation was used to solicit responses from NAAA members and others. The primary product of the poll is the specification of seriousness as determined by the respondents for some selected agricultural aviation problem areas identified and defined during the course of an intensive analysis by the Actuarial Research Corporation
A Simple Bargaining Mechanism That Elicits Truthful Reservation Prices
We describe a simple 2-stage mechanism that induces two bargainers to be truthful in reporting their reservation prices in a 1st stage. If these prices criss-cross, the referee reports that they overlap, and the bargainers proceed to make offers in a 2nd stage. The average of the 2nd-stage offers becomes the settlement if both offers fall into the overlap interval; if only one offer falls into this interval, it is the settlement, but is implemented with probability 1/2; if neither offer falls into the interval, there is no settlement. Thus, if the bargainers reach the 2nd stage, they know their reservation prices overlap even if they fail to reach a settlement, possibly motivating them to try again.Bargaining; truth-telling mechanisms; probabilistic implementation; incomplete information.
