    Towards A knowledge-Based Economy - Europe and Central Asia - Internet Development and Governance

    The diversity and socio-economic differentiation of the real world prevents the full-scale cultivation of Information and Communication Technologies (ICT) to the benefit of all. Furthermore, the lack of determination and political will in some countries and slowness of responses to new technological opportunities in some others are responsible for the creation of another social divide – a digital one. The above problems were fully acknowledged by the World Summit on the Information Society (WSIS). The Summit called for a joint international effort to overcome the digital divide between and within the United Nations Member States under the Digital Solidarity umbrella. This report was prepared as a follow-up to the Summit and represents a brief review of the status and trends in the area of ICT and Internet development in the UNECE region and provides background information on the state of the art in some relevant ICT subsectors in the Member States. The report focuses on the state of the Internet critical resources and, consequently, on the ICT and Internet penetration across countries and social groups. It also looks into existing Internet governance arrangements and makes some recommendations. The report contains three parts and conclusions. The first part, “Towards a Knowledge-based Economy: Progress Assessment”, highlights the situation in the region with regards to the digital divide, both between and within countries, and national strategies and actions aiming at overcoming barriers to accessing the Internet. The second part, “Internet Development: Current State of Critical Internet Resources in the UNECE Region”, concentrates on reviewing the physical Internet backbone, interconnection and connectivity within the Internet in the UNECE Member States. The third part, “Governing the Evolving Internet in the UNECE Region”, focuses on the issues of Internet Governance in the countries of the region, challenges faced by the countries and participation of key stakeholders in ICT and Internet policy formulation and implementation.     Thin films flowing down inverted substrates: Three dimensional flow

    We study contact line induced instabilities for a thin film of fluid under destabilizing gravitational force in three dimensional setting. In the previous work (Phys. Fluids, {\bf 22}, 052105 (2010)), we considered two dimensional flow, finding formation of surface waves whose properties within the implemented long wave model depend on a single parameter, D=(3Ca)1/3cotαD=(3Ca)^{1/3}\cot\alpha, where CaCa is the capillary number and α\alpha is the inclination angle. In the present work we consider fully 3D setting and discuss the influence of the additional dimension on stability properties of the flow. In particular, we concentrate on the coupling between the surface instability and the transverse (fingering) instabilities of the film front. We furthermore consider these instabilities in the setting where fluid viscosity varies in the transverse direction. It is found that the flow pattern strongly depends on the inclination angle and the viscosity gradient

    Three-dimensional localized coherent structures of surface turbulence. III Experiment and model validation

    The paper continues a series of publications devoted to the 3D nonlinear localized coherent structures on the surface of vertically falling liquid films. The work is primarily focussed on experimental investigations. We study: (i) instabilities and transitions leading to 3D coherent structures; (ii) characteristics of these structures. Some nonstationary effects are also studied numerically. Our experimental results, as well as the results of other investigators, are in a good agreement with our theoretical and numerical predictions.Comment: 42 pages, 15 figure

    Climate Change and Micro, Small and Medium Enterprises

    The effects of climate change are becoming increasingly pronounced and powerful, taking on an alarming scale and imposing enormous economic and human costs on humanity. However, the burden of these costs is unevenly distributed with the poorest and most vulnerable bearing the heaviest toll. Such a situation requires specific and targeted measures, if the humanity seriously intends to meet the goals of International Sustainable Development Strategy. This is an unprecedented challenge to humanity not only because of the size of financial resources needed to be mobilized, but also because of the tension between socio-economic and political short, mid and long-term goals and aims, tension between the needs to ensure a rapid and quantitative economic growth and the needs to reduce mass poverty and social inequality. The article attempts to review policies and measures undertaken by governments and civil society groups to resolve the above tensions by developing integrative adaptation policies and measures, which allow to simultaneously address the problems of environment degradation, natural disaster risks and socio-economic development. It focuses on most vulnerable segments of population: self-employed and employees of micro, small and medium enterprises, both formal and informal. The article highlights prevailing world-wide trends in disaster risk management and risk reduction efforts and tries to identify most innovative and effective programs, which could be adjusted to specific conditions of Russia

    Rotating saddle trap as Foucault's pendulum

    One of the many surprising results found in the mechanics of rotating systems is the stabilization of a particle in a rapidly rotating planar saddle potential. Besides the counterintuitive stabilization, an unexpected precessional motion is observed. In this note we show that this precession is due to a Coriolis-like force caused by the rotation of the potential. To our knowledge this is the first example where such force arises in an inertial reference frame. We also propose an idea of a simple mechanical demonstration of this effect.Comment: 13 pages, 9 figure
