    From logic of competition to conflict: understanding the dynamics of EU-Russia relations

    To understand the gradual worsening of EU–Russia relations in the decade preceding the Ukraine crisis, it is essential to understand the dynamics of their interaction. This article divides EU–Russia relations into three stages on the basis of changing intergroup dynamics: asymmetrical cooperation (1992–2003), pragmatic but increasing competition (2004–2013) and conflict (2013–present). It draws on the concept of ‘attributional bias’ to explain the escalating logic of competition during the second stage. The EU and Russia started to attribute each other negative geopolitical intentions up to the point where these images became so dominant that they interpreted each other’s behaviour almost exclusively in terms of these images, rather than on the basis of their actual behaviour. With the Ukraine crisis, EU–Russia relations changed from competition over institutional arrangements in the neighbourhood and over normative hegemony to conflict over direct control

    Convergence towards a European strategic culture? A constructivist framework for explaining changing norms.

    The article contributes to the debate about the emergence of a European strategic culture to underpin a European Security and Defence Policy. Noting both conceptual and empirical weaknesses in the literature, the article disaggregates the concept of strategic culture and focuses on four types of norms concerning the means and ends for the use of force. The study argues that national strategic cultures are less resistant to change than commonly thought and that they have been subject to three types of learning pressures since 1989: changing threat perceptions, institutional socialization, and mediatized crisis learning. The combined effect of these mechanisms would be a process of convergence with regard to strategic norms prevalent in current EU countries. If the outlined hypotheses can be substantiated by further research the implications for ESDP are positive, especially if the EU acts cautiously in those cases which involve norms that are not yet sufficiently shared across countries

    New Approach for M-Cell-Specific Molecules Screening by Comprehensive Transcriptome Analysis

    A minor population of M cells within the follicle-associated epithelium (FAE) of intestinal Peyer's patches (PPs) serves as a major portal for entry of exogenous antigens. Characterization of the mammalian M cells, including identification of M-cell surface molecules used for bacterial uptake, has been hampered by their relative rarity. In contrast, M cells constitute virtually all of the FAE cells in the avian bursa of Fabricius. We therefore performed comparative gene expression profiling of chicken and murine FAE to identify commonly expressed genes by M cells in both species. The comprehensive transcriptome analysis revealed that 28 genes were commonly up-regulated in FAE from both species. In situ hybridization revealed that annexin A10 (Anxa10) mRNA was scattered in FAE, and co-localized with Ulex europaeus agglutinin-1 binding to M cells. Whole-mount immunostaining also revealed that cellular prion protein (PrPC) was expressed on the luminal side of the apical plasma membrane of M cells, and co-localized with grycoprotein 2 that recognizes only M cells in murine PP. Our findings identify new M-cell-specific molecules through using comprehensive transcriptome analysis. These conserved molecules in M cells of mice and chickens may play essential roles in M-cell function and/or differentiation

    Fit for what?: towards explaining Battlegroup inaction

    The thrust of this paper concerns the case of the European Battlegroup (BG) non-deployment in late 2008, when the United Nations requested European military support for the United Nations Organisation Mission peacekeeping force in the Democratic Republic of the Congo (DRC). The argument is built on the fact that when, in official documents, the EU approaches the European security and ESDP/CSDP's military crisis management policy and interventions, it makes strong references to the United Nations and the UN Charter Chapter VII's mandate of restoring international peace and security. Such references make it seem that supporting the UN when it deals with threats and crises is a primary concern of the EU and the member states. These allusions lead to the main contention of this paper, that there is much ambivalence in these indications. The paper develops its argument from one key hypothesis; namely, that the non-deployment of a European BG in the DRC, at the end of 2008, constitutes a useful case study for detecting a number of ambiguities of the EU in respect of its declarations in the official documents establishing the European military crisis management intervention structure

    USE OF COCONUT BAGASSE AS ALTERNATIVE ADSORBENT FOR SEPARATION OF COPPER (II) IONS FROM AQUEOUS SOLUTIONS: ISOTHERMS, KINETICS, AND THERMODYNAMIC STUDIES

    The use of coconut bagasse as an adsorbent for the treatment of Cu(II) ions from aqueous solutions has been investigated. The adsorbent was characterized by infrared spectroscopy, including zeta potential and pH effects. To assess the possibility of removing Cu(II) from aqueous solutions by this sorbent the effects of contact time, initial metal ion concentration, and temperature were studied at pH 5.5. Kinetic studies showed that the amount adsorbed increased with initial Cu(II) concentration, and the equilibrium was established in 120 min. The kinetic data were analyzed using a pseudo second-order equation. Adsorption equilibrium data were investigated using the Langmiur, Freundlich, D–R, Temkin and Halsey isotherm models. The adsorption of Cu(II) on the coconut bagasse was endothermic (H◦ 86.2 kJ/mol), resulting in an increase in entropy (S◦ 339 J/mol/K) and a decrease in Gibbs free energy (G -16.34 to -22.44 kJ/mol) in the temperature range of 301-313 K. A reduction in adsorption capacity with an increase in heat of adsorption revealed an ion exchange mechanism for Cu(II) adsorption

    The Unintended Consequences of a European Neighbourhood Policy without Russia

    After Russia’s retreat from the European Neighbourhood Policy, the EU’s policy towards its eastern neighbours was split up. The internal unintended consequence of the EU’s choice to leave its policy unaltered was a tension between the objective of privileged relations with ENP countries and a promise to recognise the interests of Russia as an equal partner. Externally, the unintended outcome was that this fostered two opposing strategic environments: a cooperative one for the EaP and a competitive one with Russia. In terms of the management of unintended consequences, the EU has actively sought to reinforce its normative hegemony towards EaP countries, while at the same time mitigating certain negative unintended effects

    N-Glycans and Glycosylphosphatidylinositol-Anchor Act on Polarized Sorting of Mouse PrPC in Madin-Darby Canine Kidney Cells

    The cellular prion protein (PrPC) plays a fundamental role in prion disease. PrPC is a glycosylphosphatidylinositol (GPI)-anchored protein with two variably occupied N-glycosylation sites. In general, GPI-anchor and N-glycosylation direct proteins to apical membranes in polarized cells whereas the majority of mouse PrPC is found in basolateral membranes in polarized Madin-Darby canine kidney (MDCK) cells. In this study we have mutated the first, the second, and both N-glycosylation sites of PrPC and also replaced the GPI-anchor of PrPC by the Thy-1 GPI-anchor in order to investigate the role of these signals in sorting of PrPC in MDCK cells. Cell surface biotinylation experiments and confocal microscopy showed that lack of one N-linked oligosaccharide leads to loss of polarized sorting of PrPC. Exchange of the PrPC GPI-anchor for the one of Thy-1 redirects PrPC to the apical membrane. In conclusion, both N-glycosylation and GPI-anchor act on polarized sorting of PrPC, with the GPI-anchor being dominant over N-glycans
