The uniting of Europe and the foundation of EU studies: revisiting the neofunctionalism of Ernst B. Haas

    Get PDF
This article suggests that the neofunctionalist theoretical legacy left by Ernst B. Haas is somewhat richer and more prescient than many contemporary discussants allow. The article develops an argument for routine and detailed re-reading of the corpus of neofunctionalist work (and that of Haas in particular), not only to disabuse contemporary students and scholars of the normally static and stylized reading that discussion of the theory provokes, but also to suggest that the conceptual repertoire of neofunctionalism is able to speak directly to current EU studies and comparative regionalism. Neofunctionalism is situated in its social scientific context before the theory's supposed erroneous reliance on the concept of 'spillover' is discussed critically. A case is then made for viewing Haas's neofunctionalism as a dynamic theory that not only corresponded to established social scientific norms, but did so in ways that were consistent with disciplinary openness and pluralism

Kondo temperature of magnetic impurities at surfaces

Based on the experimental observation, that only the close vicinity of a magnetic impurity at metal surfaces determines its Kondo behaviour, we introduce a simple model which explains the Kondo temperatures observed for cobalt adatoms at the (111) and (100) surfaces of Cu, Ag, and Au. Excellent agreement between the model and scanning tunneling spectroscopy (STS) experiments is demonstrated. The Kondo temperature is shown to depend on the occupation of the d-level determined by the hybridization between adatom and substrate with a minimum around single occupancy.Comment: 4 pages, 2 figure

Valency of rare earths in RIn3 and RSn3: Ab initio analysis of electric-field gradients

In RIn3 and RSn3 the rare earth (R) is trivalent, except for Eu and Yb, which are divalent. This was experimentally determined in 1977 by perturbed angular correlation measurements of the electric-field gradient on a 111Cd impurity. At that time, the data were interpreted using a point charge model, which is now known to be unphysical and unreliable. This makes the valency determination potentially questionable. We revisit these data, and analyze them using ab initio calculations of the electric-field gradient. From these calculations, the physical mechanism that is responsible for the influence of the valency on the electric-field gradient is derived. A generally applicable scheme to interpret electric-field gradients is used, which in a transparent way correlates the size of the field gradient with chemical properties of the system.Comment: 10 page

A new twist to an old story: HE 0450-2958, and the ULIRG\to (optically bright QSO) transition hypothesis

We report on interferometric imaging of the CO J=1--0 and J=3--2 line emission from the controversial QSO/galaxy pair HE 0450--2958. {\it The detected CO J=1--0 line emission is found associated with the disturbed companion galaxy not the luminous QSO,} and implies Mgal(H2)(12)×1010M\rm M_{gal}(H_2)\sim (1-2)\times 10^{10} M_{\odot}, which is \ga 30% of the dynamical mass in its CO-luminous region. Fueled by this large gas reservoir this galaxy is the site of an intense starburst with SFR370Myr1\rm SFR\sim 370 M_{\odot} yr^{-1}, placing it firmly on the upper gas-rich/star-forming end of Ultra Luminous Infrared Galaxies (ULIRGs, LIR>1012L\rm L_{IR}>10^{12} L_{\odot}). This makes HE 0450--2958 the first case of extreme starburst and powerful QSO activity, intimately linked (triggered by a strong interaction) but not coincident. The lack of CO emission towards the QSO itself renews the controversy regarding its host galaxy by making a gas-rich spiral (the typical host of Narrow Line Seyfert~1 AGNs) less likely. Finally, given that HE 0450--2958 and similar IR-warm QSOs are considered typical ULIRG\to (optically bright QSO) transition candidates, our results raise the possibility that some may simply be {\it gas-rich/gas-poor (e.g. spiral/elliptical) galaxy interactions} which ``activate'' an optically bright unobscured QSO in the gas-poor galaxy, and a starburst in the gas-rich one. We argue that such interactions may have gone largely unnoticed even in the local Universe because the combination of tools necessary to disentagle the progenitors (high resolution and S/N optical {\it and} CO imaging) became available only recently.Comment: 25 pages, 5 figures, accepted for publication by The Astrophysical Journa

Strong Deformation Effects in Hot Rotating 46Ti

Exotic-deformation effects in 46Ti nucleus were investigated by analysing the high-energy gamma-ray and the alpha-particle energy spectra. One of the experiments was performed using the charged-particle multi-detector array ICARE together with a large volume (4"x4") BGO detector. The study focused on simultaneous measurement of light charged particles and gamma-rays in coincidence with the evaporation residues. The experimental data show a signature of very large deformations of the compound nucleus in the Jacobi transition region at the highest spins. These results are compared to data from previous experiments performed with the HECTOR array coupled to the EUROBALL array, where it was found that the GDR strength function is highly fragmented, strongly indicating a presence of nuclei with very large deformation.Comment: 10 pages, 6 figures, Proceedings of the Zakopane Conference on Nuclear Physics, to be published in Acta Phys. Quasiparticle spectrum of a type-II superconductor in a high magnetic field with randomly pinned vortices

We show that gapless superconductivity of a strongly type-II superconductor in a high magnetic field prevails in the presence of disorder, suggesting a topological nature. We calculate the density of states of the Bogoliubov-de Gennes quasiparticles for a two-dimensional inhomogeneous system in both cases of weak and strong disorder. In the limit of very weak disorder, the effect is very small and the density of states is not appreciably changed. As the disorder increases, the density of states at low energies increases and the ratio of the low-energy density of states to its maximum increases significantly

8Be cluster emission versus alpha evaporation in 28Si + 12C

The possible occurence of highly deformed configurations in the 40^{40}Ca di-nuclear system formed in the 28^{28}Si + 12^{12}C reaction is investigated by analyzing the spectra of emitted light charged particles. Both inclusive and exclusive measurements of the heavy fragments (A \geq 10) and their associated light charged particles (protons and α\alpha particles) have been made at the IReS Strasbourg {\sc VIVITRON} Tandem facility at bombarding energies of ElabE_{lab} (28^{28}Si) = 112 MeV and 180 MeV by using the {\sc ICARE} charged particle multidetector array. The energy spectra, velocity distributions, in-plane and out-of-plane angular correlations of light charged particles are compared to statistical-model calculations using a consistent set of parameters with spin-dependent level densities. This spin dependence approach suggests the onset of large nuclear deformation in 40^{40}Ca at high spin. This conclusion might be connected with the recent observation of superdeformed bands in the 40^{40}Ca nucleus. The analysis of α\alpha particles in coincidence with 32^{32}S fragments suggests a surprisingly strong 8^{8}Be cluster emission of a binary nature.Comment: 39 pages 15 figure

Search for emission of unstable 8^8Be clusters from hot 40^40Ca and 56^56Ni nuclei

The possible occurence of highly deformed configurations is investigated in the 40^{40}Ca and 56^{56}Ni di-nuclear systems as formed in the 28^{28}Si + 12^{12}C and 28^{28}Si + 28^{28}Si reactions, respectively, by using the properties of emitted light charged particles. Inclusive as well as exclusive data of the heavy fragments (A \geq 6) and their associated light charged particles (p, d, t, and α\alpha-particles) have been collected at the IReS Strasbourg VIVITRON Tandem facility with two bombarding energies Elab(28E_{lab}(^{28}Si) = 112 and 180 MeV by using the ICARE charged particle multidetector array, which consists of nearly 40 telescopes. The measured energy spectra, velocity distributions, in-plane and out-of-plane angular correlations are analysed by Monte Carlo CASCADE statistical-model calculations using a consistent set of parameters with spin-dependent level densities. Although significant deformation effects at high spin are needed, the remaining disagreement observed in the 28^{28}Si + 12^{12}C reaction for the S evaporation residue suggests an unexpected large unstable 8^{8}Be cluster emission of a binary nature.Comment: 13 pages latex, 9 eps figures.
