    At present, the bibliography at the international level is mainly regulated by the IFLA - International Federation of Library Associations and Institutions. The article examines and compares the main development trends of bibliographic activities abroad, regulated by the IFLA Bibliography Section, and in Russia. The attention is focused on the organizational and technological problems of Russian biblio-graphy, primarily, the current national and retrospective bibliography, as well as the problems of bibliographic description and recording of electronic network resources.На современном этапе библиографическая деятельность на международном уровне регламентируется в основном ИФЛА - Международной федерацией библиотечных ассоциаций и учреждений. В статье рассматриваются и сопоставляются основные тенденции развития зарубежной библиографической деятельности, регламентируемой Секцией библиографии ИФЛА, и отечественной. Акцентируется внимание на организационных и технологических проблемах российской библиографии, в первую очередь текущей национальной (государственной) и ретроспективной библиографии, а также проблемах библиографического описания и оформления электронных сетевых ресурсов

    Is credit rating reserved territory for credit rating agencies? A MULTIMOORA approach for European firms and countries

    Credit Rating Agencies rate firms and countries by internal experts but with a final qualitative judgment by their management acting as decision makers. These ratings on their turn influence the countries credit rating and ipso facto of their enterprises. The work of the CRA is in fact double: credit rating of firms and other organizations at one side and countries on the other. Considering the credit rating of firms, the CRA made significant mistakes during the Recession 2007−2009 and their judgment is too much American oriented, in any way from a European point of view. Consequently, in Europe many efforts were made to come to a new agency, but all efforts failed. It could be different for the rating of countries. Is a more scientific approach, eventually on a quantitative and structural basis, not possible? Therefore, MULTIMOORA, a quantitative method, is suggested. The study was made for all countries of the European Continent. Based on data available in 2013 and on their extrapolation, the results are quite comparable to the results of Standard & Poor’s Credit Rating System of the moment. As the classifications of Moody’s and Fitch are very similar to those of Standard & Poor’s the outcome would be similar for these other Credit Rating Agencies

    Visoki antioksidativni potencijal i mali toksični efekat selenosemikarbazonskih kompleksa

    Novel metal-based compounds with therapeutic potential have become the subject of intense investigations in inorganic chemistry and biomedical science. Recently, strong dose-dependent cytotoxic activities of selenosemicarbazone metal complexes against several human cancer cell lines were demonstrated. The aim of the present study was to investigate in vitro antioxidative potential of Ni(II), Cd(II) and Zn(II) selenosemicarbazone complexes. All three investigated complexes exhibited high 2,2'-azinobis(3-ethyl-benzothiazoline-6-sulphonic acid) radical cation (ABTS(center dot+)) scavenging capacity, comparable with ascorbic acid. In an acute toxicity study, administration of the compounds was performed orally to mice at single doses. The mice were observed for clinical signs, body weight effects and mortality for 14 days, after which they were sacrificed for gross organ necropsy. The body weight did not vary after administration, and the autoptic analysis failed to show appreciable macroscopic alterations of internal organs. Generally, the compounds exhibited low toxic effects as required for further in vivo therapeutic studies.Nova jedinjenja na bazi metala sa terapeutskim dejstvom postala su predmet istraživanja u neorganskoj hemiji i biomedicinskim naukama. Pokazana je jaka dozno-zavisna citotoksična aktivnost kompleksa selenosemikarbazona na većem broju ćelijskih linija humanih ćelija kancera. Cilj rada je ispitivanje in vitro antioksidativnog dejstva selenosemikarbazonskih kompleksa nikla, cinka i kadmijuma. Sva tri ispitivana kompleksa pokazala su jaku antioksidativnu aktivnost prema ABTS radikalu, uporedivu sa aktivnošću askorbinske kiseline. Tokom ispitivanja akutne toksičnosti, jedinjenja su oralno davana miševima u pojedinačnim dozama i praćeni su klinički znaci, težina tela i mortalitet nakon 14 dana, a potom su životinje žrtvovane radi autopsije organa. Težina tela nije varirala nakon aplikacije. Generalno, jedinjenja su pokazala mali toksični efekat što i zahteva buduće in vivo terapeutsko ispitivanje

    Synthesis, characterization and biological activity of Pt(II) complexes with steroidal thiosemicarbazones

    In this work, Pt(II) complexes of previously synthesized steroidal thiosemicarbazones were synthesized and characterized. The ligands and their metal complexes were studied by analytical and spectroscopic data (elemental analysis, IR, 1D-NMR and 2D-NMR, HSQC, HMBC, NOESY, COSY), the analysis of which enabled complete 1H and 13C assignments of each compound including E and Z isomers. All the synthesized ligands and complexes were screened for their cytotoxic and antimicrobial activity. The results demonstrate that the new steroidal thiosemicarbazone complexes were significantly less cytotoxic than the corresponding steroidal thiosemicarbazones. In addition, complexes showed lower antimicrobial activity than the standard drugs, similar to the activity of the starting thiosemicarbazones
