    The Effect Of Pitting Corrosion On The Position Of Aircraft Structural Failures

    Corrosion has been shown over the last decade to significantly reduce the structural integrity of aircraft as they age. Previous work at DSTO has shown that pitting and exfoliation corrosion are particularly deleterious to aircraft structural integrity. In addition to reducing fatigue endurance, pitting also increases the surface area of the component over which fatigue failures can occur. This paper reports the results of a Monte-Carlo model of this phenomenon, which has been labelled 'corrosion criticality'. This model concentrates on the effect of the pit spatial density and position on the endurance of a fatigue coupon designed to mimic a simple aircraft component. The study's results show that pitting increases the area of the coupon over which failures can occur

    Road transport and climate change: Stepping off the greenhouse gas

    Transport is Australia’s third largest and second fastest growing source of greenhouse gas (GHG) emissions. The road transport sector makes up 88 percent of total transport emissions and the projected emissions increase from 1990 to 2020 is 64 percent. Achieving prospective emission reduction targets will pose major challenges for the road transport sector. This paper investigates two targets for reducing Australian road transport greenhouse gas emissions, and what they might mean for the sector: emissions in 2020 being 20 percent below 2000 levels; and emissions in 2050 being 80 percent below 2000 levels. Six ways in which emissions might be reduced to achieve these targets are considered. The analysis suggests that major behavioural and technological changes will be required to deliver significant emission reductions, with very substantial reductions in vehicle emission intensity being absolutely vital to making major inroads in road transport GHG emissions

    Providing marketing information to smallholders in Zimbabwe: What can the state usefully do?

    In recent decades, significant international assistance has been provided to assist the establishment of market information systems (MISs) in a range of developing countries, including many in Africa. However, experience with state-run MISs, looking to provide current price information to market participants, has not been encouraging. Volatile horticultural markets provide particular challenges for such MISs. Therefore, it is suggested that it might be more appropriate to provide other types of marketing information to inform the production and marketing decisions of smallholder producers. This paper reports on recent efforts by the national extension agency, Agritex, to provide such information to smallholder horticultural producers in two districts of north-eastern Zimbabwe. Drawing on an initial evaluation of this pilot programme, the paper suggests that: 1) in the Zimbabwe case, the extension service may provide a viable vehicle for dissemination of marketing information to smallholder (horticultural) producers; 2) information on new crops and market opportunities is valued more highly by farmers than information on current market prices; 3) such information should complement, not supplant, traditional production extension advice.     Study Protocol: A Randomized Controlled Trial of Patient Navigation-Activation to Reduce Cancer Health Disparities

    Abstract Background Cancer health disparities affecting low-income and minority patients are well documented. Root-causes are multifactorial, including diagnostic and treatment delays, social and financial barriers, and poor communication. Patient navigation and communication coaching (activation) are potential interventions to address disparities in cancer treatment. The purpose of this clinical trial is to test the effectiveness of an intervention combining patient navigation and activation to improve cancer treatment. Methods/Design The Rochester Patient Navigation Research Program (PNRP) is a National Cancer Institute-sponsored, patient-level randomized trial (RCT) of patient navigation and activation, targeting newly-diagnosed breast and colorectal cancer patients in Rochester, NY. The goal of the program is to decrease cancer health disparities by addressing barriers to receipt of cancer care and promoting patient self-efficacy. The intervention uses trained, paraprofessional patient navigators recruited from the target community, and a detailed training and supervisory program. Recruited patients are randomly assigned to receive either usual care (except for baseline and follow-up questionnaires and interviews) or intervention. The intervention patients receive tailored assistance from their patient navigators, including phone calls, in-person meetings, and behind-the-scenes coordination of care. A total of 344 patients have been recruited. Outcomes measured at three month intervals include timeliness of care, patient adherence, patient satisfaction, quality of life, self-efficacy, health literacy, and cancer knowledge. Discussion This unique intervention combining patient navigation and patient activation is designed to address the multifactorial problem of cancer health disparities. If successful, this study will affect the design and implementation of patient navigation programs.     A New Technique for Finding Needles in Haystacks: A Geometric Approach to Distinguishing Between a New Source and Random Fluctuations

    We propose a new test statistic based on a score process for determining the statistical significance of a putative signal that may be a small perturbation to a noisy experimental background. We derive the reference distribution for this score test statistic; it has an elegant geometrical interpretation as well as broad applicability. We illustrate the technique in the context of a model problem from high-energy particle physics. Monte Carlo experimental results confirm that the score test results in a significantly improved rate of signal detection.Comment: 5 pages, 4 figure

    We consider data generating mechanisms which can be represented as mixtures of finitely many regression or autoregression models.We propose nonparametric estimators for the functions characterising the various mixture components based on a local quasi maximum likelihood approach and prove their consistency.     Differential expression analysis for sequence count data

    *Motivation:* High-throughput nucleotide sequencing provides quantitative readouts in assays for RNA expression (RNA-Seq), protein-DNA binding (ChIP-Seq) or cell counting (barcode sequencing). Statistical inference of differential signal in such data requires estimation of their variability throughout the dynamic range. When the number of replicates is small, error modelling is needed to achieve statistical power.

*Results:* We propose an error model that uses the negative binomial distribution, with variance and mean linked by local regression, to model the null distribution of the count data. The method controls type-I error and provides good detection power.

    Local linear density estimation for filtered survival data, with bias correction

    A class of local linear kernel density estimators based on weighted least-squares kernel estimation is considered within the framework of Aalen's multiplicative intensity model. This model includes the filtered data model that, in turn, allows for truncation and/or censoring in addition to accommodating unusual patterns of exposure as well as occurrence. It is shown that the local linear estimators corresponding to all different weightings have the same pointwise asymptotic properties. However, the weighting previously used in the literature in the i.i.d. case is seen to be far from optimal when it comes to exposure robustness, and a simple alternative weighting is to be preferred. Indeed, this weighting has, effectively, to be well chosen in a 'pilot' estimator of the survival function as well as in the main estimator itself. We also investigate multiplicative and additive bias-correction methods within our framework. The multiplicative bias-correction method proves to be the best in a simulation study comparing the performance of the considered estimators.     High Prevalence of the Amphibian Chytrid Fungus (\u3cem\u3eBatrachochytrium dendrobatidis\u3c/em\u3e) across Multiple Taxa and Localities in the Highlands of Ethiopia

    Surveys of the potentially lethal amphibian chytrid fungus (Batrachochytrium dendrobatidis - Bd) in Africa are patchy, especially in some regions of high species endemicity. We present results of the first Bd surveys of wild amphibians in Ethiopia, for two upland regions on either side of the Rift Valley: the Bale Mountains and the Kaffa region. Surveys were opportunistic so that robust interpretation of the data is limited. Utilizing diagnostic qPCR assays, 51 out of 120 frogs (14 species in 10 genera) tested positive for Bd at altitudes of 1,620–3,225 m, across all genera and species, and all but two localities. Prevalence was not significantly different between the two regions or two years (2008, 2009) sampled. Prevalence and parasite load was higher in species with aquatic tadpoles than those with terrestrial early life-history stages, but these differences were not significant. Impacts of Bd infection were not investigated, but no dead or dying frogs were found. This is the first report of Bd in Ethiopia, a country in which approximately 40% of its more than 60 species are endemic. Declines have occurred in some frog species in some localities in Ethiopia, and although habitat degradation is a likely cause in at least some places, further studies of Bd in Ethiopia are required to understand if it is a threat
