    Implications of transforming climate change risks into security risks

    Purpose A number of severe weather events have influenced a shift in UK policy concerning how climate-induced hazards are managed. Whist this shift has encouraged improvements in emergency management and preparedness, the risk of climate change is increasingly becoming securitised within policy discourses, and enmeshed with broader agendas traditionally associated with human-induced threats. Climate change is seen as a security risk because it can impede development of a nation. The purpose of this paper is to explore the evolution of the securitisation of climate change, and interrogates how such framings influence a range of conceptual and policy focused approaches towards both security and climate change. Design/methodology/approach Drawing upon the UK context, the paper uses a novel methodological approach combining critical discourse analysis and focus groups with security experts and policymakers. Findings The resulting policy landscape appears inexorably skewed towards short-term decision cycles that do little to mitigate longer-term threats to the nation?s assets. Whilst a prominent political action on a global level is required in order to mitigate the root causes (i.e. GHG emissions), national level efforts focus on adaptation (preparedness to the impacts of climate-induced hazards), and are forming part of the security agenda. Originality/value These issues are not restricted to the UK: understanding the role of security and its relationship to climate change becomes more pressing and urgent, as it informs the consequences of securitising climate change risks for development-disaster risk system

    Success in international decentralised urban energy initiatives : a matter of understanding?

    Many towns and cities worldwide have begun implementing decentralised urban energy systems. Aiming to reduce their carbon emissions, many utilise not only technological innovation but also innovative policy and financial and social–economic approaches. Following interviews with stakeholders, four international cases, all of which were defined by stakeholders in different ways as “successful”, provide insights into the instigating driving forces contributing to success. Understanding of “success” varied between projects and between stakeholders, depending significantly on individual attitudes to sustainability, financial feasibility, technical performance and social acceptance, suggesting that a realistic definition of success involves not just a project's financial feasibility and energy savings, but that enhancing high-potential partnerships and transparency, and acceptance and understanding of the proposed project are also critical, as are interest from the media and outside organisations. The success of a project therefore cannot be measured simply via its outcomes – process factors and the context in which they unfold are also crucial

    Livelihood and vulnerability in the wake of Typhoon Yolanda: lessons of community and resilience

    Livelihood strategies that are crafted in ‘extra-ordinary’ post-disaster conditions should also be able to function once some semblance of normalcy has resumed. This article aims to show that the vulnerability experienced in relation to Typhoon Yolanda was, and continues to be, directly linked to inadequate livelihood assets and opportunities. We examine the extent to which various livelihood strategies lessened vulnerability post-Typhoon Yolanda and argue that creating conditions under which disaster survivors have the freedom to pursue sustainable livelihood is essential in order to foster resilience and reduce vulnerability against future disasters. We offer suggestions to improve future relief efforts, including suggestions made by the survivors themselves. We caution against rehabilitation strategies that knowingly or unknowingly, resurrect pre-disaster vulnerability. Strategies that foster dependency, fail to appreciate local political or ecological conditions or undermine cooperation and cohesion in already vulnerable communities will be bound to fail. Some of the livelihood strategies that we observed post-Typhoon Yolanda failed on some or all of these points. It is important for future policy that these failings are addressed

    Renewable, ethical? Assessing the energy justice potential of renewable electricity

    Energy justice is increasingly being used as a framework to conceptualize the impacts of energy decision making in more holistic ways and to consider the social implications in terms of existing ethical values. Similarly, renewable energy technologies are increasingly being promoted for their environmental and social benefits. However, little work has been done to systematically examine the extent to which, in what ways and in what contexts, renewable energy technologies can contribute to achieving energy justice. This paper assesses the potential of renewable electricity technologies to address energy justice in various global contexts via a systematic review of existing studies analyzed in terms of the principles and dimensions of energy justice. Based on publications including peer reviewed academic literature, books, and in some cases reports by government or international organizations, we assess renewable electricity technologies in both grid integrated and off-grid use contexts. We conduct our investigation through the rubric of the affirmative and prohibitive principles of energy justice and in terms of its temporal, geographic, socio-political, economic, and technological dimensions. Renewable electricity technology development has and continue to have different impacts in different social contexts, and by considering the different impacts explicitly across global contexts, including differences between rural and urban contexts, this paper contributes to identifying and understanding how, in what ways, and in what particular conditions and circumstances renewable electricity technologies may correspond with or work to promote energy justice

    Lost (and found?) in translation: key terminology in disaster studies

    Purpose Disaster studies has emerged as an international interdisciplinary body of knowledge; however, similar to other academic disciplines, its terminology is predominantly anglophone. This paper explores the implications of translating disaster studies terminology, most often theorised in English, into other languages and back. Design/methodology/approach The authors chose six of the most commonly used (as well as debated and contested) terms that are prominent in academic, policy and public discourses: resilience, vulnerability, capacity, disaster, hazard and risk. These words were translated into 54 languages and the meanings were articulated descriptively in cases where the translation did not have exactly the same meaning as the word in English. The authors then analysed these meanings in order to understand implications of disaster scholars working between dominant and “peripheral” languages. Findings Findings of the study demonstrate that many of the terms so casually used in disaster studies in English do not translate easily – or at all – opening the concepts that are encoded in these terms for further interpretation. Moreover, the terms used in disaster studies are not only conceptualised in English but are also tied to an anglophone approach to research. It is important to consider the intertwined implications that the use of the terminology carries, including the creation of a “separate” language, power vs communication and linguistic imperialism. Originality/value Understanding of the meaning (and contestation of meaning) of these terms in English provides an insight into the power relationships between English and the other language. Given the need to translate key concepts from English into other languages, it is important to appreciate their cultural and ideological “baggage”
