    Business Cycles and Macroeconomic Policy Coordination in Mercosur

    Abstract: The paper analyzes cyclical comovements in the Mercosur area differentiating idiosyncratic from common shocks. In the Mercosur (or any region for that matter) shocks can be country-specific, affecting only one country or a specific set of countries (for example, a weather-related shock, a domestic policy shock); or they can be common to the entire region (for example, a change in the conditions in international capital markets or a world recession). Propagation mechanisms, in turn, are important because a shock that was initially country-specific, originating in one country, might eventually spillover to others. We build on the unobserved component approach to decompose the Mercosur countries’ real GDP (seasonally adjusted) uctuations into these three components and compare them with previous results. The main findings in the paper are: first, common factors originating in impulses stemming from changes in investor’s sentiment are relevant to explaining regional output comovements and the spillover effects between neighbors are significant. Second, volatility matters, and matters especially in the case of recent regional agreements. Supply shocks in Mercosur countries tend to be larger than in the US and European countries. Third, finance matters for both volatility and output/price dynamics.     In the 1990s Argentina implemented an ambitious structural reform program that brought about profound changes in the economy. The monetary and exchange rate regimes and the banking sector were no exception. In fact, during that decade the country displayed a unique combination of characteristics: 1. The exchange rate/monetary regime was a currency board between 1991 and 2001. 2. There were no obstacles to capital flows and tighter prudential regulations were introduced. 3. Private portfolios and banks` balance sheets were highly dollarized.

    La República Dominicana mostró una buena trayectoria de crecimiento en las dos últimas décadas pero enfrenta desafíos muy relevantes en el presente. El objetivo central del trabajo es analizar estos desafíos. Con el objeto de evaluar las restricciones que podrían amenazar el crecimiento sostenido, se utiliza la metodología de “diagnóstico de crecimiento” propuesta por Hausmann, Rodrik y Velasco (2005), complementada con la noción de “síndrome de crecimiento” (Dixit, 2005) a los efectos de caracterizar qué tipo de enfermedad de crecimiento afecta al país tomando en cuenta los síntomas observados. La conclusión central es que existe un “Síndrome de Competitividad Declinante”. Una segunda conclusión importante es que para superarlo es vital crear condiciones para el descubrimiento de nuevas actividades en el sector transable de la economía. Como parte del diagnóstico se evalúan actividades con potencial competitivo. Se subrayan, también, los problemas en el sector eléctrico y la necesidad de asegurar la sustentabilidad fiscal. Esto último se requiere tanto por razones de estabilidad macroeconómica como para robustecer la capacidad operativa y financiera que necesita el Estado para fomentar el descubrimiento de nuevas actividades de alta productividad y el desarrollo de eslabonamientos con las actividades de alta productividad existentes.

    Pluripotent Stem Cell-Derived Hepatocytes Inhibit T Cell Proliferation In Vitro through Tryptophan Starvation.

    Regenerative medicine aims to replace damaged tissues by stimulating endogenous tissue repair or by transplanting autologous or allogeneic cells. Due to their capacity to produce unlimited numbers of cells of a given cell type, pluripotent stem cells, whether of embryonic origin or induced via the reprogramming of somatic cells, are of considerable therapeutic interest in the regenerative medicine field. However, regardless of the cell type, host immune responses present a barrier to success. The aim of this study was to investigate in vitro the immunological properties of human pluripotent stem cell (PSC)-derived hepatocyte-like cells (HLCs). These cells expressed MHC class I molecules while they lacked MHC class II and co-stimulatory molecules, such as CD80 and CD86. Following stimulation with IFN-γ, HLCs upregulated CD40, PD-L1 and MHC class I molecules. When co-cultured with allogeneic T cells, HLCs did not induce T cell proliferation; furthermore, when T cells were stimulated via αCD3/CD28 beads, HLCs inhibited their proliferation via IDO1 and tryptophan deprivation. These results demonstrate that PSC-derived HLCs possess immunoregulatory functions, at least in vitro

    ECMO for COVID-19 patients in Europe and Israel

    Since March 15th, 2020, 177 centres from Europe and Israel have joined the study, routinely reporting on the ECMO support they provide to COVID-19 patients. The mean annual number of cases treated with ECMO in the participating centres before the pandemic (2019) was 55. The number of COVID-19 patients has increased rapidly each week reaching 1531 treated patients as of September 14th. The greatest number of cases has been reported from France (n = 385), UK (n = 193), Germany (n = 176), Spain (n = 166), and Italy (n = 136) .The mean age of treated patients was 52.6 years (range 16–80), 79% were male. The ECMO configuration used was VV in 91% of cases, VA in 5% and other in 4%. The mean PaO2 before ECMO implantation was 65 mmHg. The mean duration of ECMO support thus far has been 18 days and the mean ICU length of stay of these patients was 33 days. As of the 14th September, overall 841 patients have been weaned from ECMO support, 601 died during ECMO support, 71 died after withdrawal of ECMO, 79 are still receiving ECMO support and for 10 patients status n.a. . Our preliminary data suggest that patients placed on ECMO with severe refractory respiratory or cardiac failure secondary to COVID-19 have a reasonable (55%) chance of survival. Further extensive data analysis is expected to provide invaluable information on the demographics, severity of illness, indications and different ECMO management strategies in these patients

    Argentina has had successive stabs at stabilization since the mid-1970s. Throughout most of this time it has had to wrestle with acute problems of hyperinflation, capital flight, rising external debt, a stop-go pattern of output, and for a long time a heavily depressed level of real wages. It has tried orthodox stabilization policies, a more monetarist approach, and what can perhaps be described as 1 ad hocery'.In June 1985 these efforts culminated in the Austral plan, a type of shock treatment to change inflation expectations. Essentially, this consisted of a price freeze, tight control of the monetary and fiscal aggregates, and a currency reform.Initially, the results were encouraging. Inflation fell, output recovered and the trade balance was in surplus. But short-run success will be converted into long-run stability, the authors argue, only if international economic conditions prove helpful and, in particular, if the burden of servicing Argentina's heavy external debt is eased by an adequate flow of fresh credits

    Liver nuclear and microsomal CYP2E1-mediated metabolism of xenobiotics in rats chronically drinking an alcohol-containing liquid diet

    In previous studies from our laboratory, the presence in highly purified liver nuclei of metabolic pathways for processing ethanol (EtOH); N-nitrosodimethylamine (NDMA); carbon tetrachloride and chloroform was reported. All these chemicals are known to be metabolized in liver microsomes, via CYP2E1-mediated processes. In the present work we checked whether rat liver nuclei from rats chronically drinking an alcohol containing liquid diet, exhibited an enhanced ability to metabolize chemicals known to require CYP2E1 participation for given metabolic transformations. The NADPH-requiring metabolism of p-nitrophenol to p-nitrocathecol; the activation of carbon tetrachloride to trichloromethyl radicals, covalently binding to proteins; and the ring hydroxylation of aniline and o-toluidine were studied. Comparison of the obtained nuclear activities against the one present in the microsomal counterpart, and their respective response of them to the EtOH inductive effect after repetitive exposure to it, was studied. The obtained results showed that rat liver nuclei exhibited p-nitrophenol hydroxylase activity smaller than the one present in microsomes but inducible by repetitive alcohol drinking to equivalent levels of those of microsomes from control animals. Nuclei exhibited the ability to activate CCl4 that was significantly enhanced by alcohol drinking. Aniline was ring hydroxylated in liver microsomes but not in nuclei from either control or EtOH treated animals. In contrast, nuclei and microsomes metabolized o-toluidine to ring hydroxylated products. They are considered less toxic in nature but other authors reported a genotoxic effect for one of them. The production of the ring hydroxylated metabolites was enhanced by repetitive EtOH drinking. Results suggest that nuclear metabolism of xenobiotics might be relevant for either activations or detoxications mediated by CYP2E1 and that repetitive exposure to EtOH might significantly modulate those processes.Fil: Diaz Gomez, Maria Isabel.     Benznidazole-induced ultrastructural and biochemical alterations in rat esophagus

    Benznidazole (Bz) is a drug used in the chemotherapy of the acute and intermediate phases of Chagas’ disease (American Trypanosomiasis), an endemic parasitic disease afflicting more than 16 million people in Latin America. Serious toxic side effects of Bz have been reported in treated human beings and in experimental animals. Bz toxicity would be linked to its nitroreductive bioactivation to reactive intermediates and to the corresponding amine known to occur in vivo and mediated by different enzymatic systems. In the present study the presence of Bz nitroreductases in rat esophagus and the occurrence of Bz induced esophageal cell injury are described. Already 1 and 3 h after an intragastric Bz administration to Sprague–Dawley male rats (240–260 g body weight) at a dose of 100 mg/kg esophageal levels of the drug were 66.4±4.0 and 149.2±14.3 nmol per g tissue, respectively. The esophageal mucosa homogenates exhibited Bz nitroreductase activity attributable to the participation of cytochrome P450 reductase and xanthine oxidoreductase (XOR). The ultrastructural observation of esophageal tissue from Bz treated animals 24 h after its administration evidenced: detachment and conglomeration of polyribosomes, reduction in the presence of desmosomes and of the amount of bacteria on its surface. The potential significance of these alterations is not fully clear at present. However, these deleterious effects might be additive or synergistic with those induced by the evolution of the disease.Fil: Castro, Jose Alberto.     Alcohol induction of liver nuclear ethanol and N-nitrosodimethylamine metabolism to reactive metabolites

    In previous studies from our laboratory we reported the presence in highly purified liver nuclei, free of contamination with other organelles, of an ethanol metabolizing system (NEMS) able to lead to acetaldehyde and 1-hydroxyethyl free radicals (1HEt). In the present study we tested whether this NEMS is inducible by chronic alcohol administration to rats and whether these nuclei also have increased ability to bioactivate N-nitrosodimethylamine (NDMA). Sprague Dawley male rats (125-150g) were fed with a nutritionally adequate liquid diet containing alcohol to provide 36% of total energy (standard Lieber-De Carli rat diet), for 28 days. Controls received an isocaloric diet without alcohol. Animals were sacrificed, livers were excised and microsomes and purified nuclear fractions were prepared. Both microsomes and nuclei from treated animals had significantly increased ability compared to controls, to biotransform ethanol to acetaldehyde using NADPH as cofactor under an air atmosphere. Both organelles also exhibited significantly increased capacity compared to controls, to bioactivate NDMA to formaldehyde and to reactive metabolites that bind covalently to proteins. Nuclear preparations from control animals were also able to metabolize NDMA to formaldehyde and reactive metabolites. Results indicate that liver nuclei may have a CYP2E1 able to bioactivate both NDMA and EtOH and that these processes are being induced by chronic alcohol drinking. The bioactivation of these xenobiotics to reactive metabolites in the neighborhood of nuclear proteins and DNA might have significant toxicological implications.Fil: Diaz Gomez, Maria Isabel.
