    Are OSHA Health Inspections Effective? A Longitudinal Study in the Manufacturing Sector

    We examine the impact of OSHA health inspections on compliance with agency regulations in the manufacturing sector, with a unique plant-level dataset of inspection and compliance behavior during 1972-1983, the first twelve years of OSHA enforcement operations. Two major findings are robust across the range of linear and count models estimated in the paper: (1) the number of citations and the number of violations of worker exposure restrictions decrease with additional health inspections in manufacturing plants; and (2) the first health inspection has the strongest impact. The results suggest that prior research focusing on the limited impact of OSHA safety regulations may under-estimate OSHA's total contribution to reducing workplace risks.

    We examine the impact of OSHA enforcement on company compliance with agency regulations in the manufacturing sector, with a unique plant-level data set of inspection and compliance behavior during 1972-1983, the first twelve years of the agency operation. The analysis suggests that, for an individual inspected plant, the average effect of OSHA inspections during this period was to reduce expected citations by 3.0 or by .36 s.d. The total effect on expected citations of additional inspections can be decomposed into two parts; evaluated at the mean of the sample, 59 percent of the total change in citations occurred due to an increase in the compliance rate; 41 percent was due to a reduction in citations among continuing violators.

    Climate Change in Queensland's Grazing Lands. I. Approaches and Climatic Trends

    Climate change is an important global issue but is yet to be recognised as such by many rangelands users. This paper reviews some of the uncertainties relating to pre-instrumental and future climate change and documents current trends and fluctuations in climate of Queensland's grazing lands. Analysis of daily climate surfaces for Queensland's pastoral/cropping zone shows high variability in annual rainfall which is influenced by the El NiHo-Southern Oscillation (ENSO) phenomenon. This relationship, when examined using moving windows, has changed during this century with the 1930-40s being a period of low correlation. Minimum temperatures taken from the climate surfaces also changed, showing a significant (P<0.01) increase over time especially in May. Over the 40 years since 1957, annual minimum temperatures have increased by l.0°C for the pastoral/cropping zone and coastal sub-zone, winter minimum temperatures by 1.2°C for the pastoral/cropping zone (1.3°C for the coastal sub-zone), summer minimum temperatures by 0.7°C for the pastoral/cropping zone and coastal sub-zone, and May minimum temperatures by 2.8°C for the pastoral/cropping zone (3.0°C for the coastal sub-zone). Consistent significant trends in vapour pressure (increasing, P<0.001) and solar radiation (decreasing, P<0.05) also occurred in May. The mechanisms for the identified climate trends and unusual behaviour of ENS0 are the subject of speculation with attribution of causes to natural variability or the enhanced greenhouse effect being unresolved. Continued monitoring of these trends and fluctuations will be important for the future management of Queensland's grazing lands with this analysis highlighting the need for discrimination of trends from natural variability. In terms of grazing management and degradation processes, this work also highlights that general changes in climate averages may disguise important variation at yearly and decadal time scales

    Innovation is critical to the survival of agricultural businesses in the U.S. yet few universities have classes in their curricula that focus on innovation and innovation management. Innovation includes developing new processes and concepts and taking products based on those ideas to market. By its nature, innovation generally involves technical components, market assessment, business analysis, and implementation strategies that include marketing campaigns to a target market. As a result, if innovation is going to be experientially taught to students, the class will likely need to include concepts from multiple disciplines.     Assessment of genetic structure among Australian east coast populations of snapper Chrysophrys auratus (Sparidae)

    Snapper Chrysophrys auratus is a high-value food fish in Australia targeted by both commercial and recreational fisheries. Along the east coast of Australia, fisheries are managed under four state jurisdictions (Queensland, Qld; New South Wales, NSW; Victoria, Vic.; and Tasmania, Tas.), each applying different regulations, although it is thought that the fisheries target the same biological stock. An allozyme-based study in the mid-1990s identified a weak genetic disjunction north of Sydney (NSW) questioning the single-stock hypothesis. This study, focused on east-coast C. auratus, used nine microsatellite markers to assess the validity of the allozyme break and investigated whether genetic structure exists further south. Nine locations were sampled spanning four states and over 2000 km, including sites north and south of the proposed allozyme disjunction. Analyses confirmed the presence of two distinct biological stocks along the east coast, with a region of genetic overlap around Eden in southern NSW, ~400 km south of the allozyme disjunction. The findings indicate that C. auratus off Vic. and Tas. are distinct from those in Qld and NSW. For the purpose of stock assessment and management, the results indicate that Qld and NSW fisheries are targeting a single biological stock.

    Airborne radar imaging of subaqueous channel evolution in Wax Lake Delta, Louisiana, USA

    Shallow coastal regions are among the fastest evolving landscapes but are notoriously difficult to measure with high spatiotemporal resolution. Using Uninhabited Aerial Vehicle Synthetic Aperture Radar (UAVSAR) data, we demonstrate that high signal‐to‐noise L band synthetic aperture radar (SAR) can reveal subaqueous channel networks at the distal ends of river deltas. Using 27 UAVSAR images collected between 2009 and 2015 from the Wax Lake Delta in coastal Louisiana, USA, we show that under normal tidal conditions, planform geometry of the distributary channel network is frequently resolved in the UAVSAR images, including ~700 m of seaward network extension over 5 years for one channel. UAVSAR also reveals regions of subaerial and subaqueous vegetation, streaklines of biogenic surfactants, and what appear to be small distributary channels aliased by the survey grid, all illustrating the value of fine resolution, low noise, L band SAR for mapping the nearshore subaqueous delta channel network

    Contingent Kernel Density Estimation

    Kernel density estimation is a widely used method for estimating a distribution based on a sample of points drawn from that distribution. Generally, in practice some form of error contaminates the sample of observed points. Such error can be the result of imprecise measurements or observation bias. Often this error is negligible and may be disregarded in analysis. In cases where the error is non-negligible, estimation methods should be adjusted to reduce resulting bias. Several modifications of kernel density estimation have been developed to address specific forms of errors. One form of error that has not yet been addressed is the case where observations are nominally placed at the centers of areas from which the points are assumed to have been drawn, where these areas are of varying sizes. In this scenario, the bias arises because the size of the error can vary among points and some subset of points can be known to have smaller error than another subset or the form of the error may change among points. This paper proposes a “contingent kernel density estimation” technique to address this form of error. This new technique adjusts the standard kernel on a point-by-point basis in an adaptive response to changing structure and magnitude of error. In this paper, equations for our contingent kernel technique are derived, the technique is validated using numerical simulations, and an example using the geographic locations of social networking users is worked to demonstrate the utility of the method

    The global oscillation network group site survey. II. Results

    The Global Oscillation Network Group (GONG) Project will place a network of instruments around the world to observe solar oscillations as continuously as possible for three years. The Project has now chosen the six network sites based on analysis of survey data from fifteen sites around the world. The chosen sites are: Big Bear Solar Observatory, California; Mauna Loa Solar Observatory, Hawaii; Learmonth Solar Observatory, Australia; Udaipur Solar Observatory, India; Observatorio del Teide, Tenerife; and Cerro Tololo Interamerican Observatory, Chile. Total solar intensity at each site yields information on local cloud cover, extinction coefficient, and transparency fluctuations. In addition, the performance of 192 reasonable components analysis. An accompanying paper describes the analysis methods in detail; here we present the results of both the network and individual site analyses. The selected network has a duty cycle of 93.3%, in good agreement with numerical simulations. The power spectrum of the network observing window shows a first diurnal sidelobe height of 3 × 10⁻⁴ with respect to the central component, an improvement of a factor of 1300 over a single site. The background level of the network spectrum is lower by a factor of 50 compared to a single-site spectrum
