Measurements of recombination of electrons with H3(plus) and H5(plus) ions
The electron-ion recombination coefficients for H3(+) and H5(+) ions were determined by means of a microwave afterglow/mass spectrometer apparatus. Measurements of electron density decays in helium-hydrogen mixtures are correlated with the decay of mass-identified ion currents to the wall of the microwave cavity. At low partial pressures of hydrogen in the mixture, the ion H3(+) dominates the ion composition and the ion wall current tracks the electron density decay curves. From recombination controlled electron density decay curves, the values alpha (H3(+)) = (2.9 + or - 0.3), (2.3 + or - 0.3), and (2.0 + or - 0.2) x 0.0000001 cu cm per sec, are obtained at 205, 300 and 450 K, respectively. At higher partial pressures of hydrogen and low temperatures, where (H5(+)) is the dominant ion, the value alpha (H5(+)) = (3.6 + or - 1.0) x 0.0000001 cu cm per sec is obtained at 205 K. The implications of these results concerning ionization levels in the atmospheres of the outer planets and in the interstellar medium are discussed

Shifting geostrategic conditions, such as a revanchist Russia and a rising China, reinforce this reluctance. At the same time, technological innovation once more offers the chimera of war from a distance that does not endanger land forces. Nonetheless, at some point, a highly volatile international security environment will place U.S. national interests at risk, requiring the use of military power. Given the increasing rise of interdependence among all components of military power (air, cyberspace, land, sea, and space), a better understanding of Landpower is essential if national leaders are to have a full range of policy options for protecting and promoting those interests. Landpower, âthe abilityâby threat, force, or occupationâto gain, sustain, exploit control over land, resources, and people,â stems from a countryâs geostrategic conditions, economic power, population, form of government, and national will. The military elements of Landpower include a countryâs ground forces, the institutions that generate and sustain those forces, and the human dimensionâintelligent, highly adaptable, and innovative individualsâso vital to the successful employment of Landpower. Landpower offers policymakers tremendous utility in peace, crisis, or war, because Landpower can defeat, deter, compel, reassure, engage, and support the nation. Within each of these roles, as well as across them, Landpower can carry out the broadest range of military operations. Mind the Gap
I intend to create these appreciative moments in the context of desired program in the Long Beach Area. Long Beach offers a unique opportunity of density of modes of transportation, and types of people by touching on a major highway, the Port of Long Beach, and an active riverfront. The highway in question, Interstate 710, is one of the most clogged roads in Los Angeles. A major commuter route, it starts at the proposed site. The Port of Long Beach also has a rail yard and loading docks, as well as the start of its major freight train corridor on the site. The port expects its traffic to increase, but is also being held back by the congestion in surrounding channels. By tapping into the rich diversity of transports, and taking inspiration from Los Angeles love of theatre, I hope to draw attention to the community of the city
Force Planning Considerations for Army XXI
The U.S. Army has moved along the path of preparing for the 21st century. This process began with the conceptual examinations and assessments carried out under the Louisiana Maneuvers and the Army\u27s Battle Labs, and matured through the Force XXI process. The Army recently completed its first series of Advanced Warfighting Experiments that will shape the redesign and restructure of the future force, Army XXI, for the early years of the new millennium. While the broad outlines of Army XXI have been sketched out, many of the details remain to be filled in. Undoubtedly, these efforts will be influenced by the recent reports of the Quadrennial Defense Review (May 1997) and the National Defense Panel (December 1997). Indeed, debates over details of the force structure and the ultimate size of the Army are not likely to abate any time soon. To assist in the further conceptual development, Dr. William T. Johnsen places Army XXI in a broad strategic context. He briefly examines the anticipated international security environment and the roles that the U.S. Armed Forces and the Army can be expected to perform. He then assesses a wide range of general factors that will influence the capabilities needed to carry out the anticipated roles. Relative generalized hamming weights and extended weight polynomials of almost affine codes

codes to the larger class of almost affine codes of two different results.
One such result is how one can express the relative generalized Hamming
weights of a pair of codes in terms of intersection properties between the
smallest of these codes and subcodes of the largest code. The other result
tells how one can find the extended weight polynomials, expressing the
number of codewords of each possible weight, for each code in an infinite
hierarchy of extensions of a code over a given alphabet. Our tools will

Dynamics of the pelagic component of Namibian hake stocks
A study was undertaken to investigate the spatial, diurnal and interannual dynamics of the pelagic component of Namibian hake stocks. Data were derived from trawl surveys conducted on board the R.V. Dr Fridtjof Nansen during the period 1991â1999. In addition to trawl surveys, acoustic methods were applied concurrently to quantify fish biomass off the bottom (above the headline). The pelagic component of hake was variable in both time and space â it was denser in the north and at depths of 200â500 m. The role of purchasing and supply management in diffusing sustainability in supply networks: A systematic literature review
One of the most difficult supply network challenges facing companies today is how to diffuse sustainability not only among their direct (first-tier) suppliers but also throughout their supply networks. Although a growing body of research has been dedicated to addressing this challenge, the role of purchasing and supply management (PSM) in sustainable supply network development remains underexplored. In this paper, we present a systematic review of the literature on the role of PSM in the diffusion of sustainability in supply networks. We analysed 133 peer-reviewed papers published in 21 journals in the field of PSM. We scrutinized the theories, methods and levels of analysis used in sustainable PSM research, classified the practices for diffusing sustainability in supply networks and identified the role of PSM in the diffusion of sustainability. Accordingly, we put forward a set of propositions that link diffusion practicesâand the role of PSM in these practicesâwith embedded and peripheral sustainability and suggest future research directions
