    This paper addresses how the predominantly atypical nature of cultural and creative work CCW freelance contractor casual once-off or part-time basis is overlaid or impacted on by informality in the African context The research presented here on Live Music is part of a larger study undertaken on commission from ILO Promoting Decent Work in the African Cultural and Creative Economy which focused on 5 sectors cultural heritage dance fashion film and tv and live music in all 5 African sub-regions North Africa Central Africa East Africa West Africa and Southern Africa respectively The paper offers a conceptual framework consisting of the triad of the atypical nature of work in the CCEs precariousness and informality against the backdrop of a Decent Work agenda The focus is on the views of players and practitioners in the live music ecosystem about the nature of work in the live music ecosystem in South Africa It concludes with a set of policy recommendations that are distinct for two reasons first rather than conventional measures to formalise the informal economy it suggests shining a spotlight on the specificities of live music work understanding its unique value chain and adopting measures to engage more productively with the informal actors throughout the value chain second rather than highlighting deficits it suggests greater government support for associations trade unions and employer bodies for the live music ecosystem to bring the decent work discussion into conversation with representative and organise

    ICRRA Policy Brief 2022: Culture in Security: International Cultural Relations as an Enabler of Peace through Engagement

    How can the arts, heritage and cultural sectors contribute to peace and security in an increasingly conflicted world? At the 2022 ICRRA conference, academic approaches and practical projects from around the world showcased the important role that international cultural relations can play in this. This report shares the overarching message of the conference – about the potential for international cultural relations to re-energise delivery of SDG 16 (peace and justice) and to promote a more holistic understanding of peace and security – along with a summary of reflections from the conference around the key concepts of human security and cultural rights. Case studies and quotes by the participants illustrate these points and exemplify how this cultural relations approach to peace and security works on the ground in different settings

    A systematic review of the evidence on home care reablement services

    Objective To determine whether publically funded ‘reablement services’ have any effect on patient health or use of services. Design Systematic review of randomised controlled trials and non-randomized studies in which reablement interventions were compared to no care or usual care in people referred to public funded personal care services. Data sources included: Cochrane central register of controlled trials, EPOC register of studies, trials registers, Medline, Embase, and Cinhal. Searches were from 2000 up to end February 2015. Setting Not applicable. Participants Investigators’ definition of the target population for reablement interventions. Main outcome measures Use of publically-funded personal care services and dependence in personal activities of daily living (PADL). Results We found no studies fulfilling our inclusion criteria that assessed the effectiveness of reablement interventions. We did note the lack of an agreed understanding of the nature of reablement. Conclusions Reablement is an ill-defined intervention targeted towards an ill-defined and potentially highly heterogeneous population/ patient group. There is no evidence to suggest it is effective at either of its goals, increasing personal independence or reducing use of personal care services

    AN INDUSTRIAL STRATEGY FOR A POST?APARTHEID SOUTH AFRICA

    Summary This article addresses the need to revive industrial growth in the context of a global industrial environment in which competitive pressures are not only growing but are also changing in nature. Four linked objectives are identified ? raising productivity, creating employment, reviving investment and improving trade performance. Meeting these objectives will require a change in strategic focus which will require industry to move up the value chain, to reduce the cost of its output, to target the determinants of competitive production and to redistribute income and power relations. Industrial policies are identified to assist this strategic restructuring by enabling markets to function more effectively and to build industrial capabilities in part through a process of institution building. The key roles of industrial relations and tripartite negotiations are identified as part of this process of institutional development. Resumé Cet article s'adresse au besoin de relancer la croissance industrielle dans le contexte d'un environnement industriel global, au sein duquel les pressions de la compétition ne sont pas seulement en croissance elles?mêmes mais où elles changent aussi de caractère. Quatre objectifs interconnectés sont identifiés dans l'article: l'augmentation du taux de productivité, la création de l'emploi, la réanimation de l'investissement et l'amélioration de la performance du commerce. Pour répondre à ces objectifs il sera nécessaire de refocaliser les stratégies: de ce fait l'industrie devra rehausser sa position dans la chaîne de valeur; réduire ses coûts de revient; cibler les déterminants de la production compétitive; et redistribuer les revenus et les rapports du pouvoir. Des politiques industrielles sont identifiées qui pourront faciliter cette restructuration stratégique en permettant aux marchés de fonctionner plus efficacement tout en permettant un accroissement de leurs capacités industrielles grâce, en partie, à un processus de consolidation des institutions existantes. Les rôles cruciaux des relations industrielles et de la négociation tripartie sont identifiés comme faisant partie intégrale de ce processus de développement institutionnel. Resumen Este artículo encara la necesidad de revitalizar el crecimiento industrial en el contexto de un ambiente industrial global en el cual las presiones competitivas no sólo van aumentando sino también van cambiando su naturaleza. Se identifican cuatro objetivos conectados entre sí: aumento de la productividad, creación de empleos, revitalización de las inversiones, y mejoras en el rendimiento comercial. Para alcanzar estos objetivos se requiere un cambio en el enfoque estratégico que a su vez exige que la industria suba en la escala de valores, para reducir el costo de su producción, para apuntar a los determinantes de la producción competitiva, y para redistribuir las ganancias y las relaciones de poder. Asimismo se exploran pautas industriales para asistir y apoyar a esta reestructuración estratégica permitiendo a los mercados funcionar más efectivamente e incorporar aptitudes, en parte gracias a un proceso de edificación de instituciones. También se destacan aquí los papeles clave en las relaciones industriales y negociaciones tripartitas como parte del proceso de desarrollo de la industria
