Educational problems ranging from high drop out rates to low test scores could not be adequately and professionally addressed until the nation’s leaders acknowledged that “the renewal of schools, teachers and the programs that educate teachers must proceed simultaneously” (Goodlad, 1990. p. 4)

    From 2000, ZANU(PF) suffered repeated electoral defeat in the cities and lost control of municipalities to the opposition Movement for Democratic Change (MDC). This turned urban governance into a battlefield, as ZANU(PF) dramatically recentralised powers over local authorities, developed ‘parallel’ party structures and used militia to control central markets and peri-urban land. Taking the case of Harare and environs during the period of Zimbabwe's Inclusive Government (IG), this article explores contestations over urban authority, focusing on the office of councillor and urban spaces dominated by ZANU(PF)-aligned militia. I argue that surveillance was central to ZANU(PF)'s strategy for urban control and to the politics of patronage. Inconvenient councillors were disciplined by threats and enticements from the feared Central Intelligence Organisation (CIO) and were also vulnerable to suspension, while ZANU(PF) militia made political loyalty a condition of access to market stalls, land and housing cooperatives. Dominant political science characterisations of the African postcolonial state and ethnographic accounts of precarity and vigilance mislead in this context if they fail to capture the disciplining roles and social reach of a centralised partisan state security agency and militarised party structures that suffuse work and social life within local government institutions and contested city spaces. Analyses of power-sharing need to reach beyond the national stage not only because conflict over local authorities can undermine transitional political processes but also for the light they can shed on the changing character of the state and its relationship to reconstituted ZANU(PF) powers

    Malta's prehistoric temples : conservation issues

    Malta's prehistoric megalithic temples, which are World Heritage sites, are currently suffering from problems associated with the deterioration of materials as well as structural problems. These problems have been studied for many years. A Scientific Committee set up by the Government of Malta in 2000, identified those elements in the surrounding environment causing deterioration of the site. It was recommended that the sites should be protected by temporary shelters, which would provide additional time for research into the long-term preservation of these sites. The sheltering project should kick off late in 2007. In preparation, Heritage Malta has been since 2005, and is still currently, intensively studying the temples as well as conditions in and around the site. Much of this information has already been fed into the final detailing of the shelters. The data obtained from the environmental monitoring in particular will also constitute important baseline information which will then be used to compare with the altered conditions under the shelters.peer-reviewe

    The European Commission recently endorsed a future company tax policy that would allow companies to consolidate their tax bases and apportion the income across the EU using an allocation mechanism. This policy would replace the separate accounting method with formula apportionment of EU group profits as the main method of taxing multinational companies in the European Union. However, many details of the approaches remain to be presented, and these details may turn what appears to be a simple solution into an extremely complex one. This paper explores some technical details that arise in adopting formula apportionment in the European Union.

    Forecasts of solar and geomagnetic activity are critical since these quantities are such important inputs to the thermospheric density models. At this time in the history of solar science there is no way to make such a forecast from first principles. Physical theory applied to the Sun is developing rapidly, but is still primitive. Techniques used for forecasting depend upon the observations over about 130 years, which is only twelve solar cycles. It has been noted that even-numbered cycles systematically tend to be smaller than the odd-numbered ones by about 20 percent. Another observation is that for the last 12 cycle pairs, an even-numbered sunspot cycle looks rather like the next odd-numbered cycle, but with the top cut off. These observations are examples of approximate periodicities that forecasters try to use to achieve some insight into the nature of an upcoming cycle. Another new and useful forecasting aid is a correlation that has been noted between geomagnetic indices and the size of the next solar cycle. Some best estimates are given concerning both activities
