    Moving I`iwi (Vestiaria coccinea) as a Surrogate for Future Translocations of Endangered `Akohekohe (Palmeria dolei)

    Translocations often play an important role in the recovery of endangered species. To assess feasibility for translocation of endangered `Akohekohe (Palmeria dolei), we conducted an experimental translocation of I`iwi (Vestiaria coccinea) from east to west Maui. Mist-netting, veterinary screening of candidate birds, and helicopter transport of healthy I`iwi were successful, resulting in no injuries or mortalities. Translocated birds were assigned to two types of release. Hard release birds were radio tagged and released on the day of translocation. In contrast, soft release birds were held in large cages for 7 days and fed artificial nectar. During holding soft release I`iwi feeding rates, fecal production, and mass were monitored. Soft release birds suffered 33% mortality during the holding period. At the end of the holding period, soft release survivors were outfitted with a radio transmitter and released. All translocated I`iwi were followed by radio telemetry for an average of 21 days. Once released, soft release birds showed higher rates of movement, possibly reflecting conflict with established hard released I`iwi. Our results suggest that translocation efforts for wild `Akohekohe will be successful if hard release protocols are followed

    Stranded Costs and Grid Decarbonization

    Over the past half century, energy law has endured many stranded cost experiments, each helping firms and customers adjust to a new normal. However, these past experiments have contributed to a myopic regulatory approach to past stranded cost recovery by: (1) endorsing a preference for addressing all stranded costs only after energy resource investment decisions have been made; and (2) fixating on the firm’s financial costs and protection of investors, rather than on the broader impacts of each on the energy system. The current transition to decarbonization is already giving rise to stranded cost claims related to existing energy assets like coal-fired and nuclear power plants. New energy infrastructure investments — such as natural gas pipelines and natural gas-fired power plants — will also face stranded cost issues once they have provided the expected bridge to a clean energy future. We see the transition to grid decarbonization as a propitious opportunity for energy law to improve its approach to stranded cost compensation for investor risks. Unlike with past energy industry changes, where stranded costs were routinely addressed after investment decisions were made, it is important for regulators to address stranded costs now, at the outset of the transition to a decarbonized grid. As in the past, stranded cost compensation will prove important, if not essential, to this impending energy transition. But it should be approached in a manner that helps to overcome the obstacles to a decarbonized grid, reassure investors in new infrastructure without distorting capital signals to favor legacy resources, and recognize important energy resource attributes that competitive markets fail to price

    The Potential Impact of Plain Packaging of Cigarette Products Among Brazilian Young Women: An Experimental Study

    Background: Tobacco use is responsible for 5.4 million deaths every year worldwide and is a leading cause of preventable death. The burden of these deaths is rapidly shifting to low and middle-income countries, such as Brazil. Brazil has prohibited most forms of tobacco advertising; however, the cigarette pack remains a primary source of marketing. The current study examined how tobacco packaging influences brand appeal and perceptions of health risk among young women in Brazil. Methods: A between-subjects experiment was conducted in which 640 Brazilian women aged 16–26 participated in an online survey. Participants were randomized to view 10 cigarette packages according to one of three experimental conditions: standard branded packages, the same packs without brand imagery (“plain packaging”), or the same packs without brand imagery or descriptors (e.g., flavors). Participants rated packages on perceived appeal, taste, health risk, smoothness, and smoker attributes. Finally, participants were shown a range of branded and plain packs from which they could select one as a free gift, which constituted a behavioral measure of appeal. Results: Branded packs were rated as significantly more appealing, better tasting, and smoother on the throat than plain packs. Branded packs were also associated with a greater number of positive smoker attributes including style and sophistication, and were perceived as more likely to be smoked by females than the plain packs. Removing descriptors from the plain packs further decreased the ratings of appeal, taste and smoothness, and also reduced associations with positive attributes. In the pack offer, participants were three times more likely to select branded packs than plain packs. Conclusions: Plain packaging and removal of descriptors may reduce the appeal of smoking for youth and young adults, and consequently reduce smoking susceptibility.     Exploring the Impact of Efficacy Messages on Cessation-Related Outcomes Using Ecological Momentary Assessment

    Introduction:Observational studies indicate that cigarette package inserts with efficacy messages about the benefits of quitting (i.e. response efficacy) and recommendations for successful cessation increase smokers’ self-efficacy to quit and promote sustained cessation. However, the effects of inserts with such efficacy messages have not been studied using experimental designs. This study used ecological momentary assessment (EMA) to assess smokers’ responses to efficacy inserts.Material and Methods:In a randomized case-crossover study among smokers from the United States (n=23), participants received a one-week supply of cigarettes with efficacy inserts and a one-week supply without any inserts, and were randomized to use the packs with inserts on either the first or second week of the study. For 14 consecutive days, participants used a smartphone to answer brief surveys on cessation-related variables during smoking sessions and at the beginning of each day. Multilevel mixed-effects linear and logistic regression models compared responses during the insert period to those of the non-insert period.Results:The insert period was associated with greater desire to quit (b=0.21, p=0.012), motivation to quit (b=0.18, p=0.001), self-efficacy to cut down (b=0.26, p\u3c0.001) and to quit (b=0.28, p\u3c0.000), and response efficacy/ perceived benefits of quitting (b=0.13, p=0.012). Insert exposure was not significantly associated with forgoing cigarettes (OR=1.9, p=0.2).Conclusions:Results from this EMA study suggest that inserts with efficacy messages may promote determinants of smoking cessation. This is consistent with observational research in Canada, which is the only country to use inserts with efficacy messages as well as pictorial warnings about smoking risks on the outside of packs. Future studies should assess the extent to which efficacy inserts can not only be used to communicate health information to smokers but also work in synergy with pictorial warnings

    Eliciting Preferences for Waterpipe Tobacco Smoking Using a Discrete Choice Experiment: Implications for Product Regulation

    Objectives Waterpipe smoking is highly prevalent among university students, and has been increasing in popularity despite mounting evidence showing it is harmful to health. The aim of this study was to measure preferences for waterpipe smoking and determine which product characteristics are most important to smokers. Setting A large university in the Southeastern USA. Participants Adult waterpipe smokers attending the university (N=367). Design Participants completed an Internet-based discrete choice experiment to reveal their preferences for, and trade-offs between, the attributes of hypothetical waterpipe smoking sessions. Participants were presented with waterpipe lounge menus, each with three fruit-flavoured options and one tobacco flavoured option, in addition to an opt out option. Nicotine content and price were provided for each choice. Participants were randomised to either receive menus with a text-only health-warning message or no message. Outcome measures Multinomial and nested logit models were used to estimate the impact on consumer choice of attributes and between-subject assignment of health warnings respectively. Results On average, participants preferred fruit-flavoured varieties to tobacco flavour. They were averse to options labelled with higher nicotine content. Females and non-smokers of cigarettes were more likely than their counterparts to prefer flavoured and nicotine-free varieties. Participants exposed to a health warning were more likely to opt out. Conclusions Fruit-flavoured tobacco and lower nicotine content labels, two strategies widely used by the industry, increase the demand for waterpipe smoking among young adults. Waterpipe-specific regulation should limit the availability of flavoured waterpipe tobacco and require accurate labelling of constituents. Waterpipe-specific tobacco control regulation, along with research to inform policy, is required to curb this emerging public health threat
