    Alternative approaches to education provision for out-of-school youth in Malawi:The case of Complementary Basic Education

    Young people in Malawi face many challenges. Primary education is struggling with poor internal efficiency, low quality and poor educational outcomes. Access to post-primary education is limited and highly selective. The majority of young people who exit the formal education system dropout in the primary cycle. Few out-of-school youth have had access to technical, vocational or entrepreneurial training, or the chance to develop key skills to support and sustain livelihoods in the country’s predominantly rural-based economies. Until recently education and skills development for out-of-school youth was given scant attention at the national level. However, in response to growing concerns about the ability to meet Education for All (EFA) targets and to support poverty alleviation strategies, the Malawi government now acknowledges the need for alternative approaches to basic education in order to cater for out-of-school children and youth. In 2006, the Complementary Basic Education (CBE) programme was launched in Malawi, first piloted and then expanded across several rural districts in Malawi. This background paper presents an overview and analysis of the role of Complementary Basic Education in the educational provision for out-of-school youth. In doing so, it focuses on the expectations, participation and outcomes of older learners, as well as the challenges faced in the delivery of curriculum content and practical pre-vocational skills training in light of the differing needs of children and youth. It explores the interface between basic education and skills development and reflects on lessons to be learnt with regard to the design, implementation and mainstreaming of complementary and non-formal education programmes

    Addressing educational access and retention of orphaned and vulnerable children in high HIV prevalence communities in rural Malawi : a flexible approach to learning

    In Malawi, where a policy of Free Primary Education has been in place for more than fifteen years, relatively few children have never attended school. However, despite high initial enrolments, primary education in Malawi is inefficient, with high dropout and low completion rates. Against a context of underlying poverty, research suggests that many of the children in Malawi denied adequate access to education are those orphaned or made vulnerable by HIV/AIDS. Evidence from Malawi and neighbouring countries indicates that not enough is being done in schools to support vulnerable children in the context of HIV/AIDS and that a powerful argument can be made for new, more flexible models of formal schooling that reach out to young people who face educational exclusion. This doctoral study demonstrates the potential of flexible learning to enhance learning experiences, bring psychosocial benefits and help improve retention of vulnerable pupils in primary schools in high HIV prevalence communities in rural Malawi, with important, positive spill-over effects to pupils at risk of dropout. It also argues that effective innovation requires strategies to create an enabling environment and promote an inclusive philosophy within schools. Further insights were drawn from the perspectives of actors on the benefits, shortfalls and outcomes of the intervention, as well as the successes and challenges of the implementation process. A synthesis and discussion of the empirical findings in relation to the wider literature explores the possibilities for introducing more flexible modes of educational delivery and support within formal schooling.ESRC-DFI

    Developing, implementing and evaluating the SOFIE model:Supporting increased educational access for vulnerable pupils in rural Malawi

    SOFIE is a three year Research Project supported by the UK Department for International Development (DFID) and the Economic and Social Science Research Council (ESRC). Its purpose is to strengthen open, distance and flexible learning (ODFL) systems and structures to increase access to education for young people living in high HIV prevalence areas in Malawi and Lesotho. It seeks to achieve this through developing a new, more flexible model of education that uses ODFL to complement and enrich conventional schooling. It also seeks to encourage application of the new knowledge generated through effective communication to development agencies, governments, development professionals, non-governmental organisations and other interested stakeholders. In high HIV prevalence areas orphans and other vulnerable children are frequently unable to go to school regularly. In this context sustained access and learning is critical to long term improvements in risk and vulnerability and it requires new models of schooling to be developed and tested. This report presents findings from the development, piloting and evaluation of a flexible model of schooling that combines distance learning strategies and materials with community support. The findings show a significant reduction in dropout amongst Standard 6 pupils in intervention schools and discusses the perceived benefits and challenges of implementing the SOFIE model

    Giving patients granular control of personal health information: Using an ethics ‘Points to Consider’ to inform informatics system designers

    Objective: There are benefits and risks of giving patients more granular control of their personal health information in electronic health record (EHR) systems. When designing EHR systems and policies, informaticists and system developers must balance these benefits and risks. Ethical considerations should be an explicit part of this balancing. Our objective was to develop a structured ethics framework to accomplish this. Methods: We reviewed existing literature on the ethical and policy issues, developed an ethics framework called a “Points to Consider” (P2C) document, and convened a national expert panel to review and critique the P2C. Results: We developed the P2C to aid informaticists designing an advanced query tool for an electronic health record (EHR) system in Indianapolis. The P2C consists of six questions (“Points”) that frame important ethical issues, apply accepted principles of bioethics and Fair Information Practices, comment on how questions might be answered, and address implications for patient care. Discussion: The P2C is intended to clarify whatis at stake when designers try to accommodate potentially competing ethical commitments and logistical realities. The P2C was developed to guide informaticists who were designing a query tool in an existing EHR that would permit patient granular control. While consideration of ethical issues is coming to the forefront of medical informatics design and development practices, more reflection is needed to facilitate optimal collaboration between designers and ethicists.     Early childhood development through an integrated program : evidence from the Philippines

    More attention and resources have been devoted in recent years to early childhood development (ECD) in low- and middle-income countries. Rigorous studies on the effectiveness of ECD-related programs for improving children's development in various dimensions in the developing world are scant. The authors evaluate an important ECD initiative of the Philippine government using longitudinal data collected over three years on a cohort of 6,693 children age 0-4 years at baseline in two"treatment"regions and a"control"region that did not receive the intervention. The initiative includes a wide range of health, nutrition, early education, and social services programs. The authors estimate its impact by using"intent-to-treat"difference-in-difference propensity score matching estimators to control for a variety of observed characteristics measured at the municipality, barangay, household, and child level and unobserved fixed characteristics, with differential impacts by age of children and duration of exposure to the program. There has been a significant improvement in the cognitive, social, motor, and language development, and in short-term nutritional status of children who reside in ECD program areas compared to those in non-program areas, particularly for those under age four at the end of the evaluation period. The proportions of children below age four with worms and diarrhea also have been lowered significantly in program compared to non-program areas, but there are effects in the opposite direction for older children so the overall impact on these two indicators is mixed.Health Monitoring&Evaluation,Early Childhood Development,Youth and Governance,Primary Education,Educational Sciences

    Reputable Peer-Reviewed Article Publishing: An Assessment of the IUPUI 2017 Annual Review Data

    This report quantifies the number of articles by Indiana University Purdue University Indianapolis (IUPUI) authors that were published in 2017 in “trusted” journals or conference proceedings. As the global proportion of for-fee article publishing increases, so do the number of email solicitations to authors for submissions to previously unknown journals. In an effort to exploit a new business model, a portion of these solicitations seek to acquire a fee for publication while promising (but failing) to provide peer review. Publishing an article in a disreputable journal (intentionally or not) wastes the resources of the university, funders, and tax payers that have supported the work. It also risks damaging the reputation of authors and the integrity of peer reviewed literature. By quantifying the number of articles published in “trusted” journals, IUPUI can assess the degree to which authors need support for the task of selecting suitable outlets for publication

    Potential of consumer EEG for real-time interactions in immersive VR

    Abstract. Virtual reality is an active research subject and has received a lot of attention over the last few years. We have seen multiple commercial VR devices, each improving upon the last iteration become available to the wider public. In addition, interest in brain-computer interface (BCI) devices has increased rapidly. As these devices are becoming more affordable and easy to use, we are presented with more accessible options to measure brain activity. In this study, our aim is to combine these two technologies to enhance the interaction within a virtual environment. In this study we sought to facilitate interaction in VR by using EEG signals. The EEG signals were used to estimate the volume of focus. By applying this concept with VR, we designed two use cases for further exploration. The methods of interactions explored in the study were telekinesis and teleportation. Telekinesis seemed an applicable option for this study since it allows the utilization of the EEG while maintaining a captivating and engaging user experience. With teleportation, the goal was the exploration of different options for locomotion in VR. To test our solution, we built a test environment by using Unity engine. We also invited several participants to gain feedback on the usability and accuracy of our methodology. For evaluation, 13 study participants were divided into two different groups. The other group tested our actual solution for the estimation of the focus. However, the other group used randomized values for the same purpose. Some key differences between the test groups were identified. We were able to create a working prototype where the users could interact with the environment by using their EEG signals. With some improvements, this could be expanded to a more refined solution with a better user experience. There is a lot of potential in combining the use of human brain signals with virtual environments to both enrich the interaction and increase the immersion of virtual reality.Kuluttaja-EEG laitteiden potentiaali reaaliaikaiseen vuorovaikutukseen immersiivisessä virtuaalitodellisuudessa. Tiivistelmä. Virtuaalitodellisuus (VR) on aktiivisen tutkimuksen kohde ja varsinkin viime vuosina herättänyt paljon huomiota. VR-laseissa on tapahtunut huomattavaa kehitystä ja niitä on saatavilla yhä laajemmalle käyttäjäkunnalle. Lisäksi kiinnostus aivo-tietokone -rajapintoihin (BCI) on kiihtymässä. Koska aivokäyrää mittaavat laitteet ovat yhä edullisempia ja kehittymässä helppokäyttöisemmiksi, monia uusia menetelmiä aivosignaalin mittamiseksi on saatavilla. Tässä työssä tavoitteemme oli yhdistää nämä kaksi teknologiaa parantaaksemme vuorovaikutusta virtuaalitodellisuudessa. Tässä tutkimuksessa käytimme aivosähkökäyrää VR-käyttäjäkokemuksen kehittämiseksi. Tätä tekniikkaa hyödyntäen arvioimme käyttäjän keskittymistä. Tutkimusta varten valitsimme kaksi vuorovaikutustapaa. Nämä tutkittavat tavat ovat telekinesia sekä teleportaatio. Telekinesia on mielenkiintoinen tapa hyödyntää aivosähkökäyrää luoden samalla mukaansatempaavan käyttäjäkokemuksen. Teleportaation päämääränä oli löytää uudenlaisia liikkumistapoja VR:ssä. Tutkimustamme varten, suunnittelimme testiympäristön Unity-pelimoottorilla. Kokosimme joukon testaajia, joiden avulla arvioimme työmme käyttökelpoisuutta sekä tarkkuutta. Saadaksemme luotettavampia testituloksia, jaoimme 13 testaajaa kahteen eri ryhmään. Toinen ryhmistä testasi varsinaista toteutustamme ja toinen ryhmä käytti satunnaistettuja keskittymisarvoja. Löysimme ratkaisevia eroja näiden kahden testiryhmän välillä. Onnistuimme kehittämään toimivan prototyypin, jossa käyttäjät kykenivät interaktioon virtuaaliympäristössä hyödyntäen aivosähkökäyrää. Jatkokehitystä tekemällä käyttäjäkokemusta olisi mahdollista parantaa entisestään. Integraatio aivosensoreiden ja virtuaalitodellisuuden välillä huokuu potentiaalia ja tarjoaa mahdollisuuksia tehdä virtuaalimaailmasta yhä immersiivisemmän

    Out of Sync? Demographic and Other Social Science Research on Health Conditions in Developing Countries

    A framework is presented for considering for what health conditions in developing countries the marginal social benefits of demographic and social science research are likely to be relatively high. Based on this framework, it is argued that the relative current and future predicted prevalence of burdens of different health/disease conditions as measured by Disability-Adjusted-Life-Years (DALYs) represent fairly well some important factors related to the relative marginal social benefits of demographic and social science research on different health conditions. World Health Organization (WHO) DALYs projections for 2005-30 are compared with (a) demographic and other social science studies on health in developing countries during 1990-2005 and (b) presentations at the Population Association of America annual meetings during the same time period. These comparisons suggest that, recent demographic and social science research on health in developing countries has overfocused substantially relatively on HIV/AIDS and underfocused substantially relatively on non-communicable diseases
