    Could Environmental Taxation Promote Circular Economy Objectives? A Short Perspective

    In contemporary capitalist economies, the environmental taxation contributes significantly in shaping a more responsible environmental behavior, both in case of the companies and of the population. Applying a well-proportioned tax policy in the field of environmental protection can also stimulate the achievement of specific circular economy objectives by suppressing production patterns that do not take into account the reintroduction of recycled raw materials and awarding of those who promote environmental friendly production.     Smart (tourist) Concept in Rural and Viticultural Area. Study Case: Negotin Winegrowing Region

    The wine growing region of Negotin, as well as the rest of Serbia’s wine growing areaѕ, is mostly linked to rural areas. Also, in developed countries, wine tourism stands out as a product of rural tourism. Although most wineries are still in the initial phase of using innovative and smart technologies, most wineries in Serbia invest great efforts and increase the attractiveness of wine tourism through the provision of smart tourist services. In the article, an assessment of the area and settlements of the wine growing region of Nekgotin was carried out, where there would be the greatest potential for development into smart destinations: smart villages and smart winegrowing destinations. In the analysis and evaluation, the concept of smart tourist destinations was defined as 6A (attractions, accessibility, contents, available packages, activities, auxiliary services) with the use of Geographic Information System (GIS) and Analytical Hierarchy Process (AHP). The results show that the wine growing region of Negotin has potential for the development of wine growing districts as smart tourist destinations - the city of Kladovo. The other areas of this wine growing region present an extremely poor zone of potential with a total frequency of 84.01%. By investing, educating and investing additional efforts of the local community and the state, the other areas of the Negotinska Krajina wine-growing region would have great opportunities for development, especially due to the long history and tradition of the development of wine and viticulture in this area

    Interest of the State in Maintenance of Business Operations in Agriculture of Serbia in Globalization Conditions

    In this paper, the authors show the importance of business continuity of business entities engaged in agricultural activity in the Republic of Serbia in the process of globalization. According to official data, over 50% of the population in Serbia is based on agribusiness. This sector produces food for people, has a significant impact on the environment, has a large share of GDP, which makes the state undoubtedly interested in the business of business entities in this field. The authors are considering the impact of the globalization process and the need to implement new knowledge in this field. In the study of the period from 2001 to 2018, the authors came to the conclusion that domestic companies need time, knowledge and financial incentives to adapt to the changes in the market brought about by globalization. Since the state, as well as the owner of an enterprise engaged in agricultural activity, is interested in the continuity of business in agricultural activity, it is recommended to provide such a policy, which will improve the standards in this activity and enable the continuous operation of business entities in the long term

    Sustainable land management in mining areas in Serbia and Romania

    The paper analyzes the impacts of mining activities on sustainable land management in mining areas in the Republic of Serbia and Romania and discusses the main challenges related to the management of these issues in legislation and practice. Particular attention is paid to land disturbance, mine waste management and land reclamation, as well as access to land for mining purposes, the transfer of mining royalties and the partnerships of the mining industry, governments, communities and civil society for sustainable mining. Both governments are willing to provide the adequate role to mining in strengthening the national economies, but they face numerous constraints in this matter. Sustainable mining practices and consistent implementation of the mining for the closure planning approach, within an improved legislative framework and in cooperation with stakeholders at all levels, create conditions for the development of creative, profitable, environmentally-sound and socially-responsible management and reuse of mine lands

    Economic Effects of Plum Plantation Establishment

    Plum is the most important fruit species in the Republic of Serbia both in terms of produced quantities and in the areas under plum plantations. In line with importance of this fruit species, the main objective of the paper is to determine the economic effects of investing in establishment of plum plantation at the 10 hectares. The analysis was performed based on the data gained from the farm of individual agricultural producer from the city of Čačak. Establishment of the plum orchard considers the use of the variety “Čačanska lepotica”. Assessment of the investment effects has been done based on the use of dynamic methods for investment evaluation, while the analysis of the investment sensitivity under the conditions of risk was also performed. According to the obtained results, it could be concluded that the investment in plum orchard establishment is profitable

    A Critical Approach on Using Total Water Footprint of Agricultural Products as a Potential Sustainable Development Indicator

    Measuring sustainable development represents a fundamental issue which requires a complex approach in identifying relevant indicators to capture the global transformations of the contemporary economic paradigm, within the context of increasing globalization and of the integration of markets and economies. The recent evolutions of the environmenta lanalysis enforced total water footprint as a highly popular and core environmental performance indicator.The paper presents a critical approach on using total water footprint of agricultural products as a potential sustainable development indicator from the EU perspective, by applying a specific research method on clustering and concentration. The results prove that total water footprint of the agricultural products is highly country-specific dependent. The uneven distribution shown by grouping of countries and types of agricultural products consumption confirm this argument

    SAR Images Refocusing and Scattering Center Detection for Infrastructure Monitoring

    International audienceInfrastructure monitoring applications can require the tracking of slowly moving points of a certain structure. Given a certain point from a structure to be monitored, in the context of available SAR products where the image is already focused in a slant range - azimuth grid, it is not obvious if this point is the scattering center, if it is in layover or if it is visible from the respective orbit. This paper proposes a refocusing procedure of SAR images on a set of measured points among with a 4D tomography based scattering center detection. The refocusing procedure consists of an azimuth de-focusing followed by a modified back-projection on the given set of points. The presence of a scattering center at the given positions is detected by computing the local elevation-velocity plane for each point and testing if the main response is at zero elevation. The refocusing and scattering center detection algorithm is validated on real data acquired with the TerraSAR-X satellite during March-June 2012. The mean displacement velocities of the detected scatterers show good agreement with the in-situ measurements

    The impact of agricultural performance on foreign trade concentration and competitiveness: empirical evidence from Romanian agriculture

    Analysing the impact of agricultural performance on foreign trade concentration and competitiveness defines an important step in identifying the opportunities, challenges and proactive measures in designing a functional and marked based agricultural model. The scope of this study is to investigate the evolution of Romania’s the foreign trade competitiveness and its concentration on main destinations during 2007–2016. In this context, in the paper are identified and investigated some of the competitiveness’ mutations arisen from the Romania’s trade flows concentration and restructuration in relation with 26 of the European Union member states. It was used a unique dataset on agro -food trade output and concentration across EU countries to construct measures of trade competitiveness. The results obtained suggest the existence of a dual relationship of the Romanian agriculture competitiveness and its dependence on the EU economic area, by the concentration of the commercial relationships
