Victims of Natural Disasters in U.S. Refugee Law and Policy
This note reviews the history and antecedents of subsection 203(a)(7)(B), suggests explanations for its repeal, and explores alternative relief for the individuals who might formerly have benefited from it. It is presumed that some victims of natural disasters have a need for refuge equal to that of the refugee fleeing persecution. This is not to say that every catastrophic natural calamity, as the now defunct statutory formulation put it, produces victims requiring the extraordinary relief of asylum. Yet, when the disaster constitutes a continuing threat to human life, and aid to the stricken area cannot restore an acceptable standard of living, then the distinction between natural disaster victims and refugees fearing persecution becomes arbitrary and inhumane. The humanitarian underpinnings of a special provision for persons in life-threatening situations apply regardless of the source of that threat
Policy makers, regulators and researchers’ perspectives on genomics research and the capacity of the National Health Research Act of 2013 to regulate genomics research in Zambia
Background: Health research in sub-Saharan Africa takes place against a lengthy history of exploitation and unfair collaboration. This has involved the export of samples and data from the continent for the benefit of institutions and researchers elsewhere. In this paper, we report the perspectives of people involved in conducting genomics research in Zambia and the capacity of the Health Research Act (HRA) of 2013 in regulating genomics research. Methods: We approached 14 purposively selected stakeholders involved in the development or implementation of the HRA in Zambia for in-depth interviews. These were members of research ethics committees, genomics researchers, Ministry of Health policy makers and institutional lawyers. Results: Participants reported that there are benefits in genomics research for Zambia such as diagnosing and treatment of diseases. Participants also expressed concerns, most of which were ethical in nature. Prominent concerns were on consent. Participants’ main concern was the possible misuse of samples in the future. These concerns resonated with the HRA, which prohibits the use of broad consent for the collection of samples and data for future unspecified research. The implications of this is that Zambians may not participate in any kind of health research for which the storage, sharing and re-use of data or samples is envisaged. The restrictive nature of HRA means that genomics research may be excluded from future health research collaborations, thus isolating the country from potentially beneficial health research. Some policy makers also worried the samples and data that comes from such research may be difficult to access by local scientists. Conclusion: In this article, we describe the views of Zambian policymakers on genomics research and the capacity of HRA in regulating genomics research. Our findings are relevant for the Zambian audience, and other African countries that are aiming to regulate health research, especially genomics research.</ns4:p
A network of empirical ethics teams embedded in research programmes across multiple sites: opportunities and challenges in contributing to COVID-19 research and responses
Covid-19 continues to teach the global community important lessons about preparedness for research and effective action to respond to emerging health threats. We share the COVID-19 experiences of a pre-existing cross-site ethics network-the Global Health Bioethics Network-which brings together researchers and practitioners from Africa, Europe, and Southeast Asia. We describe the network and its members and activities, and the work-related opportunities and challenges we faced over a one-year period during the pandemic. We highlight the value of having strong and long-term empirical ethics networks embedded across diverse research institutions to be able to: 1) identify and share relevant ethics challenges and research questions and ways of 'doing research'; 2) work with key stakeholders to identify appropriate ways to contribute to the emerging health issue response - e.g., through ethics oversight, community engagement, and advisory roles at different levels; and 3) learn from each other and from diverse contexts to advocate for positive change at multiple levels. It is our view that being embedded and long term offers opportunities in terms of deep institutional and contextual knowledge, existing relationships and access to a wide range of stakeholders. Being networked offers opportunities to draw upon a wide range of expertise and perspectives, and to bring together internal and external insights (i.e.drawing on different positionalities). Long term funding means that the people and resources are in place and ready to respond in a timely way. However, many tensions and challenges remain, including difficulties in negotiating power and politics in the roles that researchers and research institutions can and should play in an emergency, and the position of empirical ethics within research programmes. We discuss some of these tensions and challenges and consider the implications for our own and similar networks in future
'Family comes in all forms, blood or not': disrupting dominant narratives around the patriarchal nuclear family
After nearly 25 years of democracy, lives of young South Africans are
still profoundly shaped by the legacies of apartheid. This paper
considers how these differences are produced, maintained and
disrupted through an exploration of changing narratives
developed by a small group of South African pre-service teachers,
with a particular focus on the narratives developed around
discourses of fatherhood generally and absent fathers in
particular. We draw on interviews conducted with three students
in which we discussed their digital stories and literature reviews.
In this paper, we draw attention to the limitations of digital
storytelling and the risks such autobiographical storytelling
presents of perpetuating dominant narratives that maintain and
reproduce historical inequalities. At the same time, in highlighting
ways in which this risk might be confronted, the paper also aims
to show the possibilities in which these dominant narratives may

The binary fraction of planetary nebula central stars - III. the promise of VPHAS+

This has led to the Binary Hypothesis, which states that PNe are preferentially formed by binary systems. This hypothesis can be corroborated or disproved by comparing the estimated binary fraction of all PNe central stars (CS) to that of the supposed progenitor population. One way to quantify the rate of CS binarity is to detect near infra-red (IR) excess indicative of a low-mass main sequence companion. In this paper, a sample of known PNe within data release 2 of the ongoing VPHAS+ are investigated. We give details of the method used to calibrate VPHAS+ photometry, and present the expected colours of CS and main sequence stars within the survey. Objects were scrutinized to remove PN mimics from our sample and identify true CS. Within our final sample of 7 CS, 6 had previously either not been identified or confirmed. We detected an band excess indicative of a low-mass companion star in 3 CS, including one known binary, leading us to to conclude that VPHAS+ provides the precise photometry required for the IR excess method presented here, and will likely improve as the survey completes and the calibration process finalised. Given the promising results from this trial sample, the entire VPHAS+ catalogue should be used to study PNe and extend the IR excess-tested CS sample.Peer reviewedFinal Published versio
Venus Observations at 40 and 90 GHz with CLASS
Using the Cosmology Large Angular Scale Surveyor, we measure the
disk-averaged absolute Venus brightness temperature to be 432.3 2.8 K and
355.6 1.3 K in the Q and W frequency bands centered at 38.8 and 93.7 GHz,
respectively. At both frequency bands, these are the most precise measurements
to date. Furthermore, we observe no phase dependence of the measured
temperature in either band. Our measurements are consistent with a
CO-dominant atmospheric model that includes trace amounts of additional

MYC activation cooperates with Vhl and Ink4a/Arf loss to induce clear cell renal cell carcinoma
Renal carcinoma is a common and aggressive malignancy whose histopathogenesis is incompletely understood and that is largely resistant to cytotoxic chemotherapy. We present two mouse models of kidney cancer that recapitulate the genomic alterations found in human papillary (pRCC) and clear cell RCC (ccRCC), the most common RCC subtypes. MYC activation results in highly penetrant pRCC tumours (MYC), while MYC activation, when combined with Vhl and Cdkn2a (Ink4a/Arf) deletion (VIM), produce kidney tumours that approximate human ccRCC. RNAseq of the mouse tumours demonstrate that MYC tumours resemble Type 2 pRCC, which are known to harbour MYC activation. Furthermore, VIM tumours more closely simulate human ccRCC. Based on their high penetrance, short latency, and histologic fidelity, these models of papillary and clear cell RCC should be significant contributions to the field of kidney cancer research
CLASS Angular Power Spectra and Map-Component Analysis for 40 GHz Observations through 2022
Measurement of the largest angular scale () features of the cosmic
microwave background (CMB) polarization is a powerful way to constrain the
optical depth to reionization, , and search for the signature of
inflation through the detection of primordial -modes. We present an analysis
of maps covering nearly 75% of the sky made from the ground-based
channel of the Cosmology Large Angular Scale Surveyor
(CLASS) from August 2016 to May 2022. Using fast front-end polarization
modulation from the Atacama Desert in Chile, we show this channel achieves
higher sensitivity than the analogous frequencies from satellite measurements
in the range . After a final calibration adjustment, noise
simulations show the CLASS linear (circular) polarization maps have a white
noise level of . We measure the
Galaxy-masked and spectra of diffuse synchrotron radiation and
compare to space-based measurements at similar frequencies. In combination with
external data, we expand measurements of the spatial variations of the
synchrotron spectral energy density (SED) to include new regions of the sky and
measure the faint diffuse SED in the harmonic domain. We place a new upper
limit on a background of circular polarization in the range
with the first bin showing at 95%
confidence. These results establish a new standard for recovery of the
largest-scale CMB polarization from the ground and signal exciting
possibilities when the higher sensitivity and higher frequency CLASS channels

Patterns of leisure-time physical activity across pregnancy and adverse pregnancy outcomes
Background
Although leisure-time physical activity (PA) contributes to overall health, including pregnancy health, patterns across pregnancy have not been related to birth outcomes. We hypothesized that women with sustained low leisure-time PA would have excess risk of adverse pregnancy outcomes, and that changing patterns across pregnancy (high to low and low to high) may also be related to risk of adverse pregnancy outcomes.
Methods
Nulliparous women (n = 10,038) were enrolled at 8 centers early in pregnancy (mean gestational age in weeks [SD] = 12.05 [1.51]. Frequency, duration, and intensity (metabolic equivalents) of up to three leisure activities reported in the first, second and third trimesters were analyzed. Growth mixture modeling was used to identify leisure-time PA patterns across pregnancy. Adverse pregnancy outcomes (preterm birth, [PTB, overall and spontaneous], hypertensive disorders of pregnancy [HDP], gestational diabetes [GDM] and small-for-gestational-age births [SGA]) were assessed via chart abstraction.
Results
Five patterns of leisure-time PA across pregnancy were identified: High (35%), low (18%), late decreasing (24%), early decreasing (10%), and early increasing (13%). Women with sustained low leisure-time PA were younger and more likely to be black or Hispanic, obese, or to have smoked prior to pregnancy. Women with low vs. high leisure-time PA patterns had higher rates of PTB (10.4 vs. 7.5), HDP (13.9 vs. 11.4), and GDM (5.7 vs. 3.1, all p < 0.05). After adjusting for maternal factors (age, race/ethnicity, BMI and smoking), the risk of GDM (Odds ratio 2.00 [95% CI 1.47, 2.73]) remained higher in women with low compared to high patterns. Early and late decreasing leisure-time PA patterns were also associated with higher rates of GDM. In contrast, women with early increasing patterns had rates of GDM similar to the group with high leisure-time PA (3.8% vs. 3.1%, adjusted OR 1.16 [0.81, 1.68]). Adjusted risk of overall PTB (1.31 [1.05, 1.63]) was higher in the low pattern group, but spontaneous PTB, HDP and SGA were not associated with leisure-time PA patterns.
Conclusions
Sustained low leisure-time PA across pregnancy is associated with excess risk of GDM and overall PTB compared to high patterns in nulliparous women. Women with increased leisure-time PA early in pregnancy had low rates of GDM that were similar to women with high patterns, raising the possibility that early pregnancy increases in activity may be associated with improved pregnancy health.
