    The Impact of Microenterprise Development Training on Low-Income Clients

    The study reported here examined the impact of microenterprise development (MED) programs on low-income individuals using a case study of 140 clients of the Vermont Micro Business Development Program who participated in a statewide telephone survey. The study also examined variables that are associated with change in client reliance on public assistance. Outcomes achieved include: access to capital, positive attitude changes, business start up and growth, job creation, increased household income, decreased reliance on public assistance, and satisfaction with services. Significant relationships were found between certain client characteristics and outcomes and decreased reliance on public assistance

    Costs of food safety certification on fresh produce farms in Vermont

    This article addresses the economic costs of good agricultural practices (GAPs) audits of small and medium size farms in Vermont. It focuses on the costs of infrastructure, equipment, and labor required to successfully pass a U.S. Department of Agriculture (USDA) GAPs audit. In-depth interviews and surveys of produce farmers in 2011 revealed that the cost of GAPs certification ranges between 37and37 and 54 per acre, and an additional 7 hours were required each week during the growing season. Based on this exploratory research, certifying all the farms in Vermont would cost between 228,216and228,216 and 3,019,114. Our study explored all the criteria of the certification and measured the costs of GAPs from planning stages to daily record keeping more than one year after the certification was achieved. This study provides information to farmers who are considering GAPs certification. It also provides background information to agricultural service providers and policymakers planning for the future of the fresh produce industry

    Evaluating a Domestic Violence Task Force: Methods to Strengthen a Community Collaboration

    A domestic violence collaborative was surveyed to evaluate and make recommendations for strengthening membership, structure, and cohesiveness. The article presents the evaluation methods, key findings, recommendations, and the outcome of their implementation. Areas identified for improvement include: membership diversification, membership-driven agenda, improved sub-committees, and increased community involvement through outreach. A revised meeting format, agenda setting strategy, sub-committee parameters, and the addition of quarterly meetings were recommended and implemented. This model received positive feedback as a method to strengthen collaboratives. The case study demonstrates how evaluation research can be linked to practice to make real improvements to a community collaborative

    It is not how far you go, it is whether you can get there: Modeling the effects of mobility on quality of life in rural New England

    Many northern rural areas in the United States present particular challenges to providing year-round transportation options for residents. Climate and the distribution of population and amenities present challenges to developing rural mobility systems that may result in a higher quality of life. Using structural equation modeling and a 2009 survey of residents of Vermont, Maine, and New Hampshire, this study estimated how the availability of built amenities, natural amenities, weather and attitudes toward travel explain actual and unserved travel demand and subsequently quality of life. The presence of unserved travel demand significantly decreased quality of life, while the predicted number of trips taken had no impact. With regard to quality of life in northern rural climates, future mobility initiatives would have more impact by addressing trips not taken as measured by unserved travel demand, instead of number of trips or vehicle miles traveled. © 2013 The Authors

    Developing Metrics for Novel Value-Added Products: The Case of Hemp in Vermont

    Vermont Farm to Plate 2020 identifies hemp as one of ten emergent agricultural products critical for Vermont’s future and has made recommendations for investments in hemp research, education, feasibility, and innovation programs. These investments are essential to develop niche food, feed, fiber, and industrial products, professionals, and markets that go “beyond CBD” (VFP, 2020). This project develops indicators for an important, value added budding crop in Vermont: hemp. For the purposes of this white paper, indicators are “a way to measure, indicate or point to with more or less exactness,” or “something used to show the condition of a system” (Feenstra et al., 2005). We focus on the example of hemp to illustrate how emerging value-added crops contribute to sustainable food systems. We use a set of design principles to ensure the applicability of developed indicators for decision making. This framework, its processes, and measures, are transferable to any nascent crop for evaluating economic, environmental, and social sustainability. Our objectives are to: Develop a set of indicators to measure the economic, social, and environmental inputs of hemp in Vermont. Identify techniques and data sources for mining hemp metrics. Evaluate the hierarchical levels of mined data and transecting indicators to inform growing discussions of metric integration and forecasting agricultural food sustainability. Our approach is grounded in the FAO food systems model, Doughnut Economics, which uses the UN Sustainable Development Goals as a foundation to describe “social floors” and planetary boundaries, and the concepts of seven community capitals: political, cultural, human, social, financial, built, and environmental. Our work plan included a two-day virtual workshop with required reading prior to the event, and involved both University researchers and stakeholders representing production, industry, finance, government, and NGOs. We describe 35 metrics to assess the sustainability of hemp in the Vermont economy, environment and community going forward (Figure 2 and Table 1). We also make several recommendations to move the collection of food system metrics forward. General recommendations include: Farmer surveys to specifically address challenges facing farmers growing a novel crop. In hemp this is particularly important, as the crop attracts many who are new to farming, and no one has been able to legally grow it at field scale in the US for the past several generations. Community/consumer surveys to collect data on community needs and impacts of novel value added crops (hemp) Collection and curation of spatial data tied to appropriate metrics Allocation of ARS funds for at least one data professional with skills across data types and methods, including individual, spatial, community level, etc. Funds to build out nutrient mass balance and soil carbon stock models for different soil types and production approaches The use of a grower-friendly tracking App with incentives (GoCrop) Development of a dashboard to easily visualize direction and degree of movement toward a desired state We make more specific recommendations in the Appendix where each metric is described in detail

    This toolkit is intended to help community leaders and technical support professionals assess and build food system resilience in their regions. The toolkit is available in English and Spanish and in written and video format. In the introduction, we explore the concept of resilience and the Community Capitals framework and suggest possible indicators of food system resilience. In Chapter 2, we outline four tools for assessing community advantages and challenges and developing plans to address them. These tools are: asset mapping, focus groups, nominal groups, and strategic planning. While many research techniques can be deployed for resilience building, we have found these four to be especially useful in building purpose-driven, directed initiatives that are responsive to community needs and assets. Chapter 3 explores the role of policy in building (or obstructing) resilience, and in responding to shocks. We take a birds-eye view of disaster experiences in both Vermont and Puerto Rico and review how political actors responded differently in each region. We use the Multiple Streams Approach as a lens for understanding how policy decisions happen and where there are opportunities to advocate for change. In the final chapter, we offer lessons from our own resilience research efforts in Puerto Rico and Vermont. We connect our findings with food system resilience indicators and community capitals to offer real-world examples of strengths and vulnerabilities in the face of crisis

    Gaining and maintaining a competitive edge: Evidence from CSA members and farmers on local food marketing strategies

    Community-supported agriculture (CSA) is a widely-used approach for farmers to sell directly to consumers. We used the product, place, price, and promotion (4P) marketing mix framework to examine characteristics that help farms offering CSA maintain member satisfaction and thus competitiveness. We conducted semi-structured interviews with 20 CSA members and 24 CSA farmers in four states. CSA members additionally completed a modified choice experiment. Qualitative data were coded iteratively, and choice experiment data were summarized and compared across scenarios. CSA members and farmers were motivated by a range of personal, social, environmental, and economic objectives. Members favored high-quality staple vegetables (e.g., lettuce, green beans), ideally produced organically. Trust and a sense of personal connection with the farmer comprised part of the value added of CSA participation. Time and location of share pick-up were very important; thus, farmers tried to offer convenient sites or an enriched pick-up experience. Small changes in price appeared unlikely to impact participation among current members. Social networks and word-of-mouth were powerful for marketing, but may limit the ability to reach diverse populations. Future research should examine the ability of CSAs to meet the needs of those who do not currently participate

    Time Use and Food Pattern Influences on Obesity

    The rise of obesity in the United States over the past 25 years has resulted in an increase in the number of research studies published related to the causes, consequences, and possible solutions to the problem. Most would agree that obesity is a multi-dimensional problem that requires a range of solutions related to individual diet and activity, food and built environment, and public policy. Examination of complex relationships between food choice, time use patterns, sociodemographic characteristics and obesity has been limited by data availability and disciplinary focus. Using the theory of the production of health capital, this paper links empirical data from the Consumer Expenditure, Current Population, and American Time Use Surveys to provide estimates of the impacts of food expenditure and time use patterns on obesity in single female headed households of 31–50 years of age

    Developing an agenda for research about policies to improve access to healthy foods in rural communities: a concept mapping study

    Background Policies that improve access to healthy, affordable foods may improve population health and reduce health disparities. In the United States most food access policy research focuses on urban communities even though residents of rural communities face disproportionately higher risk for nutrition-related chronic diseases compared to residents of urban communities. The purpose of this study was to (1) identify the factors associated with access to healthy, affordable food in rural communities in the United States; and (2) prioritize a meaningful and feasible rural food policy research agenda. Methods This study was conducted by the Rural Food Access Workgroup (RFAWG), a workgroup facilitated by the Nutrition and Obesity Policy Research and Evaluation Network. A national sample of academic and non-academic researchers, public health and cooperative extension practitioners, and other experts who focus on rural food access and economic development was invited to complete a concept mapping process that included brainstorming the factors that are associated with rural food access, sorting and organizing the factors into similar domains, and rating the importance of policies and research to address these factors. As a last step, RFAWG members convened to interpret the data and establish research recommendations. Results Seventy-five participants in the brainstorming exercise represented the following sectors: non-extension research (n = 27), non-extension program administration (n = 18), “other� (n = 14), policy advocacy (n = 10), and cooperative extension service (n = 6). The brainstorming exercise generated 90 distinct statements about factors associated with rural food access in the United States; these were sorted into 5 clusters. Go Zones were established for the factors that were rated highly as both a priority policy target and a priority for research. The highest ranked policy and research priorities include strategies designed to build economic viability in rural communities, improve access to federal food and nutrition assistance programs, improve food retail systems, and increase the personal food production capacity of rural residents. Respondents also prioritized the development of valid and reliable research methodologies to measure variables associated with rural food access. Conclusions This collaborative, trans-disciplinary, participatory process, created a map to guide and prioritize research about polices to improve healthy, affordable food access in rural communities
