    Heroes, villains and victims: agricultural subsidies and their impacts on food security and poverty reduction

    Subsidies have been a pervasive feature of agricultural policy in both high and low income countries. This chapter describes different kinds of subsidies and reviews evidence on their economic, food security and poverty impacts. The evidence suggests that different subsidy programmes have had in some contexts profoundly positive and in other contexts profoundly negative impacts on food security and on the livelihoods of poor people and poor societies. Discussions of the historical and potential roles of subsidies and their more recent use have, however, been the victim of an unhealthy over-emphasis on their negative effects without sufficient consideration of the potential to overcome these. These issues need to be addressed if agricultural subsidies are to fulfill their potential to make a significant contribution in addressing continuing and emerging challenges to food insecurity and poverty

    A Line-Of-Slight Sensor Network for Wide Area Video Surveillance: Simulation and Evaluation

    Substantial performance improvement of a wide area video surveillance network can be obtained with the addition of a Line-of-Sight sensor. The research described in this thesis shows that while the Line-of-Sight sensor cannot monitor areas with the ubiquity of video cameras alone, the combined network produces substantially fewer false alarms and superior location precision for numerous moving people than video. Recent progress in the fabrication of inexpensive, robust CMOS-based video cameras have triggered a new approach to wide area surveillance of busy areas such as modeling an airport corridor as a distributed sensor network problem. Wireless communication between these cameras and other sensors make it more practical to deploy them in an arbitrary spatial configuration to unobtrusively monitor cooperative and non-cooperative people. The computation and communication to establish image registration between the cameras grows rapidly as the number of cameras increases. Computation is required to detect people in each image, establish a correspondence between people in two or more images, compute exact 3-D positions from each corresponding pair, temporally track targets in space and time, and assimilate resultant data until thresholds have been reached to either cause an alarm or abandon further monitoring of that person. Substantial improvement can be obtained with the addition of a Line-of-Sight sensor as a location detection system to decoupling the detection, localization, and identification subtasks.     Vision Aided Inertial Navigation System Augmented with a Coded Aperture

    Navigation through an indoor environment is a formidable challenge for an autonomous micro air vehicle. One solution is a vision aided inertial navigation system using depth-from-defocus to determine heading and depth to features in the scene. Depth-from-defocus uses a focal blur pattern to estimate depth. As depth increases, the observable change in the focal blur is generally reduced. Consequently, as the depth of a feature to be measured increases, the measurement performance decreases. The Fresnel zone plate, used as an aperture, introduces multiple focal planes. Interference between the multiple focal planes produce changes in the aperture that extend the depth at which changes in the focal blur are observable. This improved depth measurement performance results in improved performance of the vision aided navigation system as well. This research provides an in-depth study of the Fresnel zone plate used as a coded aperture and the performance improvement obtained by augmenting a single camera vision aided inertial navigation system

    A POLICY AGENDA FOR PRO POOR AGRICULTURAL GROWTH

    Economic growth has been low and the incidence and numbers of poor people remain very high in some parts of the world, notably in sub Saharan Africa and some parts of South Asia. Projections for poverty reduction suggest that these regions are likely to continue to hold very large numbers of very poor rural people in the foreseeable future. Theoretical arguments and empirical evidence suggest that in poor agrarian economies both the processes of structural change within national economies and micro-economic relations within rural economies give agriculture (and particularly intensive cereal based growth) a pre-eminent and unique role in economic development and in poverty reduction. However, reliance on pro-poor agricultural growth as the main weapon against rural poverty today faces more difficult challenges than those faced in the green revolution areas in the latter part of the 20th century, due to a number of features that together increase risk and uncertainty and raise costs and/or lower returns to agricultural investment. Many of these difficulties are endogenous to today's poor rural areas, others result from broader processes of global change, but it is argued that some are the direct result of policies supporting liberalisation and withdrawal of the state. A review of the green revolutions of the 20th century suggests that state interventions in agricultural markets were widely used and important in supporting sometimes short periods of critical market and technological development in the process of rural growth. Unfortunately the benefits of such interventions have been overlooked as a result of their very evident inefficiency and high costs, without a clear understanding of their institutional benefits.     Salamander limb regeneration involves the activation of a multipotent skeletal muscle satellite cell population

    In contrast to mammals, salamanders can regenerate complex structures after injury, including entire limbs. A central question is whether the generation of progenitor cells during limb regeneration and mammalian tissue repair occur via separate or overlapping mechanisms. Limb regeneration depends on the formation of a blastema, from which the new appendage develops. Dedifferentiation of stump tissues, such as skeletal muscle, precedes blastema formation, but it was not known whether dedifferentiation involves stem cell activation. We describe a multipotent Pax7+ satellite cell population located within the skeletal muscle of the salamander limb. We demonstrate that skeletal muscle dedifferentiation involves satellite cell activation and that these cells can contribute to new limb tissues. Activation of salamander satellite cells occurs in an analogous manner to how the mammalian myofiber mobilizes stem cells during skeletal muscle tissue repair. Thus, limb regeneration and mammalian tissue repair share common cellular and molecular programs. Our findings also identify satellite cells as potential targets in promoting mammalian blastema formation

    Changing Route: Common Action on Food Systems Transformation in the Mediterranean

    The Coronavirus pandemic has revealed the fragility of our food systems, affecting all dimensions of food security and nutrition across the world. It has highlighted how deeply our world is interconnected and the importance of better recognising and understanding the interconnections that are intrinsic to these systems and their key role in pursuit of the SDGs of the 2030 Agenda. There is now, more than ever, a stronger need for a "route change" towards a common action on food systems transformation. Dialogues among all stakeholders to redesign the future of tomorrow's food systems are needed to trigger collective, multi-stakeholder actions on the ground, at local, regional and global level, towards more sustainable food systems, linking sustainable food production to more healthy and sustainable food consumption. In this context CIHEAM, FAO, and the Union for the Mediterranean Secretariat (UfMS) initiated in 2019, a joint collaborative effort for the establishment of a multi-stakeholder platform on Sustainable Food Systems in the Mediterranean to accelerate the shift towards the Agenda 2030 in the Mediterranean region, with the Mediterranean diet acting as a driver

    Understanding the recovery of rare-earth elements by ammonium salts

    While the recovery of rare earth elements (REEs) from aqueous solution by ionic liquids (ILs) has been well documented, the metal compounds that are formed in the organic phase remain poorly characterized. Using spectroscopic, analytical, and computational techniques, we provide detailed chemical analysis of the compounds formed in the organic phase during the solvent extraction of REEs by [(n-octyl)3NMe][NO3] (IL). These experiments show that REE recovery using IL is a rapid process and that IL is highly durable. Karl-Fischer measurements signify that the mode of action is unlikely to be micellar, while ions of the general formula REE(NO3)4(IL)2− are seen by negative ion electrospray ionization mass spectrometry. Additionally, variable temperature 139La nuclear magnetic resonance spectroscopy suggests the presence of multiple, low symmetry nitrato species. Classical molecular dynamics simulations show aggregation of multiple ILs around a microhydrated La3+ cation with four nitrates completing the inner coordination sphere. This increased understanding is now being exploited to develop stronger and more selective, functionalized ILs for REE recovery

    Institutions and economic policies for pro-poor agricultural growth

    "This paper draws together findings from different elements of a research project examining critical components of pro-poor agricultural growth and of policies that can promote such growth in poor rural economies in South Asia and Sub-Saharan Africa. Agricultural growth, a critical driver in poverty reducing growth in many poor agrarian economies in the past, faces many difficulties in today's poor rural areas in South Asia and Sub-Saharan Africa. Some of these difficulties are endogenous to these areas while others result from broader processes of global change. Active state interventions in 'kick starting' markets in 20th century green revolutions suggest that another major difficulty may be current policies which emphasize the benefits of liberalization and state withdrawal but fail to address critical institutional constraints to market and economic development in poor rural areas. This broad hypothesis was tested in an analysis of the returns (in agricultural growth and poverty reduction) to different government spending in India over the last forty years. The results reject the alternate hypothesis underlying much current policy, that fertilizer and credit subsidies, for example, depressed agricultural growth and poverty reduction in the early stages of agricultural transformation. The results show initially high but then declining impacts from fertilizer subsidies; high benefits from investment in roads, education and agricultural R&D during all periods and varying benefits from credit subsidies over four decades; low impacts from power subsidies; and intermediate impacts from irrigation investments. These findings demand a fundamental reassessment of policies espousing state withdrawal from markets in poor agrarian economies. Given widespread state failure in many poor agrarian economies today, particularly in Africa, new thinking is urgently needed to find alternative ways of 'kick starting' markets ways which reduce rent seeking opportunities, promote rather than crowd-out private sector investment, and allow the state to withdraw as economic growth proceeds.
