    Simulated Economic Impact of TED Regulations on Selected Vessels in the Texas Shrimp Fishery

    Shrimp fishermen trawling in the Gulf of Mexico and south Atlantic inadvertently capture and kill sea turtles which are classified as endangered species. Recent legislation requires the use of a Turtle Excluder Device(TED) which, when in place in the shrimp trawl, reduces sea turtle mortality. The impact of the TED on shrimp production is not known. This intermediate analysis of the TED regulations using an annual firm level simulation model indicated that the average Texas shrimp vessel had a low probability of being an economic success before regulations were enacted. An assumption that the TED regulations resulted in decreased production aggravated this condition and the change in Ending Net Worth and Net Present Value of Ending Net Worth before and after a TED was placed in the net was significant at the 5 percent level. However, the difference in the Internal Rate of Return for the TED and non-TED simulations was not significant unless the TED caused a substantial change in catch. This analysis did not allow for interactions between the fishermen in the shrimp industry, an assumption which could significantly alter the impact of TED use on the catch and earnings of the individual shrimp vessel

    A Status Study of Elementary School Principals in South Dakota

    In recent years the importance of an adequately trained elementary-school principal has been recognized by many of our school officials. Because of this recognition the State Department of Public Instruction in South Dakota is increasing its requirements for an Elementary-School Principal’s Administrative certificate. Effective July 1, 1955, the above certificate will be issued to elementary-school principals who devote and one-half or more of their time to administration and supervision, and who have earned nine semester hours of graduate credit in the field of administration, supervision, and guidance, with a minimum of two semester hours of credit in each field. The applicant must also hold a valid high school certificate and must have had one year of successful teaching experience in grades one through eight. It is the purpose of this study to provide a clearer picture of the status and function of the elementary-school principal in South Dakota

    The Sustainability of Evaluation Capacity Building Interventions: An Exploratory Study

    Evaluation capacity building (ECB) is a practice that can help organizations conduct and use evaluations; however, there is little research on the sustainable impact of ECB interventions. This study provides an empirical inquiry into the sustainability of multiple ECB interventions. Ten ECB practitioners, identified through snowball sampling, were interviewed. They identified 16 organizational leaders from non-profits, higher education institutions, and foundations that bought in to ECB and were at least six months removed from an ECB contract. Analysis of these interviews resulted in a blended empirical and theoretical model that highlights the developmental process of ECB sustainability. This model highlights ECB strategies that were employed to create sustainable evaluation practices within organizations, and the sustainability factors that developed over time to facilitate these practices. Real-world examples of these ECB strategies, sustainable evaluation practices, and sustainability factors are described. New ECB strategies not previously identified in the literature emerged, including modeling data conversations and internal communities of practice. Common sustainable evaluation practices are detailed, most notably, use of evaluation findings and policies and procedures for evaluation. Sustainability factors that developed over time throughout the ECB process to facilitate sustainable evaluation practice are also described, including leadership, communication and understanding the benefits of evaluation. This model can help ECB practitioners understand the developmental process of ECB to set expectations over time, utilize new ECB strategies, and leverage links between practices and factors to facilitate sustainable ECB impact

    Estimation of Standardized Effort in the Heterogeneous Gulf of Mexico Shrimp Fleet

    In this paper we estimate nominal and standardized shrimping effort in the Gulf of Mexico for the years 1965 through 1993. We accomplish this by first developing a standardization method (model) and then an expansion method (model). The expansion model estimates nominal days fished for noninterview landings data. The standardization model converts nominal days fished to standard days fished. We then characterize the historical trends of the penaeid shrimp fishery byvessel configuration, relative fishing power, and nominal and standardized effort.
