Optimal Policy Intervention and the Social Value of Public Information

Svensson (2006) argues that Morris and Shin (2002) is, contrary to what is claimed, pro-transparency. This paper reexamines the issue but with an important modification to the original Morris and Shin framework. Recognizing that central banks impact the economy not only indirectly via public announcements, but also directly through policy actions, we consider the social value of public information in the presence of active policy intervention. Our results strengthen Morris and Shin's conclusions considerably: in particular, we find that public disclosure of the central bank's information is unambiguously, i.e., regardless of parameter values, undesirable. Antecedents Of Successful Web Based Communities For Disabled Citizens

In this period of constrained economic conditions, this study initiates an analysis of the critical success factors in the implementation of World Wide Web-based communities in the non-profit sector, focusing on communities of challenged citizens who have mental health conditions in the City of New York.  Non-profit organizations in New York depend ever more upon the technology of the Web to help disabled members in the city, as the disruption from the September 11 disaster continues to impact social services. Though investment in technology is limited in the non-profit sector, the preliminary analysis of this study imputes that implementation of community networks that service rehabilitating members of society is facilitated by distinct enabling success factors of cohesion, effectiveness, help, language, relationship and self-regulation in the innovation of the supporting Web sites.  The analysis contributes insight into the dynamics of communities on the Web that is applicable in an international context.  This study furnishes a new framework to research Web-based communities in the non-profit sector

Improved Co I Log(gf) Values and Abundance Determinations in the Photospheres of the Sun and Metal-Poor Star HD 84937

New emission branching fraction measurements for 898 lines of the first spectrum of cobalt (Co I) are determined from hollow cathode lamp spectra recorded with the National Solar Observatory 1 m Fourier transform spectrometer on Kitt Peak, AZ and a high-resolution echelle spectrometer. Published radiative lifetimes from laser induced fluorescence measurements are combined with the branching fractions to determine accurate absolute atomic transition probabilities for the 898 lines. Hyperfine structure (hfs) constants for levels of neutral Co in the literature are surveyed and selected values are used to generate complete hfs component patterns for 195 transitions of Co I. These new laboratory data are applied to determine the Co abundance in the Sun and metal-poor star HD 84937, yielding log epsilon(Co) = 4.955 +/- 0.007 (sigma = 0.059) based on 82 Co I lines and log epsilon(Co) = 2.785 +/- 0.008 (sigma = 0.065) based on 66 Co I lines, respectively. A Saha or ionization balance test on the photosphere of HD 84937 is performed using 16 UV lines of Co II, and good agreement is found with the Co I result in this metal-poor ([Fe I/H] = -2.32, [Fe II/H] = -2.32) dwarf star. Atmospheric fungal nanoparticle bursts.

Aerosol nanoparticles play an important role in the climate system by affecting cloud formation and properties, as well as in human health because of their deep reach into lungs and the circulatory system. Determining nanoparticle sources and composition is a major challenge in assessing their impacts in these areas. The sudden appearance of large numbers of atmospheric nanoparticles is commonly attributed to secondary formation from gas-phase precursors, but in many cases, the evidence for this is equivocal. We report the detection of a mode of fungal fragments with a mobility diameter of roughly 30 nm released in episodic bursts in ambient air over an agricultural area in northern Oklahoma. These events reached concentrations orders of magnitude higher than other reports of biological particles and show similarities to unclarified events reported previously in the Amazon. These particles potentially represent a large source of both cloud-forming ice nuclei and respirable allergens in a variety of ecosystems
