    Social Movements, Protest, and Human Rights: Latin America and Beyond (abstract)

    The basis of this paper is research I have conducted into protests in Latin America. By recording the demands and actors involved in protests, I have been able to assess human rights-related protests. This, in turn, allows a systematic investigation of the relationship between social movements and human rights. One principal finding is that there are two different types of human rights contention. Argentina and Guatemala experienced national human rights movements, led by human rights organizations and focused on general human rights problems and solutions. The other countries I studied in the region (Brazil, Chile, Mexico, Nicaragua, and Venezuela) experienced a different pattern that I call ancillary human rights protest. Here, human rights protests are led by a variety of organizations, focus on repression particular to the groups involved, and are either short-lived or part of a more general wave of opposition. This paper will build on these findings, considering the outcomes of human rights protests and movements, the role of transnational networks, and the complex relationships between social movements and human rights in Latin America and beyond

    At the turn of the 20th century, Frederick Taylors’ Scientific Management Theory dominated the industrial landscape. Managers focused on the best, most efficient ways to accomplish tasks, and viewed workers as replaceable cogs in a machine. But a series of experiments at a factory outside of Chicago led to a new perspective of management and motivation, one that focused on people.     Magellan Project: Evolving enhanced operations efficiency to maximize science value

    Magellan has been one of NASA's most successful spacecraft, returning more science data than all planetary spacecraft combined. The Magellan Spacecraft Team (SCT) has maximized the science return with innovative operational techniques to overcome anomalies and to perform activities for which the spacecraft was not designed. Commanding the spacecraft was originally time consuming because the standard development process was envisioned as manual tasks. The Program understood that reducing mission operations costs were essential for an extended mission. Management created an environment which encouraged automation of routine tasks, allowing staff reduction while maximizing the science data returned. Data analysis and trending, command preparation, and command reviews are some of the tasks that were automated. The SCT has accommodated personnel reductions by improving operations efficiency while returning the maximum science data possible

    Inhibition of inducible nitric oxide synthase limits nitric oxide production and experimental aneurysm expansion

    AbstractPurpose: Nitric oxide (NO), frequently cited for its protective role, can also generate toxic metabolites known to degrade elastin. Both abdominal aortic aneurysms (AAAs) and inducible nitric oxide synthase (iNOS) are associated with inflammatory states, yet the relationship between NO production by iNOS and AAA development is unknown. The current study examines iNOS expression, NO production, and the effects of selective inhibition of iNOS by aminoguanidine in experimental AAA. Methods: An intra-aortic elastase infusion model was used. Control rats received intra-aortic saline infusion and postoperative intraperitoneal saline injections (Group 1). In the remaining groups, intra-aortic elastase infusion was used to induce aneurysm formation. These rats were treated with intraperitoneal injections of saline postoperatively (Group 2), aminoguanidine postoperatively (Group 3), or aminoguanidine preoperatively and postoperatively (Group 4). Aortic diameter and plasma nitrite/nitrate levels were measured on the day of surgery and postoperative day 7. Aortas were harvested for biochemical and histologic analysis on postoperative day 7. Results: Infusion of elastase produced AAAs (P <.001) with significant production of iNOS (P <.05) and nitrite/nitrate (P <.003) compared with controls. Selective inhibition of iNOS with aminoguanidine in elastase-infused aortas significantly reduced aneurysm size (P <.01) compared with elastase infusion alone. Aminoguanidine-treated rats displayed suppression of iNOS expression and plasma nitrite/nitrate production not significantly different from the control group. Histologic evaluation revealed equivalent inflammatory infiltrates in elastase-infused groups. Conclusion: Expression of iNOS is induced and plasma nitrite/nitrate levels are increased in experimental AAA. Inhibition of iNOS limits NO production and iNOS expression, resulting in smaller aneurysm size. NO production by iNOS plays an important role with detrimental effects during experimental aneurysm development. (J Vasc Surg 2001;33:579-86.

    The effect of European starlings and ambient air temperature on \u3ci\u3eSalmonella enterica\u3c/i\u3e contamination within cattle feed bunks

    European starlings (Sturnus vulgaris) are a known risk factor for the occurrence of microorganisms that are pathogenic to cattle and humans in concentrated animal feeding operations (CAFOs). Starling use of CAFOs is known to vary in response to weather; starling control operations on CAFOs often are timed to coincide with favorable environmental conditions to maximize take. The totality of this information suggests that disease risks in CAFOs associated with starlings may be influenced by environmental factors, such as temperature. In this study, we assessed the risk of Salmonella enterica contamination of cattle feed by modeling the interaction between starling numbers and ambient air temperatures using data previously reported from Texas CAFOs. We compared these interaction models to the previously published additive models for S. enterica contamination of cattle feed using an information-theoretic approach to model selection that ranked and weighted models in terms of their support by the data, using bias-adjusted Akaike’s Information Criterion (AICc) and Akaike weights (Wi). Our results indicate that the interaction between European starlings and ambient air temperature better explained the occurrence of S. enterica in cattle feed than any of the previously reported models. Specifically, the risk of S. enterica contamination of cattle feed by starlings was greatest when winter temperatures were highest (10°C). Thus, we conclude that the risk of S. enterica contamination of cattle feed by starlings will be worst on the few winter days when daytime high temperatures are above freezing and large numbers of birds are present. Because these conditions will be most common in the late winter and early spring, we recommend that starling control operations on feedlots and dairies be conducted as early in the winter as possible to mitigate the risks of disease created by large foraging flocks of starlings

    AbstractProtozoan parasites of the genus Giardia are one of the earliest lineages of eukaryotic cells. To initiate infection, trophozoites emerge from a cyst in the host. Excystation is blocked by specific cysteine protease inhibitors. Using a biotinylated inhibitor, the target protease was identified and its corresponding gene cloned. The protease was localized to vesicles that release their contents just prior to excystation. The Giardia protease is the earliest known branch of the cathepsin B family. Its phylogeny confirms that the cathepsin B lineage evolved in primitive eukaryotic cells, prior to the divergence of plant and animal kingdoms, and underscores the diversity of cellular functions that this enzyme family facilitates

    Human central nervous system (CNS) ApoE isoforms are increased by age, differentially altered by amyloidosis, and relative amounts reversed in the CNS compared with plasma

    The risk of Alzheimer's disease (AD) is highly dependent on apolipoprotein-E (apoE) genotype. The reasons for apoE isoform-selective risk are uncertain; however, both the amounts and structure of human apoE isoforms have been hypothesized to lead to amyloidosis increasing the risk for AD. To address the hypothesis that amounts of apoE isoforms are different in the human CNS, we developed a novel isoform-specific method to accurately quantify apoE isoforms in clinically relevant samples. The method utilizes an antibody-free enrichment step and isotope-labeled physiologically relevant lipoprotein particle standards produced by immortalized astrocytes. We applied this method to a cohort of well characterized clinical samples and observed the following findings. The apoE isoform amounts are not different in cerebrospinal fluid (CSF) from young normal controls, suggesting that the amount of apoE isoforms is not the reason for risk of amyloidosis prior to the onset of advanced age. We did, however, observe an age-related increase in both apoE isoforms. In contrast to normal aging, the presence of amyloid increased apoE3, whereas apoE4 was unchanged or decreased. Importantly, for heterozygotes, the apoE4/apoE3 isoform ratio was increased in the CNS, although the reverse was true in the periphery. Finally, CSF apoE levels, but not plasma apoE levels, correlated with CSF β-amyloid levels. Collectively, these findings support the hypothesis that CNS and peripheral apoE are separate pools and differentially regulated. Furthermore, these results suggest that apoE mechanisms for the risk of amyloidosis and AD are related to an interaction between apoE, aging, and the amount of amyloid burden
