    Las elecciones dominicanas de 1994: el último clivaje de una cuasipoliarquía gerontocrática y delegativa

    [ES] Este artículo analiza los resultados de los comicios presidenciales de 1994, en los que Joaquín Balaguer obtuvo el triunfo por un estrecho margen. Previamente se identifican los principales rasgos específicos del sistema político dominicano y se describe el denso entramado de pactos preelectorales, así como las características de la campaña electoral, marcada también por la crisis política haitiana. Seguidamente se describe la situación política derivada del apretado resultado electoral, que culminó con la reforma constitucional aprobada el 14 de agosto de 1994. Por último, la autora analiza la evolución de las fuerzas políticas ante las elecciones presidenciales de agosto de 1996.[EN] This article analyzes the results of the Presidential Elections of 1994, in which Joaquín Balaguer got the Presidency for a narrow gap. Previously, the author identify the main specific features of Dominican political system and describe the dense framework of preelectoral pacts and the characteristics of electoral campaign marked also by the Haitian political crisis. Later she describes the political situation which finished with the constitutional reform approved 14 August 1994. Finally, the author studies the evolution of political forces before the Presidential Elections of August 96

    The Habitable Exoplanet Observatory (HabEx) Mission Concept Study Final Report

    The Habitable Exoplanet Observatory, or HabEx, has been designed to be the Great Observatory of the 2030s. For the first time in human history, technologies have matured sufficiently to enable an affordable space-based telescope mission capable of discovering and characterizing Earthlike planets orbiting nearby bright sunlike stars in order to search for signs of habitability and biosignatures. Such a mission can also be equipped with instrumentation that will enable broad and exciting general astrophysics and planetary science not possible from current or planned facilities. HabEx is a space telescope with unique imaging and multi-object spectroscopic capabilities at wavelengths ranging from ultraviolet (UV) to near-IR. These capabilities allow for a broad suite of compelling science that cuts across the entire NASA astrophysics portfolio. HabEx has three primary science goals: (1) Seek out nearby worlds and explore their habitability; (2) Map out nearby planetary systems and understand the diversity of the worlds they contain; (3) Enable new explorations of astrophysical systems from our own solar system to external galaxies by extending our reach in the UV through near-IR. This Great Observatory science will be selected through a competed GO program, and will account for about 50% of the HabEx primary mission. The preferred HabEx architecture is a 4m, monolithic, off-axis telescope that is diffraction-limited at 0.4 microns and is in an L2 orbit. HabEx employs two starlight suppression systems: a coronagraph and a starshade, each with their own dedicated instrument

    Cancer data quality and harmonization in Europe: the experience of the BENCHISTA Project – international benchmarking of childhood cancer survival by stage

    IntroductionVariation in stage at diagnosis of childhood cancers (CC) may explain differences in survival rates observed across geographical regions. The BENCHISTA project aims to understand these differences and to encourage the application of the Toronto Staging Guidelines (TG) by Population-Based Cancer Registries (PBCRs) to the most common solid paediatric cancers.MethodsPBCRs within and outside Europe were invited to participate and identify all cases of Neuroblastoma, Wilms Tumour, Medulloblastoma, Ewing Sarcoma, Rhabdomyosarcoma and Osteosarcoma diagnosed in a consecutive three-year period (2014-2017) and apply TG at diagnosis. Other non-stage prognostic factors, treatment, progression/recurrence, and cause of death information were collected as optional variables. A minimum of three-year follow-up was required. To standardise TG application by PBCRs, on-line workshops led by six tumour-specific clinical experts were held. To understand the role of data availability and quality, a survey focused on data collection/sharing processes and a quality assurance exercise were generated. To support data harmonization and query resolution a dedicated email and a question-and-answers bank were created.Results67 PBCRs from 28 countries participated and provided a maximally de-personalized, patient-level dataset. For 26 PBCRs, data format and ethical approval obtained by the two sponsoring institutions (UCL and INT) was sufficient for data sharing. 41 participating PBCRs required a Data Transfer Agreement (DTA) to comply with data protection regulations. Due to heterogeneity found in legal aspects, 18 months were spent on finalizing the DTA. The data collection survey was answered by 68 respondents from 63 PBCRs; 44% of them confirmed the ability to re-consult a clinician in cases where stage ascertainment was difficult/uncertain. Of the total participating PBCRs, 75% completed the staging quality assurance exercise, with a median correct answer proportion of 92% [range: 70% (rhabdomyosarcoma) to 100% (Wilms tumour)].ConclusionDifferences in interpretation and processes required to harmonize general data protection regulations across countries were encountered causing delays in data transfer. Despite challenges, the BENCHISTA Project has established a large collaboration between PBCRs and clinicians to collect detailed and standardised TG at a population-level enhancing the understanding of the reasons for variation in overall survival rates for CC, stimulate research and improve national/regional child health plans

    <p>RESUMEN: Este texto analiza la representación política de las mujeres de Argentina, Brasil, Chile, México y la República Dominicana. Es un análisis comparado sobre los acontecimientos históricos que permitieron el acceso de las mujeres de estos países latinoamericanos a la política formal y su representación parlamentaria en los procesos de transición iniciados a finales de los años 70 y principios de los 80, y sus efectos en la etapa democratizadora de la década de los 90. La lenta incorporación de las mujeres latinoamericanas en la clase política vedó durante mucho tiempo sus derechos de ciudadanía, limitó su participación en los procesos de democratización, y las marginó de las esferas de decisión de las políticas neoliberales de los años 80 y 90. Los efectos perversos de estos procesos han generado una percepción negativa de las mujeres hacia las prácticas políticas y los programas económicos de los procesos de democratización.</p><p>ABSTRACT: This article analyses the political representation of women in Argentina, Brazil, Chile, Mexico and Dominican Republic. The author carnes out a comparative analysis of the historical events that allowed the incorporation of women in these Latin American countries to formal politics and their parliamentary representation in the processes of transition initiated in the late 70s and early 80s, as well as their effects on the democratizing stage of the 90s decade. The slow incorporation of Latin American women to the political elite vetoed for a long time their citizenship rights, limited their participation in the processes of democratization and banned them from the neoliberal political decision making arenas of the 80s and 90s. The evil effects of these processes have generated a negative perception among women towards the political practices and the economic programs of the democratization process.</p
